A supply chain copilot can explain, within seconds, why a consignment is late and what ought to be done about it. Acting on that explanation is another matter entirely. Somewhere downstream, a planner still opens the ERP, revises the order, and works the phones until the disruption is contained. This is the quiet inefficiency of the copilot era. Intelligence was distributed generously across the enterprise, while the execution burden stayed exactly where it had always been.
In India, the gap is visible in its own numbers. According to EY’s Outlook 2026 report, 47 per cent of surveyed enterprises now run multiple AI use cases in production, while only 10 per cent report enterprise-wide deployment. A structural correction is underway. Beneath the conversational interface, an execution layer is taking shape, designed to carry decisions across systems to completion rather than return them for manual processing. The capability case is largely settled. The governance case, in most enterprises, has barely been opened.
Why the Copilot Era Has Stalled
A recommendation creates value only when someone has the time, the system access and the authority to act on it. In most operations teams, that person is already working through a backlog of exceptions. Adding a faster source of advice to an overloaded queue improves the quality of the queue, not the speed at which it clears.
The ceiling is visible worldwide. The Capgemini Research Institute’s Rise of Agentic AI, drawing on 1,500 senior executives across 14 countries, found that just 2 per cent of organisations have deployed AI agents at scale, with a further 12 per cent at partial scale. Everyone else is piloting or exploring. Capability has been acquired widely. The authority to use it has not been granted.
That reluctance is not timidity; it reflects a sound reading of the risk. An agent that merely suggests can be ignored at no cost. An agent that acts, by contrast, moves real stock, releases real money and alters commitments already made to customers, and at machine speed an error spreads across systems well before anyone notices it. The copilot era stalled, then, not because the technology underdelivered, but because enterprises had no defensible basis on which to hand over the work.
From Recommendation to Accountable Action
That basis is what an execution layer provides. Rather than surfacing an insight for a person to act upon, it completes the task within boundaries the enterprise has set. A supplier confirmation that fails to arrive, a consignment held at a checkpoint or an invoice that does not match its purchase order becomes the trigger for a sequence of actions: reallocating stock across warehouses, raising a revised order, reconciling the exception on receipt, and informing the affected parties over messaging, voice or email on whichever channel they already use. The work is finished inside connected enterprise systems rather than returned as a proposal.
Delegation on these terms requires that authority be settled before the first live transaction. Replenishment within an agreed value may proceed independently, while a supplier change or a high-value purchase order belongs with a designated approver. Enterprise AI workforce platforms built to deploy governed, production-ready agents across business systems treat this control design as a precondition for going live. Role-based access controls determine what each agent may see and do, jurisdiction rules hold actions within regulatory boundaries, and budget caps are supported by automatic rollbacks when a limit is breached. An agent facing a scenario outside its mandate escalates to a named decision-maker, and every action, autonomous or approved, enters an audit log.
Indian enterprises have particular reason to settle these questions early. In the EY survey, 91 per cent of leaders identified speed of deployment as the single biggest factor in their buying decisions, which is a considerable advantage when the controls are ready and a liability when they are not. Sensibly, then, execution begins where the rules are already explicit. Invoice approvals, purchase order matching and cross-system reporting offer measurable value and unambiguous controls, which makes them a sound proving ground before autonomy extends into planning and fulfilment.
The Layer That Separates Ambition From Outcome
Enterprise technology advances in layers, and each absorbs work the preceding one could only describe. Planning systems delivered visibility. Analytics sharpened foresight. Conversational assistants made both accessible in plain language, which was a genuine advance and an incomplete one. The layer now forming is the first to take responsibility for completion, and its adoption will be decided in the boardroom rather than the data science function. The enterprises that move first will be those able to state precisely which actions software may take in their name, under whose authority, and how each is reversed when it should not have been taken. Those that defer the question will spend another year approving, one recommendation at a time, work their systems were already capable of completing.
