Bulgaria’s general government sector deficit for 2025 amounted to 4% of GDP, 0.5 percentage points higher than preliminary estimates, show official data published by Eurostat, as reported by the Ministry of Finance.
The figures confirm the existence of unaccounted-for expenditure by the Road Infrastructure Agency. The deficit for 2025 exceeds the European reference value of 3% of GDP and raises questions about how realistically budget projections and public finance risks were assessed, the statement further notes.
The consequences of the accumulated fiscal imbalances are carried over into the budgets for subsequent years. This unfavourable starting position limits fiscal flexibility and increases the need for consistent measures to bring the deficit under control, the Ministry of Finance said.
