The announcement was made on Friday, 24 October.
In an official statement, the GSU described the development as "a significant milestone" in Tonui's distinguished career and offered congratulations on what it termed "a well-deserved promotion."
"The Commandant of the General Service Unit (GSU), Mr. Johana K. Tonui, HSC, has been promoted to the rank of Senior Assistant Inspector General (SAIG), following a ruling by the Court of Appeal in favour of the National Police Service (NPS) in the matter concerning the mandate over recruitment and promotions within the Service. The promotion marks a significant milestone in his distinguished career in the National Police Service."
Court Ruling Clears the Way
The promotion was made possible by a Court of Appeal judgment delivered on 16 October, which settled a contentious legal dispute over who holds authority over recruitment and promotions within the National Police Service (NPS).
The court dismissed appeals filed by both the National Police Service Commission (NPSC) and the Law Society of Kenya, which had challenged an earlier ruling barring the NPSC from recruiting uniformed officers.
The bench ruled that the recruitment, training, deployment, promotion, suspension and dismissal of sworn officers are functions of the National Police Service, exercised under the independent command of the Inspector-General.
The NPSC's mandate, the judges clarified, extends only to civilian staff working within the Service.
The dispute had stalled promotions across the board and delayed a planned intake of 10,000 officers last year.
Following the ruling, Inspector-General Douglas Kanja moved to promote 1,948 officers, noting that career progression is critical to officer morale.
Johana Tonui's Career
Johana Kiplangat Tonui has built his career across several high-profile security postings. Within the Kenya Police Service, he served in the Directorate of Operations before a stint as Director of Wildlife Security at the Kenya Wildlife Service (KWS). In June this year, he was redeployed from the Directorate of Operations to head the GSU, one of Kenya's foremost security formations.
Tonui holds the Head of State's Commendation (HSC) and has a Master of Arts in Leadership and Security Management from Kenyatta University.
About the GSU
The GSU is the paramilitary wing of the Kenya Police Service and operates under the broader National Police Service (NPS), which also comprises the Administration Police Service, the Directorate of Criminal Investigations (DCI) and the Internal Affairs Unit.
The unit is headquartered at Ruaraka in Nairobi.
Its roots stretch back to the colonial period. Formed in 1948 as the Kenya Police Emergency Company, it was renamed the General Service Unit in 1953 during the Mau Mau uprising.
Today the unit is deployed in emergency and high-risk situations, with a mandate that includes counter-terrorism and insurgency operations. It also fields the elite Recce squad, one of Kenya's most specialised tactical units.
