Sri Lanka is placing exports at the centre of its economic growth strategy, but the success of its latest national export plan will depend on whether the Government can translate policy promises into measurable improvements in competitiveness, investment and employment. The ambitious programme, involving 32 State institutions and 130 action plans, signals a renewed attempt to move the country beyond traditional commodities and low-value manufacturing towards technology-driven products and specialised services.
Export Development Board (EDB) Chairman and Chief Executive Officer Mangala Wijesinghe outlined the strategy at the investment panel of the Sri Lanka Economic and Investment Summit 2026, emphasising that policy consistency would be maintained to give investors greater confidence. The National Export Development Plan, prepared over more than eight months in consultation with exporters and other stakeholders, was approved last week.
Its central objective is to expand Sri Lanka’s international trade, diversify export markets and strengthen the country’s participation in higher-value global supply chains. However, the real test will be whether the 130 action plans produce tangible results rather than another collection of institutional commitments vulnerable to administrative delays and changing government priorities.
Sri Lanka currently depends heavily on the United States and European Union, which together account for approximately half its exports. Although these established markets remain vital, the plan seeks to expand commercial relationships with Africa, the Middle East and Asia. Wider trade agreements, including a possible move towards the Regional Comprehensive Economic Partnership (RCEP), could open additional opportunities, provided domestic industries can compete effectively with regional suppliers.
The Government also intends to improve the infrastructure and services required to support exporters. More efficient ports, reliable logistics, accessible financing, international certification and a skilled workforce have been identified as essential components. These are longstanding constraints that can increase production costs, delay deliveries and undermine the competitiveness of Sri Lankan businesses.
The EDB is expected to introduce an exporter registration system, potentially as early as next month, while proposals for additional incentives have been submitted to the Government. Yet, their effectiveness will depend on transparent eligibility criteria, timely implementation and whether smaller businesses can access support without excessive paperwork.
The proposed transformation also reflects the limitations of competing through volume. Sri Lanka’s established strengths include Ceylon tea, cinnamon, spices, coconut products, apparel, rubber, gems and tropical agricultural products. The strategy seeks to increase the value of these exports through branding, processing, certification and specialised manufacturing rather than relying predominantly on the shipment of basic commodities.
The electrical and electronics sector offers a promising example, reportedly growing by 20–30% annually and expanding by more than 30% during the first eight months of 2026. The information and communications technology sector employs more than 150,000 professionals and is growing by 10–15% annually.
Nevertheless, maintaining export growth of 5–6%, with a projected increase of 6–7% this year, will require more than promotional campaigns. Rising transport costs linked to Middle Eastern challenges underline the vulnerability of exporters to external shocks.
The Government must therefore establish clear performance indicators, publish regular progress reports and hold responsible institutions accountable for delivery. Without measurable targets for investment, export diversification, productivity and employment, the national plan risks becoming another policy document whose ambitions exceed its achievements.
For ordinary Sri Lankans, the ultimate measure of success will be better-paid employment, stronger small businesses, improved foreign-exchange earnings and more stable economic opportunities. Export-led growth can support recovery, but only consistent implementation can turn the strategy into lasting prosperity.
