Veracruz Panama Gang Violence Fear Explained

PANAMA · SECURITY

Veracruz Panama gang violence fear has grown after gunfire wounded two people in the waiting room of the township’s health centre on Saturday 17 October 2026. The health ministry did not say who fired or why, and the outlets reviewed had reported no arrest for that shooting by Sunday morning.

For US readers the story matters because Panama hosts American residents and visitors, and the State Department rates the country Level 2, Exercise Increased Caution, because of crime. That advisory, issued on 19 August 2026, cites crime and lists parts of the Darién region and the Mosquito Gulf coast as Do Not Travel areas, and the page does not name Veracruz or Panamá Oeste.

Our report Panama Gangs Cut From 180 to 121, Minister Says sets out the national picture. This explainer looks at one township and at what officials, prosecutors and local newspapers have said about it.

Where Veracruz Is and What Happened

Veracruz is a corregimiento, a township-level district, inside Arraiján district in Panamá Oeste province, which lies west of the Panama Canal. Police director Jaime Fernández put its population at about 24,000 people on 23 September, TVN reported.

The shooting happened at about 1:00 p.m. on Saturday 17 October, the health ministry said, and the two wounded were patients in the waiting room. Both received immediate care, were stabilised and went by the centre’s own ambulance to Hospital Santo Tomás, accompanied by National Police officers.

The centre stayed closed on Sunday 18 October so that damage could be repaired and security arrangements coordinated, the ministry said. It is due to reopen on Monday 19 October with regular hours from 7:00 a.m. to 3:00 p.m.

The ministry statement did not describe the circumstances or the condition of the two patients, Metro Libre noted. We do not name the wounded, and the ministry advised anyone needing care during the closure to use the nearest other health facility.

What Lies Behind Veracruz Panama Gang Violence Fear

El Siglo, a Panamanian daily, ran a crime report on 17 October under the headline that gang members want to take over Veracruz and that fear is high. It described constant shootings in the township and a recent attack at a health facility, which is the newspaper’s own characterisation and not an official finding.

That report centred on a night shooting on 17 September in the Koskuna area, in which three men are accused of firing on two 19-year-olds. The Public Ministry said on Friday 16 October that a pretrial guarantees court ordered provisional detention for the three on suspicion of attempted murder and criminal association, and they are presumed innocent.

Police gave a more cautious picture on 23 September, when Director Fernández said gunshots filmed and shared on social media were fired into the air as a provocation between groups linked to small-scale drug dealing. He said there was no confrontation as such, that some videos carried old audio, and that eight to ten criminal groups operate in the township.

Fernández also said police had identified about 50 homeless people who use drugs, which he linked to street-level dealing, and had gathered intelligence on drugs being brought in and stored along the coast. He added that the area had then gone almost three months without a homicide.

Prosecutors have described organised groups in Veracruz before. They arrested 13 people linked to a local gang on 7 September 2017 and 12 more on 27 March 2018.

After the 2018 operation, senior prosecutor Nahaniel Murgas said that group was associated with drug trafficking in the coastal area and with control of the territory, the Public Ministry said at the time. Those are statements about earlier cases, and they do not establish who is active in Veracruz today.

What Officials Have Done

Police and prosecutors ran Operación Pacífico on Friday 25 September, with eight raids in the Cuipo and La Esperanza areas of Veracruz, El Siglo reported. Two people were arrested and one firearm with ammunition was seized.

The Public Ministry said on Friday 16 October that its homicide and femicide section won provisional detention for three men over the 17 September shooting in Koskuna. No arrest had been reported for the clinic shooting in the outlets reviewed.

Arraiján’s mayor, Stefany Peñalba, asked police for a curfew on 14 September, and a preventive curfew ran in Veracruz from 1 to 12 October 2026. Minors were barred from the streets from 9:00 p.m. to 5:00 a.m. Sunday to Thursday and adults from 11:00 p.m. to 3:00 a.m. Monday to Thursday, with different hours at weekends.

The curfew exempted health, security and emergency staff and people travelling for work, school or public transport. The municipal notice gave no decree number, Panamá América noted, and the sources reviewed do not say whether the measure was extended after 12 October.

Separately, a municipal decree signed on 28 September and published on Friday 9 October sets a night curfew for people under 18 across the whole Arraiján district, TVN reported. Minors found outside the permitted hours without a responsible adult can be held by the children’s police until relatives collect them.

The Numbers Behind the Fear

The national crime-statistics system logged four homicides in the Veracruz township in 2026 by 1 October, against five in all of 2025, Panamá América reported. Those counts are small beside the national picture, and they sit next to the police statement that the area had gone almost three months without a killing.

Preliminary Public Ministry figures show 454 homicide victims nationwide from 1 January to 30 September 2026, with 41 in Panamá Oeste, or 9%. Panamá province recorded 195 victims, 43% of the total, and San Miguelito district alone recorded 85, La Prensa reported.

Gang-related homicides rose from 38 to 68 in the year to 13 September, the national crime-statistics system showed, even as Security Minister Frank Ábrego said on 3 October that the number of gangs targeted fell from 180 to 121. Whether the gunfire in Veracruz reflects that national trend is not established in the sources reviewed.

What It Means for You

The State Department advisory stays at Level 2 for the whole country and names parts of the Darién region and the Mosquito Gulf coast as Do Not Travel areas. Visitors should check the advisory page and local notices before travelling, since curfew hours can change at short notice.

Expats in Panamá Oeste and Arraiján should note the district-wide curfew for under-18s and should expect a visible police presence while operations continue, as Fernández said they would. Our Panama City expat guide covers the capital area for newcomers.

What Is Not Known

It is not known who fired in the waiting room, what the motive was or how badly the two patients were hurt. The ministry has not described the circumstances, and no suspect has been named in the sources reviewed.

It is not established that the clinic shooting is linked to the 17 September case or to any gang. We do not call Veracruz gang-run, because no official source reviewed says so, and the allegations in the Koskuna case remain allegations.

The sources do not show whether the curfew was extended after 12 October, or how many criminal groups are active beyond the police estimate of eight to ten. The next official homicide counts for Panamá Oeste will show whether the alarm matches the number of killings.
