The Agricultural Development and Marketing Corporation (Admarc) has brought back the post of deputy chief executive and appointed Aubrey Sumbuleta to it, three years after abolishing it to cut costs. The job is not on the corporation’s approved staff structure.

Board chairperson Gray Nyandule Phiri told Mr Sumbuleta in a letter on 4 August 2026 that the board had ratified his appointment at Grade AL 2.
The government appointed him on a three-year fixed-term contract, renewable subject to performance targets that are to be agreed with the board in writing.
His pay is to be agreed once he accepts the offer, and the signed contract and targets must go to the government for vetting and final approval.
Stuart Ligomeka, the Comptroller of Statutory Corporations, confirmed the post was created on a non-establishment basis and does not appear on Admarc’s approved structure.
He said such posts are created “on a need basis”. He acknowledged the corporation’s financial difficulties, but said it also needs to improve its performance to meet its commercial and social mandates, and that his office is providing direction and oversight.
Sylvester Ayuba James, who chairs the parliamentary committee on statutory corporations, said the committee was not consulted and will summon the board to explain.
He said the committee has long pushed for lean management in struggling parastatals, and that bringing the post back runs counter to that aim.
