DR Congo’s Kabila Heads Armed Front Launched Monday

SECURITY · DR CONGO

The Kabila front, a new political-military movement led by former Congolese president Joseph Kabila, was launched on Monday 12 October in Goma. Its founding declaration says it will fight the government of President Félix Tshisekedi “by all means, including force”.

The move puts a former head of state at the top of the rebellion that holds Goma, in eastern DR Congo. It also tests US-backed peace efforts in a country whose cobalt and coltan feed American electronics and batteries.

What the Kabila Front Announced in Goma

According to the declaration published by Actualite.cd, signatories met in Goma on Saturday 10 and Sunday 11 October and unanimously chose Kabila as president. The text says the Front for the Refoundation of the Nation (FRN) “succeeds by right” the Congo River Alliance (AFC), the rebel political coalition.

The act states that its adoption “definitively ends the existence” of the AFC. It does not say separately what happens to the March 23 Movement (M23), the armed group that formed the AFC/M23 bloc with it.

Corneille Nangaa, the former electoral commission chief who led the AFC, and Bertrand Bisimwa, the M23’s president, become vice-presidents. Sultani Makenga, the M23’s military commander, is named chief of general staff of a “Congolese Revolutionary Army” with vice-presidential rank.

Freddy Rukema Kaniki becomes secretary general, and the text creates a founders’ college, a revolutionary council and an executive committee. It sets no timetable for military operations and announces no offensive, Actualite.cd noted.

The document accuses Tshisekedi of poor governance, corruption, discrimination and attacks on freedoms. It also says Kinshasa broke commitments on a ceasefire and prisoner releases made in the Qatar-mediated Doha talks, which remains the signatories’ claim.

The launch came three days after Kabila addressed the nation on social media on Friday 9 October, warning that “Congo is in peril”. In that message he denounced what he called authoritarian drift and promised further initiatives, Radio Okapi reported.

Kabila led Congo for 18 years until January 2019, when Tshisekedi took office (background: Democratic Republic of Congo Neighbours Explained 2026). On Tuesday 30 September 2025, the High Military Court sentenced him to death in absentia over alleged links to the AFC/M23.

The court found him guilty of charges including treason, war crimes and organising an insurrectional movement, according to the Kinshasa outlet 7sur7.cd. Kabila rejected the accusations and denied any role in the M23, while his camp called the ruling political.

A UN Group of Experts report dated Thursday 11 June 2026 had foreseen a restructuring of the AFC/M23, including a new name and a leading role for Kabila. The experts wrote that Kabila and Nangaa wanted to take power in Kinshasa, while most M23 leaders opposed operations beyond North and South Kivu, Actualite.cd recalled.

The experts read Kabila’s visibility as an effort to obscure Rwanda’s role and give the movement a Congolese face (see Rwanda and Its Neighbours in East Africa). A new leader or name does not by itself show any change in the outside backing the experts documented, Actualite.cd cautioned.

How Kinshasa and Its Institutions Responded

Christian Bosembe, president of the media regulator CSAC (High Council for Audiovisual and Communication), called the announcement “shattering” and “very disappointing” on Monday evening. He said he spoke as a citizen and described the move as “a step back of more than 30 years”, Actualite.cd reported.

As regulator, Bosembe noted that armed groups labelled “negative forces” are barred from Congolese media. Extending that ban to Kabila would be done “with a bleeding heart” if a CSAC plenary agrees, he said.

Earlier on Monday, National Assembly president Aimé Boji Sangara rebuked Kabila’s 9 October message, saying elected officials had “no lesson of legitimacy to receive”. He cited a 2018 law on former presidents that demands restraint, dignity and loyalty to the state, 7sur7.cd reported.

The government answered that 9 October address through its spokesman, Communication Minister Patrick Muyaya, on X. He called Kabila “a man of the past”, “condemned and under American sanctions”, with “nothing to offer but chaos”, 7sur7.cd reported.

By 06:00 UTC on Tuesday, Actualite.cd, Radio Okapi and 7sur7.cd carried no formal government statement on the FRN itself. Muyaya’s words targeted the speech, while the regulator alone has reacted to the front.

What It Means for US Readers

Washington brokered the peace accords between Congo and Rwanda, and Kinshasa stresses that Kabila is under US sanctions. A front that openly claims the right to use force puts that track, and the parallel Doha talks, under new strain.

For investors, eastern Congo matters because its coltan, tin and gold feed global electronics supply chains. Renewed fighting would raise costs for buyers who must document where their metals come from.

The stabilising factor is that the declaration sets no timetable for an offensive, and one source told Actualite.cd the FRN will take over AFC/M23 commitments. That points to continuity in the peace talks rather than a reset, although nothing guarantees that the ceasefire will hold.

Travellers should note that Goma has been held by the rebels since January 2025. Anyone with business in the region should check the latest US government travel advice before planning a trip.

What Is Not Known

It is not clear whether the M23 survives inside the FRN or has been absorbed, because sources quoted by Actualite.cd gave conflicting accounts. One said the M23 would continue to exist, while another said the AFC/M23 was making way for the new structure.

The member groups, their terms of membership and the future of the opposition platform “Sauvons la RDC” also remain unclear. It is unknown whether African Union facilitators, said by one source to have been told in advance, will treat the new front as a negotiating party.

Kinshasa’s formal response, including any new legal action against the signatories, has not been announced. The CSAC plenary that could extend the media ban to the FRN has not yet ruled publicly.

What Prediction Markets Say

Polymarket gives a 1.6% chance that Tshisekedi leaves the presidency by 31 December 2026 (13 October, 1:56 a.m. ET). The bet has drawn about US$21,000 in total trading volume, which makes it a thin market.

The price slipped about half a point over the past day, so bettors did not read the Kabila front as a near-term threat to Tshisekedi. These are real-money bets, not polls, and they can move quickly on news from Goma or Kinshasa.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

Frequently Asked Questions

What is the Front for the Refoundation of the Nation?

It is a political-military movement announced in Goma on Monday 12 October 2026 and led by former president Joseph Kabila. It says it succeeds the AFC rebel alliance and may use force against the government in Kinshasa.

Who leads the Kabila front?

Joseph Kabila is president, with Corneille Nangaa and Bertrand Bisimwa as vice-presidents. Sultani Makenga heads its armed wing with vice-presidential rank, and Freddy Rukema Kaniki is secretary general.

Has the M23 been dissolved?

The declaration formally ends the AFC but does not say separately what happens to the M23. Sources quoted by Actualite.cd gave conflicting accounts of whether the M23 continues to exist.

How has the Congolese government responded?

By early Tuesday no formal government statement on the front itself had appeared in Congolese outlets. Spokesman Patrick Muyaya had dismissed Kabila’s 9 October speech, and the CSAC regulator may extend its media ban to the front.

Why does this matter for the United States?

Washington brokered peace accords between Congo and Rwanda, and eastern Congo supplies minerals used in electronics. A new armed front led by a former president adds risk to that peace track and to mineral supply chains.
