Saratoga Springs Mayor John Safford has put a proposed relaxation of demolition rules for historic buildings on hold following sustained opposition from residents, preservation advocates and heritage experts.
The decision, announced on October 13, comes a week after a public hearing drew 30 speakers who raised concerns about the potential impact on the city’s architectural character and historic landmarks. The development was reported by the Times Union, which has covered the debate over changes to Saratoga Springs’ Unified Development Ordinance (UDO), the local framework governing development and the protection of historic and architectural districts.
The pause means the existing demolition safeguards will remain in place while the city considers its next steps. Safford has indicated that he is still interested in revising other parts of the development rules, including the process through which property owners can challenge decisions made by the city’s design review authorities.
Why the proposal faced opposition
The controversy centres on a plan to transfer greater authority over demolition decisions in the city’s architectural district from the Design Review Board to the City Council.
Under the existing system, the board reviews demolition applications in the historic and architectural districts, with input from the Saratoga Springs Preservation Foundation where appropriate. The city’s 2022 development ordinance sets conditions that must be satisfied before a historic or architecturally significant building can be demolished. These include assessing whether the property could be adapted for another permitted use and whether efforts to find a buyer willing to preserve the structure have been unsuccessful.Critics argued that relaxing these requirements could make it easier to remove older buildings before their architectural or cultural value had been adequately considered. Some residents also warned that giving elected officials greater control over demolition decisions could introduce political considerations into the preservation process. The concerns reflect the importance of historic buildings to Saratoga Springs, a city whose identity and tourism appeal are closely associated with its architectural heritage, cultural attractions and historic streetscapes.
Preservation groups welcome the pause
The Saratoga Springs Preservation Foundation welcomed the mayor’s decision to suspend the proposed demolition-related changes in both the historic and architectural review districts. The organisation has argued for maintaining meaningful safeguards for buildings that contribute to the city’s historic character. Opposition has also extended beyond local residents. State preservation officials and the Preservation League of New York State have expressed concerns about the proposed changes, adding to pressure on the city to reconsider its approach. The debate has unfolded over several months. Since the proposal emerged in spring 2026, residents have attended public meetings and council discussions to challenge the proposed changes. The mayor had previously defended the need to revise the rules, arguing that the existing review process required greater fairness and clarity. The proposal was subsequently softened to include input from the Design Review Board, but the revisions did not resolve the concerns of preservation advocates and community members.
What happens next
Although demolition-related amendments have been put on hold, Safford has not abandoned the broader effort to revise the development ordinance. He is still considering measures to clarify the Design Review Board’s authority and introduce an appeals process for property owners who cannot afford the cost of historically appropriate repairs to their homes.Under the proposed approach, the City Council could review aspects of the board’s procedures.
The city has presented these changes as an effort to make development decisions more transparent and predictable while addressing the financial difficulties faced by some property owners. However, community organisers have cautioned that other proposed amendments may still affect historic preservation. Residents have therefore been encouraged to remain involved in the public consultation process. The next City Council public hearing is scheduled for October 20.
The meeting is expected to provide another opportunity for residents and preservation advocates to express their views as Saratoga Springs considers revisions to its development rules.
For now, the mayor’s decision represents a pause rather than a final resolution. The existing protections remain in force, leaving the city to weigh concerns about property rights and administrative fairness against the preservation of the historic character that helps define Saratoga Springs.
