China’s Shengtang Group has expressed interest in exploring investment opportunities worth $10 million in Pakistan’s EV and energy sectors. The potential investment could cover several sectors, including EVs, energy, infrastructure, railways, tourism, industrial development, and urban development.
The proposed investment came under discussion during a meeting between a delegation from Shengtang Group and Prime Minister’s Adviser on Industries and Production Haroon Akhtar Khan. Both sides explored opportunities to strengthen economic cooperation, including a proposed memorandum of understanding (MoU) worth $10 million.

During the meeting, Haroon Akhtar Khan said the government was working to turn Prime Minister Shehbaz Sharif’s vision of stronger relations with China into practical economic benefits. He added that the government was facilitating Chinese investors and taking steps to improve the business environment.
The adviser highlighted ongoing regulatory reforms aimed at attracting foreign investment and supporting industrial growth. He also identified the land-lease model as an important way to help investors establish businesses and develop industrial projects in Pakistan.
Haroon invited Chinese companies to explore Pakistan’s investment potential. He said the country had demonstrated resilience and reliability internationally and offered promising opportunities for foreign investors.
He also emphasized the longstanding relationship between Pakistan and China, describing their friendship as “thicker than blood.”
Investment Could Support Industrial Growth
Haroon Akhtar Khan noted that around 40% of the joint ventures and memorandums of understanding signed between Pakistan and China had reportedly moved into the implementation phase.
He said greater Chinese investment could help expand Pakistan’s industrial sector, introduce new technologies and create employment opportunities. It could also increase economic activity and strengthen cooperation between businesses in both countries.
The adviser stressed that cooperation with Chinese companies could play an important role in developing local industries and improving Pakistan’s industrial capabilities.
Electric Vehicles Among Key Investment Areas
Electric vehicles emerged as one of the promising areas for future cooperation. Haroon said partnerships with Chinese companies could help Pakistan advance EV technology and strengthen its position in the electric mobility sector.
China has a major presence in the global electric vehicle industry, and closer cooperation could provide Pakistan with opportunities to access technology, develop industrial expertise and support the growth of related businesses.
The proposed investment also covers energy, railways, infrastructure, tourism and urban development, potentially opening doors for cooperation across several parts of Pakistan’s economy.
Haroon assured the visiting delegation of the government’s full support in facilitating investment. He also presented a commemorative souvenir to the Chinese representatives.
Additional Secretary Humaira Zia Mufti, Joint Secretary Freedoon Akram Sheikh and Joint Secretary Amir Aqiq attended the meeting.
While the proposed $10 million investment signals Shengtang Group’s interest in Pakistan, the available information does not confirm that the investment has been finalized or that specific projects have entered the implementation stage.
