There are moments when a country must pause and ask itself difficult questions. Not because the answers are comfortable, but because refusing to ask them may expose something deeply troubling about our values, our institutions and the people entrusted with public leadership.
The allegations involving the headmaster of Obuasi Senior High Technical School in the Ashanti Region present one such moment.
Reports of alleged sexual abuse involving female students have raised disturbing questions about the safety of children in our schools, the responsiveness of our institutions and the relationship between political influence and public accountability. The investigative documentary by JoyNews and journalist Manasseh Azure Awuni has brought the matter into national focus, reporting allegations involving multiple students and raising questions about complaints said to have been made long before the recent public outcry.
The allegations are grave. But what troubles me almost as much as the allegations themselves is the reported delay in responding to concerns, the apparent difficulty some complainants faced in securing action, and the political controversy that followed when the accused sought a higher position within his party.
Let me state clearly: the headmaster is entitled to the presumption of innocence. Allegations are not convictions, and no individual should be declared guilty merely because a media investigation has generated public anger. He must have the opportunity to answer the allegations, and the police and courts must follow due process.
But the presumption of innocence must not become an excuse for institutional inaction. There is a fundamental difference between declaring a person guilty before trial and taking reasonable steps to protect potentially vulnerable students while credible allegations are investigated.
Fairness to the accused and protection for the complainants are not competing principles. A responsible system must deliver both.
The Question Is Not Only What Happened, but Who Knew?
One of the most important questions emerging from this case is straightforward: who knew what, when, and what did they do about it?
According to JoyNews’ investigation, complaints and petitions from students, parents and teachers had reportedly reached school management, education officials and other authorities before the matter received widespread public attention. The reports raise serious questions about whether those concerns were adequately escalated and investigated
If these accounts are substantiated, we must ask why the system did not respond with the urgency that the protection of children demands.
Why should students and their families have to wait for a journalist to investigate and publicise their concerns before the relevant institutions demonstrate visible urgency?
Why should teachers who reportedly raised concerns find themselves facing questions about their own treatment and professional circumstances, rather than receiving clear assurances that their complaints would be investigated fairly? The National Association of Graduate Teachers has alleged that 38 teachers were asked to leave the school after speaking against the headmaster. That allegation also requires independent examination.
And why did the matter become a national controversy before the public could see a clear, coordinated response from the institutions responsible for education, policing and child protection?
These are not questions that should be dismissed as political attacks. They are questions of institutional responsibility.
When an allegation of serious misconduct is reported, the first duty of the relevant authorities is not to protect an institution’s reputation, preserve political convenience or avoid embarrassment. It is to establish the facts, protect those potentially at risk, preserve evidence and ensure that the process is not compromised.
An institution that waits for public outrage before acting has a serious problem, even if its eventual response is appropriate.
When Political Loyalty Becomes a Moral Blindfold
The headmaster has been reported to hold a constituency executive position within the governing National Democratic Congress (NDC) and to have sought a higher party office. The party initially decided to allow him to remain in the contest, citing considerations including the presumption of innocence, before reversing its position amid growing public concern.
This sequence raises a broader question about political leadership: when does loyalty to a political organisation begin to compete with loyalty to the values that organisation claims to represent?
Political parties are important institutions in a democracy. They organise citizens, develop policies, recruit leaders and provide platforms for public participation. But a political party is not a moral authority whose decisions automatically determine what is right or wrong.
Unfortunately, partisan loyalty can distort judgement. When the person at the centre of a controversy belongs to our party, we may demand patience, insist on context, question the motives of those raising concerns and emphasise the individual’s rights. When the same allegations involve someone from an opposing party, we may be quicker to condemn, demand arrests and pronounce judgement.
The facts may be similar, but our standards change with the colours we wear.
This is not political loyalty. It is moral inconsistency.
The real test of a political party’s commitment to justice is not how it treats an opponent accused of wrongdoing. It is how it responds when the person facing allegations is one of its own: a financier, organiser, constituency executive, ministerial ally or someone whose political future matters to influential members.
A party that speaks passionately about accountability when in opposition but becomes cautious when accountability threatens its own interests has not demonstrated principled leadership. It has demonstrated the limits of its principles.
The NDC’s eventual reversal was an important development. But the public is entitled to ask why the initial decision was made and what changed. Was there a clear and consistently applied standard? Did the party adequately consider the seriousness of the allegations and the need to protect confidence in its own leadership? Or did it take public pressure to make the implications impossible to ignore?
Those questions deserve honest answers, not partisan defensiveness.
Presumption of Innocence Is Not Presumption of Inaction
I am particularly concerned about the tendency to invoke the presumption of innocence as though it settles every question arising from a serious allegation.
It does not.
The presumption of innocence protects an accused person from being treated as guilty without proof. It does not prevent the police from investigating a complaint, education authorities from initiating an administrative inquiry, or an employer from taking proportionate precautionary measures where necessary to protect students and preserve the integrity of an investigation.
