Namibia Geopolitics Explained 2026

NAMIBIA · GEOPOLITICS

Washington pitches capital, Beijing holds majority stakes in two uranium mines and Brussels funds hydrogen, while Windhoek stays non-aligned. Here is what each power wants in October 2026.

Namibia geopolitics in October 2026 is a balancing act between Washington, Beijing, Brussels and a growing list of other suitors. The southern African country sells uranium, gold, fish and diamonds, and hopes to add oil.

President Nandi-Ndaitwah visited China in July 2026, hosted India’s prime minister in July 2025 and addressed the UN in September 2025. This guide sets out what each outside power wants, from minerals and ports to votes at the United Nations.

Who Holds Power in Windhoek

SWAPO, the South West Africa People’s Organisation, has governed since independence in 1990. Its leader Netumbo Nandi-Ndaitwah won in November 2024 with about 58% and was sworn in on Friday, 21 March 2025.

SWAPO holds 51 of the 96 elected seats in the National Assembly, down from 63 before the 2024 vote. The Independent Patriots for Change, a newer opposition party, holds 20 seats.

Selma Ashipala-Musavyi is minister of international relations and trade, and she co-chaired the 16 March 2026 talks with Russia. Elijah Ngurare was prime minister on 16 September 2026, when he hosted a solidarity dinner for Cuba.

Article 96 of the constitution commits the state to a policy of non-alignment, as a commentary in The Namibian notes. That principle helps explain why Windhoek takes meetings and money from rival powers at the same time.

Namibia Geopolitics at a Glance

The list below summarises each relationship using only what the sources checked can confirm. Details and dates follow in the sections after it.

• United States: an AGOA duty-free trade window to 31 December 2026, a visa bond pilot, and an ambassador pitching energy and critical minerals.
• China: the biggest single export market, majority stakes in two uranium mines, and nine agreements signed in July 2026.
• European Union and Germany: a green hydrogen and raw materials partnership, EUR 1.3 billion mobilised, and an unfinished genocide settlement with Berlin.
• Russia: an intergovernmental commission that met on 16 March 2026, with a draft customs agreement ready for signing and mining instruments outstanding.
• India: a state visit in July 2025, a digital payments licence, defence training and trade of US$568.4 million in 2024-25.
• UAE and Qatar: an Emirati offer to explore a trade pact, and Qatari energy interest, including QatarEnergy’s stake in the Venus oil project.
• Angola and South Africa: Namibia’s closest trade and energy neighbours, with an Angolan refinery stake offered to Namibia on 19 October 2026.
• Turkey and BRICS: no confirmed Turkish or BRICS agreement for Namibia in the sources checked.

The United States, Minerals and Trade

Ambassador John Giordano pitched the United States on Tuesday, 4 August 2026 as Namibia’s long-term mining and energy partner. He called Namibia the world’s third largest uranium producer and pointed to rare earths and the Orange Basin oil province.

Giordano warned against partners that rely on state backed finance and opaque contracts, calling such a partner a strategic liability. He named no country, so the target of that remark is a matter of inference.

On Wednesday, 21 October 2026 the embassy described his roadshow through Washington, New York, Philadelphia, Singapore, Johannesburg and Cape Town. In New York he joined the president at a US-Namibia Presidential Roundtable on investment, infrastructure and trade.

Trade currently favours American exporters. Namibia ran a May 2026 deficit of US$133 million (NAD 2.2 billion) with the United States, second only to South Africa.

The African Growth and Opportunity Act, or AGOA, is a US law that gives eligible African goods duty-free entry. President Trump signed its reauthorisation on 3 February 2026, running to 31 December 2026 and retroactive to 30 September 2025.

Namibia’s trade ministry says agriculture, fisheries and manufactured goods regain preferential access under it. The US House had passed a three-year extension to 2028 on 12 January 2026, but the signed law runs only to 2026.

Since 1 January 2026, US business and tourist visa applicants from Namibia can face bonds of US$5,000, US$10,000 or US$15,000. The US embassy says the bond is refundable and 38 countries are in the pilot.

Namibia is not among the 60 economies in the US Section 301 tariff notice of 23 July 2026. That notice replaced a global duty that expired on 24 July and sets no Namibian rate.

No primary source states the rate now paid on Namibian goods, so it remains unconfirmed. The Rio Times report on Namibia’s uranium exports covers the wider trade picture.

