Just before 6am, a member of the public found the body on Leakes Road at the intersection of Derrimut Road in Tarneit, Victoria.
Victoria Police said they believe the woman was hit by a vehicle which left the scene.

Police are asking anyone who may have travelled through the area on Tuesday morning to check their dash cams.
“Motorists may have inadvertently captured the woman as she was walking in the area, or the vehicle involved,” a spokesperson said.
Investigators remain at the scene.
