The National Institute for Hospitality and Tourism (NIHOTOUR) has announced plans to appeal a reported Federal High Court ruling in Lagos in a suit instituted by the Hotel Owners and Managers Association of Lagos (HOMAL) against the institute and other defendants.
In a statement dated October 15, 2026, NIHOTOUR said it would obtain a certified true copy of the judgment and consult its legal advisers on the appropriate steps to challenge the ruling.
The institute reaffirmed its commitment to fulfilling its statutory mandate and promoting professional standards in Nigeria’s hospitality, travel and tourism sectors.
It said the dispute raised broader questions about professional development, workforce competence and the standards required to strengthen Nigeria’s competitiveness as a hospitality and tourism destination.
According to NIHOTOUR, professional training, recognised qualifications and continuous development are essential investments in employees and businesses, as well as in consumer confidence and the reputation of tourist destinations. The institute also acknowledged the concerns of hotel owners and operators, particularly the need to protect jobs, encourage investment and sustain a viable business environment.
However, it maintained that these objectives were not incompatible with professional development and the enforcement of appropriate industry standards.
NIHOTOUR said it would review the judgment and pursue available legal options while complying with applicable court orders and acting on the advice of its legal team. The institute also called for disagreements over regulatory authority to be resolved through the law and constructive engagement among the relevant federal and state institutions.
It said the goal should be to establish a workable framework that promotes professional development, respects lawful jurisdiction and supports sustainable growth in the hospitality and tourism industry.
NIHOTOUR added that it would provide further information as the legal process progresses.
