Volkswagen Mexico Strike Nears After Vote

MEXICO · AUTOS · LABOUR

Workers at Volkswagen’s Puebla car plant in Mexico rejected a two-year pay deal on Thursday 15 October, bringing a Volkswagen Mexico strike into view. The plant sends about half of its cars to the United States, so a stoppage would reach American dealers.

Of 5,587 valid ballots, 3,135 were against the deal and 2,452 in favour, according to the union’s count as reported by Mexican outlets. The strike notice expires at 11:00 local time (1:00 p.m. Eastern) on Thursday 22 October.

What the Vote Showed

The workers’ union, SITIAVW, ran the vote on Thursday from 4:30 a.m. to 6:00 p.m., according to Quadratín Puebla. Its full name is the Independent Union of Automotive Industry Workers of Volkswagen de México, and Secretary General Hugo Tlalpan Luna leads it.

Of 6,211 workers entitled to vote, 5,608 took part, a turnout of about 90%. There were 5,587 valid ballots, 21 spoiled ballots and 603 unused ones.

The deal lost by 683 votes, with 56.1% against and 43.9% in favour of the valid ballots. Diario Puntual and Primera Plana Puebla gave the same totals.

What the Rejected Deal Offered

The agreement behind the Volkswagen Mexico strike threat gave a 13.16% overall increase across 24 months, counting wages, benefits and other payments. Direct pay would have risen 3.8% in 2026 and 3.5% in 2027, according to Diario Puntual.

It also provided for the gradual return of 611 workers who had been temporarily separated, during 2027, Quadratín reported. The next pay and contract review would have come in two years instead of every year, according to Sucesos Puebla.

What Volkswagen Said

Volkswagen de México said it respects the result of the vote, which the law provides for. It voiced “deep concern and disappointment” and called the deal its “greatest viable effort” under current conditions.

The company said it is willing to keep talking but cannot offer more. La Jornada de Oriente reported that it will not avoid a strike if doing so would put the future of the plant at risk.

Volkswagen described the present difficulties as among the most complex in its recent history. It noted that the plant is nearly 70 years old and supports tens of thousands of direct and indirect jobs.

Why the Puebla Plant Matters to the US

The plant in Cuautlancingo, in Puebla state, builds the Jetta, the Tiguan and the Taos compact SUV. Expansión reported, citing Mexico’s national statistics office Inegi, that it made 223,559 vehicles in the first half of 2026.

About 50.75% of those vehicles were destined for the United States, according to the same report. US sales of the Jetta fell 14.8% to 27,514 in that period.

Mexican vehicles that meet the rules of origin of the USMCA, the North American trade pact, face a 15% US tariff, Expansión said. Vehicles that do not meet those rules face 25%.

Volkswagen has also cut one of three shifts on the line that builds the Jetta and the Tiguan. A Volkswagen Mexico strike would add a labour stoppage to a plant already under pressure.

How the Dispute Reached This Point

Workers rejected an earlier offer on 11 September, according to Sucesos Puebla. The company and the union then signed the new agreement on 2 October.

The Rio Times covered the tentative deal of 2 October and the layoffs of 611 workers. Our earlier report on tariffs and the USMCA review sets out the wider pressure on the plant.

The last strike at the plant came in 2009, according to Tribuna Noticias. It lasted six days and ended with a 3% raise.

What Happens Before 22 October

Rejecting the deal does not start a Volkswagen Mexico strike on its own. Production continues normally until the strike notice expires at 11:00 on Thursday 22 October, according to Quadratín and Diario Puntual.

Both sides must now return to the table before that time. The union can strike when the notice ends, but a new agreement or another extension of the notice would delay it.

What It Means for You

For US buyers and dealers, a Volkswagen Mexico strike could tighten supply of the Jetta, the Tiguan and the Taos. Any effect would depend on how long a strike lasted and how much stock dealers hold.

For investors, the vote adds a labour risk to a Volkswagen operation already facing tariffs and falling Jetta sales. Nothing changes for drivers or the plant’s output before the notice expires.

What Is Not Known

It is not known whether Volkswagen will improve its offer or whether the union will ask for another extension. Neither side has announced a date for new talks.

The length of a possible Volkswagen Mexico strike and its effect on US deliveries are also open. Volkswagen has not said how it would manage production if workers stop.
