Algeria sits between a US ally in Morocco, a Russian partner in Moscow and a Chinese lender in Beijing. This guide sets out what each power wants from Algiers as of 20 October 2026.
Algeria geopolitics in October 2026 balances the United States, Russia, China, Europe and Turkey, while the Gulf has turned rival. Algiers sells gas to Europe, keeps old arms ties with Moscow, imports Chinese cars and negotiates shale gas with Washington.
For US readers the stakes are European gas supply, a UN vote on Western Sahara and a Sahel where Russia is present. Wider coverage sits on the Rio Times Algeria page.

Algeria Geopolitics at a Glance, Who Decides and What It Wants
Foreign policy is set by the presidency, which the constitution makes commander-in-chief of the armed forces. President Abdelmadjid Tebboune said on 3 October that Algeria keeps strategic ties with Russia, Washington and Beijing, Algerie360 noted.
Foreign Minister Ahmed Attaf runs the diplomacy, and Prime Minister Sifi Ghrieb leads the government. Lounes Magramane, a former foreign ministry secretary general, became head of the presidential office on 13 October 2026.
The National Liberation Front (FLN), the former independence movement, won the most seats, 91 of 407, in the 2 July 2026 election. Turnout was 21.2 percent, down from 23 percent in 2021, and the pro-government National Democratic Rally (RND) came second with 74 seats.
The Rio Times has other guides on Algeria in full, Algeria in North Africa and its weight in Africa. This one looks only at the outside powers.
- United States: shale gas, minerals, Sahel security and quiet help on Western Sahara talks.
- Russia: arms heritage, UN votes and political cover for a non-aligned Algiers.
- China: cars, loans, ports, mines and the builder of roads and mosques.
- Europe: Italy, France and Spain want more gas, farm projects and migration cooperation.
- Gulf and Turkey: the UAE is now an open rival, while Turkey builds factories.
The United States, Shale Gas and the Western Sahara Divide
Washington and Algiers talk more than their public stands suggest. Foreign Minister Attaf met Massad Boulos, President Trump’s adviser for Africa and the Middle East, in Antalya on 17 April 2026.
TSA reported that ExxonMobil and Chevron have begun talks with Sonatrach, the state energy group, on shale gas. Boulos also said the two sides discussed American support for Algeria’s strategic minerals sector.
Maghreb Emergent cited an estimate of 707 trillion cubic feet (about 20 trillion cubic metres) of recoverable shale gas, third worldwide. It added that protests in In Salah in 2015 halted pilot drilling over groundwater fears.

The US Trade Representative puts 2025 US goods exports to Algeria at US$1.3 billion, up 25.9 percent. Imports from Algeria were US$2.2 billion, so the US goods deficit was US$959.3 million.
Sonatrach chief executive Noureddine Daoudi toured the United States from 12 to 16 October 2026 and met Baker Hughes and KBR. El Khabar reported that both firms already work in Algeria, KBR since the early 1980s.
The sharpest divide is Western Sahara, where Algeria backs the Polisario Front independence movement and Washington backs Moroccan autonomy. UN Security Council resolution 2797 of 31 October 2025 named Morocco’s 2007 autonomy plan as the basis for talks.
Eleven members voted yes, China, Russia and Pakistan abstained, and Algeria, then a Council member, did not take part. The mission’s mandate ends on 31 October 2026, as the Rio Times Western Sahara report explains.
Deputy Secretary of State Christopher Landau backed Moroccan sovereignty in New York on 25 September 2026, Yabiladi reported. He said the status quo “cannot be maintained”.
Boulos said three US-led rounds since February with Algeria, Morocco, Mauritania and the Polisario found no solution, Yabiladi reported. He thanked Algeria’s government for helping but said Algiers cannot impose a deal.
Tebboune replied on 3 October that Algeria gives its view when its American friends ask. No one, he said, can force the Sahrawis to accept a deal that erases them, TSA reported.
Russia, Arms and the United Nations
Russia is Algeria’s oldest big-power partner, and weapons are the core of that tie. SIPRI ranks Algeria 33rd among arms importers for 2021 to 2025, with imports down 78 percent on 2016 to 2020.
SIPRI, the Stockholm peace research institute, says Russian arms exports to Algeria fell substantially in that period. It also warns that Algeria is secretive and that unverified reports of Russian deals mean its estimate may be too low.
Vladimir Putin called Algeria “one of our closest friends and allies” on 15 October 2026, TSA reported on 19 October. Tebboune had said on 3 October that ties with Russia predate independence and had not changed.