China, the Biggest Customer

China took 32.0% of Namibia’s exports in March 2026, ahead of South Africa at 23.4%, the Namibia Statistics Agency reported. Uranium was 26.7% of exports that month, followed by gold at 16.1% and fish at 10.9%.

In May 2026 Namibia’s largest trade surplus was with China, at US$91 million (NAD 1.5 billion). China also supplied 12.9% of imports in March 2026, second to South Africa at 34.5%.

China’s biggest stake is in uranium. Swakop Uranium, which runs the Husab mine, is 90% owned by Taurus Minerals and 10% by Namibia’s state-owned Epangelo Mining.

Taurus is owned by China General Nuclear Power Group, a Chinese state company, and the China-Africa Development Fund. Husab shipped its first uranium oxide in December 2016, according to Swakop Uranium.

China National Uranium Corporation, part of China National Nuclear Corporation, bought Rio Tinto’s 68.62% of the Rössing mine in 2019. The Namibian Competition Commission approved that deal with conditions on local jobs.

Chinese Ambassador Zhao Weiping said in May 2026 that Husab, valued at about US$5 billion, is China’s largest single African investment. He added that China is open to helping Namibia if it decides to build a nuclear power plant.

President Nandi-Ndaitwah made a state visit to China from 6 to 11 July 2026 and met President Xi Jinping. The presidency listed nine agreements on Sunday, 12 July, including green minerals, vocational training and a table grape export protocol.

Other items covered an economic partnership framework, hospital pairing, a satellite ground station study and a smart city feasibility study. No monetary value was reported for any of them.

The Chinese ambassador said China has applied zero tariffs to all tariff lines for 53 African countries since 1 May 2026. He also said about 200 Namibian business people travelled with the president, the largest such delegation to date.

The European Union and Germany

The European Union signed a strategic partnership with Namibia on green hydrogen and raw materials in 2022, its Windhoek delegation says. In May 2026 EU Commissioner Roswall announced an extension of that partnership to 2030, the Republikein reported.

On 18 September 2025 the EU said it had mobilised EUR 1.3 billion (US$1.46 billion) in loans and grants for Namibia. This comes under Global Gateway, its overseas investment programme, which aims to unlock over EUR 20 billion (US$22 billion) of private money.

One result is Cleanergy Solutions Namibia, a green hydrogen plant at Walvis Bay run by Belgium’s CMB.Tech and Namibia’s Ohlthaver & List Group. A pilot green iron plant, HyIron, was inaugurated on 11 April 2025.

Germany carries a separate history: in 2021 it recognised the 1904 to 1908 killings of Ovaherero and Nama people as genocide. It offered EUR 1.1 billion (US$1.2 billion) over 30 years as development aid.

Lawmakers and descendants of the victims criticised that joint declaration, and in March 2025 the president said talks had to resume. On 8 April 2026 she said the reviewed text was within reach and headed soon for parliament, to conclude before year end.

The Rio Times regional guide explains how Windhoek frames these ties inside Southern Africa. The Rio Times report on Namibian oil and hydrogen sets out the oil and hydrogen bets that Brussels and Berlin are backing.

Russia, India and the Gulf

Russia and Namibia held the 11th session of their intergovernmental commission in Windhoek on Monday, 16 March 2026. Several draft agreements, including one on customs cooperation, were finalised and ready for signing, the trade minister said.

A geology working group met on 26 February 2026, and a fertiliser plant was discussed, with no agreement reported. The Soviet Union backed Namibia’s liberation struggle, which commentators cite when explaining the warmth of ties.

India’s Prime Minister Narendra Modi made a state visit on 9 July 2025 and received Namibia’s highest civilian award. Namibia joined the Global Biofuels Alliance and became an observer at the International Big Cat Alliance.

India’s trade with Namibia was US$568.4 million in 2024-25, its foreign ministry says. An Indian Air Force team has trained Namibian helicopter pilots since 1996, and the Bank of Namibia licensed India’s UPI payments system.

On 17 February 2026 the UAE’s foreign trade minister said his country was ready to explore a free trade agreement. He also named an investment protection pact and a double taxation deal, and put non-oil trade at about US$260 million in 2025.

