EU foreign ministers have approved over 1,600 new sanctions listings targeting Russia’s military-industrial complex, with more than half linked to the production chain for ballistic missiles, EU foreign policy chief Kaja Kallas said.
“This is the single largest expansion of our sanctions list since Russia started its war,” Kallas wrote on X.

The 22nd sanctions package covers 1,646 entities and individuals, according to The Moscow Times. With the new listings, nearly 4,650 entities and individuals are now under EU sanctions over Russia’s war against Ukraine.
The measures target people and companies involved in missile development, testing, and manufacturing, as well as the production of fuel, engines, and specialized materials used in missile systems.
“More than half are connected to the production chain for ballistic missiles,” Kallas said.
Reuters reported that the blacklist also includes manufacturers of specialized textiles, synthetic fibers, and carbon fibers used in weapons production.
The package further targets drone manufacturers and shipyards that service submarines, while 77 individuals are being sanctioned for participating in State Duma elections held in Russian-occupied Ukrainian territories.
The EU has also added seven North Korean entities and individuals accused of helping Russia’s war effort, amid growing concern over military cooperation between Moscow and Pyongyang.