Tebboune added that Foreign Minister Sergey Lavrov had visited only once in seven years, but one call with Putin settles matters. The Rio Times covered the exchange in a separate report.
On 9 October, Russia’s deputy foreign minister Alexander Alimov met Algeria’s envoy Toufik Djouama, TSA reported. Moscow wants the UN Sahara mission kept as it is, after abstaining on resolution 2797.
Former central bank governor Abderrahmane Hadj Nacer argued in May 2026 that Algeria serves as a showcase for Russian weapons. He also quoted Lavrov as saying nothing can be imposed on Algerians, TSA reported.
China, the Builder With Big Promises
China overtook France as Algeria’s main supplier in 2014, TSA noted in 2023. Chinese firms built parts of the East-West motorway, the Great Mosque of Algiers and an Algiers airport terminal.
During his July 2023 state visit to China, Tebboune announced US$36 billion of Chinese investment, TSA relayed from the state agency APS. On 9 May 2026 Chinese Ambassador Dong Guangli put cumulative Chinese investment at about US$7 billion, Algerie Eco reported.

The ambassador said bilateral trade topped US$15 billion in 2025. The gap between the 2023 pledge and the 2026 total is the main question for Chinese-Algerian ties.
The flagship projects are the Gara Djebilet iron ore mine and the El Hamdania port, both with Chinese partners. A 2016 report put the port at US$3.3 billion with a 49 percent Chinese share, and no completion is confirmed.
Chinese customs data show 190,045 vehicles shipped to Algeria from January to August 2026, TSA reported on 18 October. That makes Algeria China’s tenth-largest car market in the period.
China abstained on resolution 2797, as Russia did. Tebboune lists Beijing among his strategic partners, but Algeria also tightened import rules in July 2025 to protect its reserves.
Europe, Where Gas Is the Lever
Prime Minister Giorgia Meloni visited Algiers on 25 March 2026, as Italy seeks more Algerian gas. Algeria supplied 36 percent of Italy’s gas imports in 2025, TSA reported, and 30 percent of its pipeline gas, Il Sole said.
Eni and Sonatrach plan joint work on shale gas and offshore exploration, but no contract terms or binding volumes were announced. An Italian-led project is reclaiming over 36,000 hectares of desert, with planting due to rise to 13,000 hectares in 2026, AGI reported.
France and Algeria are thawing after a long crisis over migration and the Boualem Sansal case. French Foreign Minister Jean-Noël Barrot told the National Assembly on 26 May 2026 that the confrontation had not produced the effects expected.
Interior Minister Laurent Nuñez visited Algiers in February 2026, and Algeria then resumed consular papers for returning its nationals. TSA said on 20 October that France has asked for more oil and LNG, citing the site Attaqa, with no volumes published.
Spain is Algeria’s main meat supplier at present, and two meat agreements were signed in Algiers on 5 October 2026, TSA reported. Spanish food firm Vicky is also investing €19 million (about US$21.3 million) to double its Algerian output, TSA said on 27 September.
Tebboune said on 14 October that Algeria aims to build its own car by 2028 with German and Italian partners. The European Union side, including the association agreement, is not covered by the sources checked.
European gas prices matter here, as prices jumped on low storage ahead of winter, TSA said on 20 October. Algeria’s gas economy is covered in a separate guide.
The Gulf, Turkey, India and BRICS
Algeria broke diplomatic relations with the United Arab Emirates on 10 September 2026, saying it had exhausted all avenues to keep them. The UAE ambassador was given 48 hours, TSA and Algerie Eco reported, and UAE-registered aircraft lost Algerian airspace from 11 September.

UAE commercial flights to and from Algiers airport are exempt until the end of 2026, Algerie Eco reported. TSA listed alleged Sahel interference and the extradition case of businessman Ayoub Aissiou from Spain among the reasons.
Tebboune said on 3 October that there is no way back and, in late July, that “where they set foot, blood flows”. He said he held proof, which the sources checked do not show, and no UAE reply is reported there.
Turkey is a factory partner more than a trader. Turkish exports to Algeria fell 18.8 percent to US$1.09 billion in January to July 2026, TSA reported.
President Erdoğan cited about 1,600 Turkish companies in Algeria and a 2030 trade target of US$10 billion, TSA noted. Steelmaker Tosyali produces in Algeria, and talks on a preferential trade deal were announced during Tebboune’s May visit to Turkey.
