The Pakistan Telecommunication Reorganization (Amendment) Bill 2026 has once again been introduced in the Senate, this time as a private member’s bill after the federal government previously withdrew its version from the upper house.
Senator Samina Mumtaz Zehri presented the proposed legislation during the Senate session on Private Members’ Day, when lawmakers are allowed to introduce legislation independently of the government.
Following its introduction, the Senate chairman referred the bill to the Senate Standing Committee on Information Technology and Telecommunication for further examination and deliberation.
Bill Returns Through Private Member’s Initiative
The latest development marks another attempt to bring amendments to Pakistan’s telecommunication regulatory framework before Parliament.
Unlike the earlier version, which was introduced by the federal government and subsequently withdrawn from the Senate, the latest bill has been presented by Senator Samina Mumtaz Zehri in her capacity as a private member.
The proposed legislation will now be examined by the Senate Standing Committee on IT and Telecommunication, where members can review its provisions and discuss the proposed amendments.
The committee may also recommend changes before the bill proceeds to the next stage of the legislative process.
The Pakistan Telecommunication (Re-Organization) Act, 1996, provides the legal framework governing Pakistan’s telecommunications sector, including the establishment and regulatory functions of the Pakistan Telecommunication Authority (PTA).
However, the specific provisions of the newly introduced amendment bill have not yet been detailed in the information available.
The referral to the standing committee does not mean the bill has been approved. Further legislative consideration will be required before any proposed amendments can become law.
