A year after the incident, a BBC investigation is now raising fresh questions about which security officers fired on the crowd.
What BBC Investigation Found
Evans Kiche, 42-year-old Jida Burka and 36-year-old Vincent Ogutu were killed on October 16, 2025, at the Kasarani Stadium.
The trio had joined mourners who had come to pay their last respects to the late opposition leader and former Prime Minister Raila Odinga, whose body was lying in state at the stadium.
Video footage reviewed by the BBC reportedly showed armed officers positioned in the VIP pavilion dressed in tactical vests, camouflage fatigues and face coverings.
The men were carrying M4 carbines but displayed no visible unit markings or badges. Investigators say the footage is consistent with the appearance of an elite presidential security unit.
In one clip captured during the chaos, an officer can allegedly be heard telling colleagues to cease fire, deepening questions about how and why the shooting began.
An eyewitness identified as Eugene recalled that after mourners waited roughly two hours with no clear progress, frustration inside the crowd began to mount.
Shortly after the mood soured, gunshots and tear gas threw the gathering into disarray. When calm returned, three young men were dead.
13 Kids Left Without Fathers
The human cost of the shooting is staggering. Evans Kiche, a 40-year-old chef, is survived by seven children.
Jida Burka, who was 42, left behind three children. Vincent Ogutu, the youngest of the three at 36, was also a father of three.
Vincent's final moments were captured on his friend's phone as the two made their way to Kasarani that evening. His father, Meshack Ogutu, later described the moment he saw his son's lifeless body.
"I saw my only son lying dead in a Land Cruiser," Meshack said, his words weighted with grief.

Questions Over Accountability
Interior Cabinet Secretary Kipchumba Murkomen had previously confirmed that the Independent Policing Oversight Authority (IPOA) was handling the investigation into the incident.
However, according to the BBC's account, the families of all three victims had yet to receive any meaningful answers by the time the investigation was published, roughly a year after the shooting.
The BBC findings have reignited debate over the circumstances of the deaths, including who the officers in the footage were, what triggered the gunfire, and whether accountability is possible when the individuals involved carry no visible identification.
