How is the public served by this? “Durham Region warned about convicted sex offender’s latest release.”
Police in Durham Region are warning the public about the latest release into their community of a “high-risk offender” with a history of violence against woman and children.
The public is served by police and by Chris Doucette and the Sun with the publication of the warning.
But the public is not served by the release of a convicted sex offender with multiple offenses and convictions, including multiple violations of probation orders.
As Doucette reported, “Keith Theodore Constantin, 48, poses a significant risk to the community, especially children,” police warned in a statement released Saturday.
“DRPS’s Offender Management Unit will continue to monitor Constantin’s whereabouts and activities,” police added, explaining he will also be “subject to electronic monitoring.”
Police issued this statement: “Durham Regional Police Service (DRPS) is alerting the public to a high-risk offender who will be released into the community on October 11, 2026. This individual has a history of serious criminal convictions, including Sexual Assault, Sexual Assault with a Weapon, Assault with a Weapon, Assault, Robbery, Possession of Explosives, Uttering Threats, and multiple violations of probation orders. Keith Theodore CONSTANTIN, age 48, poses a significant risk to the community, especially children.”

Constantin has previously been convicted of sexually assaulting a seven-year-old boy and a 45-year-old blind woman.
He has been released a number of times only to reoffend and once again jailed.
At what point to we deflect to public safety and peace of mind over the rights of a person who so grievously offends the rights of others to live in peace and security?
If everyone in the system believed that Constantin was no longer a danger to the public the Durham Police would not have issued a community safety alert.
Repeat offender
Some will say that recidivism among sex criminals is lower than the public believes, but that isn’t the issue. Constantin isn’t a statistic, he is a repeat offender, deemed still dangerous by the police.
According to the Justice Department’s own research, “Canadians identify crimes of violence against children as the most important or troubling crime, followed by violent crime in general, street gangs, youth crime and violence against women.”
Constantin has been convicted of violating most of those concerns.
The Justice Department’s research reveals, “Sentences imposed are perceived by the majority of Canadians to be too lenient.”
Justice not served
Combining those findings it is easy to conclude that justice is not served in Canada in the way the general public desires, while safety among the law abiding public is not served by the legal system. Public safety is compromise and police are overtaxed chasing the same bad guys.
Durham Police, in their statement said, “DRPS’s Offender Management Unit will continue to monitor CONSTANTIN’s whereabouts and activities. CONSTANTIN is also subject to electronic monitoring.”
Every police force in Canada has more than enough to do investigating unsolved crime without the distraction of monitoring another convicted sex criminal.
The public has enough to worry about with the danger presented by unapprehended criminals lurking in their neighborhoods.
The truth of the matter is that we do not have a justice system. We have a legal system that leans its favour and attention toward the evil people in society, to the detriment of public safety.
