ISLAMABAD: The National Tariff Commission (NTC) has extended anti-dumping duties on imports of cold-rolled steel coils and sheets originating in or exported from China for another five years, citing the likelihood of continued dumping and material injury to Pakistan’s domestic steel industry if the duties are withdrawn.
According to a notice issued by the Commission on October 10, 2026, definitive anti-dumping duties ranging from 13.17 percent to 19.04 percent will continue to apply with effect from January 13, 2026.
The decision follows the conclusion of the second sunset review initiated on January 10, 2026, on an application filed by Aisha Steel Mills Limited and International Steels Limited, both based in Karachi and domestic producers of cold-rolled steel coils and sheets.
The Commission determined that the likelihood of continuation or recurrence of dumping of the product from China remained significant and that the domestic industry could suffer material injury if the existing duties were terminated.
The NTC’s review covered the period from October 1, 2022, to September 30, 2025.
The Commission found that the withdrawal of anti-dumping duties could lead to an increase in the volume of dumped imports, price undercutting, price depression and price suppression, adversely affecting domestic manufacturers.
It also identified potential declines in production, capacity utilisation, sales and market share, alongside negative effects on profits, inventories, return on investment, employment and productivity.
Under the revised determination, Shougang Casey Steel Company Limited and ShougangJingtang United Iron & Steel Company Limited will face anti-dumping duties of 19.04 percent each. Beijing Shougang Cold Rolling Company Limited will be subject to a duty of 16.27 percent, while Handan Iron & Steel Group Han-Bao Company Limited will face a duty of 13.17 percent.
All other Chinese exporters and producers covered by the determination will be subject to a 19.04 percent duty.
The duties will be imposed on an ad valorem basis and will be collected in addition to other taxes and duties applicable to imports under the relevant laws.
The Commission said the measure was necessary in view of the likelihood of continued or recurring dumping and the potential for material injury to the domestic industry if the existing protection were removed.
The original anti-dumping investigation resulted in definitive duties ranging from 13.17 percent to 19.04 percent, imposed for five years with effect from January 13, 2016. Following the first sunset review, the duties were extended for another five years from January 13, 2021.
The latest determination continues the duties for a further five-year period beginning January 13, 2026.
The product covered by the review comprises flat-rolled products of iron or non-alloy steel, with thickness ranging from 0.15 millimetres to 3.00 millimetres, cold-rolled and not clad, plated or coated. The products may be imported in coils or as sheets slit to length.
However, the determination excludes specified automotive-grade cold-rolled steel coils and sheets used in the outer skins of four-wheel vehicles, as listed in the Commission’s notice.
Cold-rolled steel products are generally used in the manufacture of automotive parts, sub-assemblies and inner body components, as well as fabricated products such as doors, cabinets, pipes, tubes, refrigerators, washing machines, geysers and ovens.
The Commission has also specified an exemption for qualifying imports used as inputs in products destined solely for export or for foreign grant-in-aid projects, provided the imports are covered by a scheme exempting customs duties under the Customs Act, 1969.
The definitive anti-dumping duties will be collected in the same manner as customs duty under the Customs Act, 1969, and deposited into the National Tariff Commission’s designated account.
The Commission stated that a non-confidential version of its detailed sunset review report had been placed in its public file and uploaded to its website for access by interested parties registered for the review.
