UK Pledges $23M for Chornobyl Repairs Amid Support Strains

Britain pledged £17 million ($23 million) on Thursday, Oct. 15 toward repairs to the protective shelter and ventilation system at the Chornobyl nuclear power plant, as far-right parties question continued aid to Kyiv and Ukraine’s military faces disruption to satellite communications.

The UK government said the funding will help restore the shelter’s confinement and ventilation functions. The contribution is part of an international program coordinated by the European Bank for Reconstruction and Development (EBRD), working with Ukraine and G7 donors.

However, it is not the full cost of the repairs. The EBRD has estimated that the work could exceed €500 million ($585 million).

Why Chornobyl’s shelter needs repairs

The New Safe Confinement is a 35-story arch built over reactor No. 4 to contain radioactive material and allow engineers to dismantle the remains of the reactor and the original sarcophagus. The €2.1 billion ($2.5 billion) structure was designed to last 100 years and was constructed with contributions from 45 countries.

A Russian drone struck the plant on Feb. 14, 2025, punching a hole through its roof and igniting a fire in the cladding. The fire smoldered inside its layers for two weeks before it was extinguished. The strike damaged the ventilation system and the structure’s seal, allowing moist air to enter and raising the risk of corrosion in the steel arch.

In May, the EBRD said that radiation was not escaping the confinement, but warned that corrosion could undermine the structure if repairs are delayed. Engineers also face difficult working conditions: the site’s radiation levels limit how long workers can remain inside.

Kyiv has earlier accused Washington of undermining its defenses through Starlink restrictions and gaps in intelligence sharing.

The extent of the damage is still being assessed, and the final repair estimate could change. More detail on the damage to the confinement and the repair work shows why the British contribution is one part of a much larger funding effort.

The UK has previously donated €8 million ($9 million) to the International Chornobyl Cooperation Account, which supports nuclear safety at the site. It announced another £54 million ($72 million) in winter support last week, including £20 million ($26 million) for energy assistance. The government says Britain has provided nearly £25 billion ($33 billion) in total support to Ukraine.

During a meeting in London, UK Prime Minister Andy Burnham told President Volodymyr Zelensky that Britain was “behind you and that will not change,” The Guardian reported.

Far-right parties challenge continued aid

The pledge comes as European support for Ukraine faces political pressure.

Marine Le Pen, leader of France’s far-right National Rally party and a potential contender in the 2027 presidential election, said France “cannot keep financing Ukraine,” citing the country’s economic situation. Le Pen has said she would end French financial aid to Kyiv if elected, while leaving military assistance and training open.

Her comments raise questions about future French policy, but do not signal an immediate change in France’s current support. The Guardian said current polling predicts Le Pen could win next year’s vote. Her position also comes as European governments debate how to finance further support for Ukraine.

In Germany, the far-right Alternative for Germany and the leftist BSW party backed a motion in the Saxony-Anhalt state parliament calling for Berlin to end military support for Ukraine. The measure is symbolic: state parliaments do not set Germany’s foreign policy, so it does not change the federal government’s aid. It does, however, show how opposition to military assistance is entering regional political debate.

Europe has no immediate Starlink alternative

The political debate coincides with a disruption to military satellite connections. On Wednesday, Oct. 14, Ukrainian officials said restrictions had affected Starshield terminals, the military-grade service associated with SpaceX’s satellite network. Some units reported losing connections while moving at speeds ranging from about 72 to 161 kilometers per hour (45 to 100 miles per hour), according to Ukrainian defense ministry sources.

The disruption affected drone missions, including interception and medium-range strike operations, as well as frontline logistics, reconnaissance, and communications relays. Ukraine’s defense ministry said it was gathering reports from units, contacting the US, SpaceX, and NATO partners, and checking backup communications channels. The cause of the restrictions had not been established. The timing added to concerns over strained US-Ukraine relations, but did not prove the restrictions were politically motivated.

Reuters reported that Europe has no ready-made satellite system Ukrainian soldiers could attach to drones as an immediate replacement. Eutelsat’s OneWeb network does provide connectivity in Ukraine through partners, but consultant Christian Freiherr von der Ropp said its terminals’ capacity, weight, size, and power requirements make them less suitable for frontline use.

Starlink and OneWeb terminals also use different technology, meaning Ukraine could not simply connect existing Starlink equipment to OneWeb – thousands of terminals would need to be replaced.

Bohdan Sas, co-founder of Ukrainian defense technology company Buntar Aerospace, told Reuters the disruption showed that users “can’t rely solely on one solution that can be switched off.” European governments and companies are working on longer-term options, but those plans do not offer a quick fix. The dependence extends beyond communications. Ukraine and European countries rely on US satellite systems for early warnings of ballistic missile attacks.