Indeed, the Education Minister eventually directed the headmaster’s suspension and referred the matter to the Criminal Investigations Department. The Ghana Education Service also interdicted him, while the police pursued the criminal investigation. These steps are important, but they raise an uncomfortable question: why did decisive institutional action become so visible only after the matter received substantial public attention
The accused must be treated fairly. The students must also be treated fairly. They should not have to prove a criminal case themselves before their concerns are taken seriously enough to warrant investigation and appropriate protection.
A functioning institution does not have to choose between protecting a complainant and respecting the rights of an accused person. It establishes procedures that do both.
My Disappointment with the Leadership Responsible for Protecting Women and Children
I must confess that the responses of the Ministry of Gender, Children and Social Protection and the office of the Vice President have been among the most disappointing aspects of this unfolding matter, not because I expect either office to declare the accused guilty, but because of the urgency and moral clarity that the situation demands.
The Gender Ministry exists, among other things, to advance the protection and welfare of women and children. The Vice President occupies one of the highest offices in the Republic. Citizens should reasonably expect these institutions to demonstrate visible concern when allegations of this gravity involve schoolgirls and raise questions about whether complaints were adequately handled.
I am aware that the Gender Minister, Dr Agnes Naa Momo Lartey, met Manasseh Azure Awuni on 20 October to obtain information about the investigation and discuss support for the affected students. The Vice President, Professor Naana Jane Opoku-Agyemang, also called on 21 October for the law to take its course, describing the matter as a serious national concern. These interventions should be acknowledged.
Nevertheless, the question remains whether the response from the wider child-protection system was sufficiently early, coordinated and forceful.
My disappointment is not that these officeholders have failed to pronounce guilt. They should not do so. My concern is whether the institutions under their respective spheres of responsibility acted with the urgency that the reported circumstances required, and whether the public has been given a clear account of what protection, support and accountability measures are being pursued.
I ask these questions precisely because representation matters. When a woman occupies a position of national responsibility for gender and child protection, citizens are entitled to expect that the office will demonstrate the institutional commitment its mandate requires. The same standard applies to men who hold those offices. Gender should never be a substitute for performance, nor should it become a shield against legitimate scrutiny.
We must be careful, however, not to assume that a woman leader will automatically be more effective on gender issues simply because she is a woman. Nor should one person’s response become a judgement on women in leadership generally. The relevant standard is competence, conscience, responsiveness and results.
The question I want answered is therefore not whether a woman occupies the office for the sake of representation. It is whether the office is doing what it exists to do and whether the people who may have needed its protection received it when they needed it.
Why Does the System Sometimes Move Faster Against the Less Powerful?
Another question that deserves scrutiny is the apparent difference in how institutions respond to people with different levels of power and influence.
Teachers and other public servants can face immediate disciplinary consequences when their conduct attracts official attention. Yet, in cases involving influential individuals, the public sometimes witnesses prolonged uncertainty, competing explanations and action that becomes more visible only after sustained scrutiny.
I do not suggest that every disciplinary case is comparable, or that the same procedures must apply regardless of the facts. Different cases require different responses. But the underlying principles of fairness, urgency and accountability should not depend on an individual’s political connections.
If teachers were disciplined swiftly for alleged misconduct in one situation, while serious complaints involving a senior school official were allowed to linger without adequate investigation, the difference requires explanation. The answer cannot simply be that one person is politically connected and another is not.
In this particular case, reports that teachers who raised concerns were asked to leave the school make the question especially urgent. Those claims must be independently investigated, and no individual should be declared to have retaliated against them without evidence. But authorities must establish whether staff who raised concerns were treated fairly and whether anyone attempted to discourage legitimate reporting.
If those who speak up face consequences while those whose conduct is questioned continue to enjoy institutional protection, the system sends a dangerous message: silence is safer than conscience.
That is how institutions lose their moral authority.
The Duty of the Police and the Ghana Education Service
The Ghana Police Service must investigate the allegations thoroughly, independently and without political interference. The police have explained that investigations depend on complaints and evidence formally brought to their attention, while public reporting has raised questions about the handling and escalation of concerns.
The police should clarify the chronology of the complaints received, the steps taken in response, any investigative delays and the reasons for those delays. If there were failures, the public deserves to know whether they resulted from procedural gaps, negligence, lack of evidence, poor coordination or some other cause.
The Ghana Education Service must undertake a similarly rigorous review of its own conduct. The decision to direct the Ashanti Regional Director of Education and the Obuasi Municipal Director of Education to step aside while investigations continue is significant. It creates an opportunity to examine whether complaints were received, how they were handled, and whether anyone failed to discharge an official responsibility.
But administrative changes alone will not be enough.
We need a system in which complaints of sexual misconduct involving students are recorded, escalated, investigated and monitored according to clear timelines. Students and teachers must have safe, confidential channels for reporting. Officials who receive complaints must know precisely what they are required to do, and there must be consequences for unjustified failure to act.
Most importantly, investigations must examine not only the person accused of the underlying misconduct but also any institutional failures that may have allowed a risk to persist.
Accountability cannot stop at the most visible individual if the evidence points to wider failures.
