Bomb threats, attempted hijackings must not become new norm for Israeli travelers - editorial

After four alarming incidents involving flights to and from Israel in just three weeks, questions now abound, beyond aviation security, about the realities for Israelis even wishing to travel abroad, to anywhere.

For the 51 passengers aboard Austrian Airlines flight OS82 from Tel Aviv to Vienna on Sunday evening, what should have been a routine journey became another alarming episode in an increasingly troubling few weeks for international aviation connected to Israel.

Somewhere above southeastern Europe, a suspected bomb threat forced the aircraft to abandon its planned route and divert to Sofia, Bulgaria, where emergency services awaited its arrival, and a Bulgarian fighter jet had been scrambled to escort it to safety.

The passengers and six crew members were evacuated while the aircraft was searched, and Austrian Airlines eventually confirmed that no danger had been found. The passengers were able to continue their journey to Vienna that same night.

But the relief of another incident ending safely cannot hide the growing questions around the security of flights carrying Israelis and those traveling to and from the Jewish state.

This was no isolated occurrence.

Last week, a Delta Air Lines flight arriving at Ben-Gurion Airport from New York was subjected to an emergency security response after an anonymous report claimed that a bomb had been placed in the aircraft’s cargo hold. The same procedure was carried out – passengers were evacuated, the aircraft was isolated, and security personnel conducted their inspections before declaring the threat false.

Later that day, another Delta flight preparing to depart New York for Tel Aviv was held at John F. Kennedy International Airport following a similar warning. American authorities searched the aircraft before granting clearance for departure. Once again, authorities found no bomb.

So in the space of several days, we had three false bomb threats against flights flying to or from Israel.

And barely two weeks before those incidents, on September 30, came the attempted terror attack aboard flydubai flight 1073 from Dubai to Tel Aviv. The actions of the captain and passengers that day are well known and do not need repeating here, but that day could have ended very differently.

International aviation has always been vulnerable to threats, and Israel has decades of experience confronting terrorism directed at civilian aircraft. The security procedures developed at Ben-Gurion Airport and aboard Israeli airlines are, unfortunately, the result of years of experience when inadequate precautions led to tragic circumstances.

But Israeli travelers increasingly depend on foreign airlines that operate under different national jurisdictions and security arrangements. After years of war and regional instability, the gradual restoration of international air links has been an important step toward normality for Israelis.

Indeed, Delta resumed its New York-Tel Aviv service in September after reviewing the security environment. Its return was a welcome sign of renewed confidence in Israeli aviation. The latest incidents threaten to undermine that confidence at precisely the moment when it is needed most.

Those responsible for making malicious threats must understand that such actions carry serious criminal consequences. Investigations should establish who made the warnings, how they were communicated, and whether any connection exists between the incidents.

In parallel, Israel must continue working closely with international airlines and foreign aviation authorities to ensure that security standards, whether in intelligence sharing or crew-vetting procedures, remain appropriate to the threats they face. Airlines also have a responsibility to communicate clearly with passengers and maintain confidence in the effectiveness of their safety procedures.

Israelis have grown accustomed to extraordinary circumstances becoming part of everyday life. Sirens, security checks, disruptions, and uncertainty have all become familiar features of a reality that few other populations experience with such regularity.

But boarding a commercial flight should still come with the reasonable expectation of arriving safely and without unnecessary fear.

Four incidents in three weeks do not yet establish a new pattern of coordinated attacks against Israeli aviation. They do, however, provide sufficient reason to examine how the threats facing travelers are changing and whether existing security arrangements are keeping pace.

For Israeli passengers who simply want to visit family, travel for business, or take a holiday abroad, the prospect of emergency landings and bomb scares becoming an accepted part of air travel is deeply unsettling.

Governments and airlines must ensure this extraordinary series of incidents remains an exception and does not become the new normal.
