According to Ukrainian authorities, most of the returnees had been detained since 2022; the operation included nine civilians in addition to military personnel. In exchange, Moscow announced it would provide medical and psychological care for its released military personnel
The exchange coincided with the announcement of agreements for talks bringing together representatives from Russia, Ukraine, and the United States in the capital of the United Arab Emirates, Abu Dhabi, during the first half of November, with the hope that the negotiations will lead to progress toward an agreement.
These developments are of particular importance to Europe, whose economic and security agenda has been weighed down by the war and burdened by ongoing costs related to defense, energy, and the reception of displaced persons. Any progress toward a sustainable peace is significant beyond the borders of the two warring countries.
In this context, the Emiratis’ role combines facilitating the release of prisoners and providing a space for dialogue, in parallel with U.S. efforts to advance the negotiations
If these efforts succeed in reaching an agreement that respects international law and provides viable security guarantees, their benefits will be global, alleviating human suffering, reducing the risks of escalation, and promoting economic and security stability.
The return of prisoners provides a tangible outcome for these efforts, while the broader test remains the transformation of humanitarian understandings into political progress that will help bring an end to the war.