Namibia’s exports to the UAE include diamonds, scrap metal, frozen fish and grapes, according to the forum report. Qatar’s energy minister met the president on 20 November 2025 to discuss energy and environmental cooperation.

No Turkish or BRICS agreement for Namibia was confirmed in the sources checked as of 23 October 2026. BRICS is the bloc of emerging economies led by Brazil, Russia, India, China and South Africa.

Neighbours, Oil and Walvis Bay

South Africa remains the closest economic partner, taking 23.4% of exports and supplying 34.5% of imports in March 2026. Africa accounted for almost half of Namibia’s total trade in May 2026, the Namibia Statistics Agency data show.

The main African export markets that month were South Africa, Zambia, Botswana, the Democratic Republic of the Congo and Zimbabwe. Petroleum oils were the largest import line in March 2026, at 16.3% of imports.

Venus, TotalEnergies’ 2022 discovery, is estimated at 700 million to 800 million barrels, and partners include Impact, NAMCOR and QatarEnergy. TotalEnergies said in August 2026 it is technically ready but awaits a fiscal agreement with the government.

Chief Executive Patrick Pouyanné hinted on 28 September 2026 that a decision could come in October. No decision had been announced in the sources checked as of 23 October 2026.

President João Lourenço of Angola said on Monday, 19 October 2026 he had invited Namibia to join the Lobito refinery’s shareholders. Lusa reported that the plant, under construction in Benguela province, is designed to process 200,000 barrels a day.

Walvis Bay draws almost every suitor, from Emirati investors pitched on its container terminal to European hydrogen backers. Read the Rio Times report on the Angolan refinery offer for the border and port picture.

Votes, Principles and Palestine

Namibia abstained on the 2 March 2022 UN General Assembly resolution on aggression against Ukraine, the UN voting record shows. The resolution passed with 141 votes for, 5 against and 35 abstentions.

A commentary in The Namibian cites non-alignment, trade with both East and West, and liberation-era Soviet support. Namibia’s votes since 2022 were not reviewed for this guide.

In her first UN General Assembly speech on 24 September 2025, the president urged action on Gaza and called it genocide. She said failure to act could become the moral failure that defines this era.

On 16 September 2026 she called for lifting the US economic blockade of Cuba at a solidarity dinner in Windhoek. She credited Cuban forces with helping bring about the UN plan, Resolution 435, that led to Namibian independence.

She added that Cuban doctors have served in Namibian hospitals for more than three decades. These stances sit beside Windhoek’s courtship of American capital, giving US policymakers an independent partner, not a bloc ally.

What It Means for US Readers

US companies can compete for Namibian mining, energy, port and hydrogen work, and the embassy is actively promoting American capital. Contracts and values from the October roadshow were not published, so treat it as promotion, not deals.

US importers of Namibian farm, fish and manufactured goods should note that AGOA duty-free access runs to 31 December 2026. Any further extension depends on Congress and was not confirmed in the sources checked.

Namibian travellers and business partners face US visa bonds of up to US$15,000 under a pilot that began on 1 January 2026. US firms hosting Namibian visitors should expect added cost and paperwork for them.

Nothing here is investment advice, and no company or share is recommended. Readers who follow uranium, oil or hydrogen should check company filings, which are the primary source for project decisions.

What Is Not Known

• US tariff rate: Namibia is absent from the 23 July 2026 Section 301 notice, but the rate now paid is unconfirmed, and the 15% threat the trade minister cited in March was not shown to apply.
• AGOA after 2026: whether Congress will extend the programme beyond 31 December 2026 is not confirmed.
• China deals: no values were published for the nine July 2026 agreements, and the terms of the green minerals agreement are not public.
• EU partnership to 2030: the Republikein report was paywalled and the Commission text was read only second-hand, so amounts and legal steps are not confirmed.
• Germany: the text of the reviewed joint declaration and the date for tabling it in parliament are not public.
• Venus oil: no final investment decision by TotalEnergies had been announced in the sources checked as of 23 October 2026, and the fiscal terms are not public.
• Angola refinery: the terms of the Lobito stake and Namibia’s answer were not available, and the offer rests on one Lusa report.
• Turkey, BRICS, Taiwan: no 2026 agreement or status change was confirmed in the sources checked.
• UN votes: Namibia’s votes since March 2022 on Ukraine, Gaza and other resolutions were not reviewed.