India matters mainly as a gas buyer, with Algerian LPG arriving since June 2026, TSA said on 20 August. Indian Oil is finalising a 2027 LPG deal with Sonatrach, TSA said, citing Reuters.
Algeria joined the BRICS New Development Bank on 19 May 2025, the bank’s member list shows. Whether Algeria holds any status in the BRICS group itself was not confirmed for this guide.
The Sahel, the Trans-Saharan Pipeline and Troops Abroad
Algeria and Mali restored ambassadors and reopened airspace after Mali’s statement of 10 July 2026, Arab News reported in an AP report. Mali’s Prime Minister Abdoulaye Maiga then visited Algiers on 24 August and said Assimi Goita agreed in principle to follow.
The rift began in April 2025, after Algeria shot down a Malian armed drone near the shared border, Arab News said. Both nations recalled ambassadors and closed their airspace that month.
On Sunday 30 August 2026 Algeria landed four Su-30 fighters and a refuelling aircraft in Niamey after a mutiny, Algerie360 reported. Fides said the deployment, which also included an Il-76 transport, came at Niger’s request, and the Rio Times covered it separately.
Russia’s Africa Corps and an Italian mission also use Niamey’s Air Base 101, Fides reported. The 2020 constitution requires a two-thirds parliamentary vote before army units go abroad, Algerie360 noted, and the sources checked mention none.
Tebboune said on 3 October that Algeria supplied power plants to Niger in 2.5 months, serving over a million people in Niamey. El Khabar added on 20 October that an Algerian team visited Niger from 12 to 19 October over an oil-well incident.
Algeria began building its section of the Trans-Saharan Gas Pipeline, the state agency APS announced on 4 June 2026. The line is 4,128 kilometres long and designed for up to 30 billion cubic metres a year.
Loans, Bases, Minerals and UN Votes in Brief
- Loans: the sources checked show no new IMF programme or Chinese loan; on 14 October 2026 Tebboune told the finance minister to contact the World Bank and IMF to re-examine economic data.
- Bases: no foreign military base in Algeria appears in the sources checked, and the constitution makes the president commander-in-chief.
- Minerals: Chinese-partnered iron ore at Gara Djebilet and a US offer of help with strategic minerals.
- Trade deals: Turkish preferential-trade talks and Spanish meat agreements; no new US or EU trade deal is confirmed in the sources checked.
- UN votes: Algeria did not take part in the 2025 Western Sahara vote, where Russia, China and Pakistan abstained, and Moscow backs keeping the mission as it is.
For the wider contest across the continent, see who backs whom in Africa and the Algeria and Morocco rivalry guide. The profile of President Tebboune covers the man behind these choices.
What It Means for US Readers
Algeria is a gas supplier to Europe at a time of high prices and low storage ahead of winter. Any rise in Algerian volumes or any pipeline problem moves European energy prices that matter to US LNG exporters.
US energy and services firms have an opening: ExxonMobil and Chevron in shale talks, Baker Hughes and KBR in Houston meetings. Algeria also ran a US$959.3 million goods surplus with the United States in 2025, so Washington has leverage as well.
The 31 October UN vote on Western Sahara tests the US push for a Moroccan-based settlement. Russia’s backing for the mission and Algeria’s refusal to join the 2025 vote show where Algiers will stand.
A large new Russian arms purchase would raise US sanctions questions, but none is confirmed in the sources checked. Travellers should check the State Department advisory for Algeria, since the sources here do not cover current travel guidance.
What Is Not Known
The seat counts for the 2 July election come from International IDEA, not from the Journal officiel itself. TSA reported that the Constitutional Court annulled results in several constituencies, and the sources checked do not list them all.
No Algerian government reply to Putin’s 15 October remark is published in the sources checked. No gas, arms or trade deal accompanied it.
The status of the Chevron and ExxonMobil shale talks is unclear, and a 2025 report of a direct award is unconfirmed. No UAE reply or proof for Tebboune’s accusations is published, and Qatar’s and Saudi Arabia’s stances are not covered.
Progress on the El Hamdania port is unconfirmed. Feraal and China’s CMH targeted 2 million tonnes of ore a year by 2026, and output is unconfirmed.
Whether Parliament voted on the Niger deployment, and how long the aircraft stay, is not known. Nor is it known whether Goita will visit Algiers before the end of 2026.
No prediction market on Algeria geopolitics is open. The Polymarket election market ended on 2 July 2026, and the other Algeria markets covered football.
