Stablecoin Security generates a risk score before funds move on-chain. It is the compliance infrastructure layer that sits on top of the BVNK settlement rails Mastercard just shipped.
At Money20/20 USA on October 19, 2026, Mastercard arrived with a simple pitch: stablecoins are the future of value exchange, but banks are nervous about the plumbing. The solution is not just more rails, but a new risk intelligence layer dubbed Stablecoin Security. It is the pre-flight check that institutional finance has been waiting for before it dares to touch on-chain assets.
The industry has spent years debating the merits of stablecoin settlement, often ignoring the messy reality of the underlying transactions. Mastercard is now moving the risk-management layer into its own stack, effectively building the compliance infrastructure that banks require. This follows the company’s recent push to wire stablecoin cards into 130 countries, a move powered by its acquisition of BVNK. While that deal provided the settlement infrastructure, Stablecoin Security provides the intelligence to keep that infrastructure clean.
The mechanism is straightforward, though the execution is anything but. Mastercard has launched a platform-agnostic API that combines its own payment intelligence with blockchain analytics and data from Recorded Future. The distinguishing feature is the pre-flight check: a risk score is generated before funds ever move on-chain. By analyzing transaction context, source of funds, and scam indicators in real time, the system allows banks to extend their risk capabilities without needing to overhaul their internal operations. It plugs directly into existing fraud and compliance workflows, meaning no separate risk operating model is required.
As Ann Johnson, EVP of Security Solutions at Mastercard, noted in the official company announcement, “Stablecoins are creating new possibilities for value exchange, but financial institutions need the right intelligence and controls to participate with confidence.”
The rollout includes two key partners from Mastercard’s Start Path Blockchain and Digital Assets program. Borderless.xyz, which connects financial institutions to licensed stablecoin providers across 113 countries and 72 currencies, is on board. Alex Garn, Chief Product Officer at Borderless.xyz, remarked, “Stablecoin payments should be simple to launch and manage, even when the infrastructure behind them is complex. Working with Mastercard will help give financial institutions the context they need to manage risk across providers, markets and currencies without adding another layer of operational complexity.” Keyrails, which focuses on high-value cross-border trade in emerging markets, is also participating. As Rajpal Khangura, co-founder and Chief Compliance Officer at Keyrails, put it, “Global trade needs trusted infrastructure for stablecoin settlement.”
This development sits at the center of a broader Money20/20 convergence, joining other infrastructure milestones like Visa Direct commercial production and JPMorgan’s JPM Coin on the Ethereum mainnet. For banks, the message is clear: the era of treating stablecoins as an experiment is ending. Mastercard is betting that by providing the pre-flight risk score, it can turn the complex, multi-step nature of on-chain transfers into a standard, bank-grade payment flow.