JoyNews and the Public Interest in Investigative Journalism

Investigative journalism is not a substitute for the police, the courts or the Ghana Education Service. Journalists do not convict people, and a documentary cannot replace a fair trial. But investigative journalism has an important democratic function: it can uncover information, bring overlooked complaints to public attention and compel institutions to answer questions they might otherwise leave unresolved.
The public attention generated by Inside the Dreaded Headmaster’s Bungalow has been followed by renewed official action, public statements and further scrutiny of the handling of complaints.
That sequence makes the work of investigative journalists particularly important.
But it also reveals an institutional weakness. Journalism should not have to become the last line of defence for children whose complaints have allegedly been brought to the attention of the very institutions responsible for protecting them.
We should celebrate the work of journalists without becoming comfortable with a system that appears to need public exposure before it acts decisively.
The ultimate measure of success will not be the number of headlines generated, interviews granted or committees established. It will be whether the allegations are investigated fairly, the students receive appropriate support, institutional failures are identified and necessary reforms are implemented.
Leadership Is a Test of Conscience, Not Colour
Political leadership is often discussed in terms of electoral victories, party organisation, appointments, popularity and the ability to mobilise supporters. But these are incomplete measures of leadership.
The deeper test comes when a leader must choose between political convenience and an uncomfortable moral obligation.
Will the leader insist on accountability when the person under scrutiny is a political ally? Will a minister demand answer from an institution even when doing so exposes failures within government? Will a party investigate concerns involving its own executive members with the same seriousness it demands of opponents? Will an official protect a whistleblower or sacrifice that person to preserve relationships with influential colleagues?
These are the questions that distinguish leadership from political management.
Ethical leadership requires more than knowledge of the law. It requires the courage to act when action is inconvenient, the humility to acknowledge institutional failure, and the integrity to apply the same standards to allies and opponents.
Conscience must be independent of party affiliation. If my political colours determine what I regard as acceptable, then I am not exercising moral judgement; I am merely defending my side.
No party is so important that its reputation should take precedence over the safety of children. No political ambition is so valuable that credible concerns should be ignored to protect it. And no officeholder should consider loyalty to a party more important than the responsibilities attached to public office.
A party may have the legal right to organise its internal elections, but legality alone does not settle the ethical question of whether a particular decision demonstrates sound judgement. Political organisations should ask not only what they are legally permitted to do, but what responsible leadership requires them to do.
What Must Happen Now?
First, the criminal investigation must proceed independently, professionally and without interference. Evidence must be preserved, witnesses protected and the rights of the accused respected.
Second, the authorities must establish a clear chronology of the complaints and responses. The public should know which institutions received reports, what action they took, where delays occurred and whether any official failed in a duty.
Third, the affected students must receive appropriate psychological, educational and legal support, with their identities and privacy protected. They must not be exposed to intimidation, public speculation or unnecessary repetition of traumatic experiences.
Fourth, the Ghana Education Service must strengthen safeguarding and reporting procedures across schools. Complaints should not depend on the personal influence of a complainant, the willingness of a particular official or the intervention of a journalist before action begins.
Fifth, political parties must develop credible standards for handling serious allegations involving their officers. The presumption of innocence must be respected, but it should not prevent parties from taking proportionate steps to protect their institutional integrity while investigations proceed.
Finally, any officials found to have deliberately ignored credible complaints, obstructed investigations or retaliated against those who raised concerns should be held accountable through fair and lawful procedures. The same principle must apply to every institution and every political party.
These measures would be more meaningful than expressions of concern that fade once the news cycle moves on.
The Children Must Matter More Than the Colours
The Obuasi case should force us to reconsider the kind of political leadership we are producing and rewarding.
Are we raising leaders who understand public office as a responsibility to protect people, or as an opportunity to accumulate influence and defend their networks? Are our institutions governed by rules that apply equally to everyone, or by informal hierarchies in which political connections determine the speed and seriousness of official action?
And what does it say about our political culture when the public must depend on investigative journalism to learn whether serious complaints involving schoolchildren were properly handled?
I do not know what the criminal investigation will ultimately establish. Neither should I pretend to know. The accused must have his day in a fair process, and the allegations must be proved or otherwise resolved according to law.
But we do not need to wait for a court verdict to ask whether our institutions responded appropriately to complaints, whether our safeguarding systems worked and whether political considerations were allowed to influence official judgement. Those are legitimate questions in their own right.
My greatest concern is that children may have felt unheard while adults with authority debated, delayed or failed to coordinate their response. If the investigations establish that this happened, the failure must not be reduced to the misconduct of one individual. It must become an occasion to examine every institutional weakness that allowed it to happen.
Political parties will come and go. Governments will change. Constituency executives will rise and fall. Ministers will leave office, and new officeholders will take their places. But the obligation to protect children must remain constant.
When party colours become more important than conscience, leadership has lost its moral compass. When public institutions act only after public outrage, accountability has become reactive rather than responsible. And when children must wait for a journalist to make their concerns visible, we must ask whether the systems created to protect them are doing their jobs.
The final question is not which party wins the argument. It is whether the children are safe, whether justice is pursued fairly, and whether those entrusted with authority have the courage to do what is right even when it is politically inconvenient.
That is the standard by which I believe our political leaders and our institutions must be judged.
