Puerto Rico Bird Flu Quarantine: What It Means

HEALTH · PUERTO RICO

Puerto Rico’s Department of Agriculture has placed two bird flu sites in Cabo Rojo and Lajas under a 120-day quarantine. The Puerto Rico bird flu quarantine follows tests, announced on Tuesday, 13 October, confirming avian influenza on two private, non-commercial properties.

For US readers, the island is American soil, and local officials say they are working with federal authorities on the case. Health officials say the risk to the general public is low, and none of the people being monitored has symptoms.

What the Quarantine Does

Agriculture Secretary Irving Rodríguez Torres, who heads the island government’s farm department, announced the test results on Tuesday. He said the quarantine covers the properties where the birds died, with limits on moving birds and strict cleaning and disinfection.

On the Cabo Rojo property about 20 Creole ducks died, according to the department. On the Lajas property several species died, including about 30 guinea fowl.

El Nuevo Día, a San Juan daily, reported that the department identified highly pathogenic avian influenza (HPAI) as the cause. Rodríguez Torres said both sites are private farms, not commercial poultry operations.

The department’s main aim is to stop the virus reaching commercial farms or backyard flocks. If it reached a large farm, the secretary said, every bird there would have to be destroyed.

He spoke at En Récord, the regular government press conference at La Fortaleza, the governor’s office in San Juan. Protecting the egg and poultry meat sector and avoiding economic losses is the priority, he said.

Officials suspect migratory birds, although the origin has not been established. Ducks were the species found at one site, and the secretary called migratory birds “the usual suspect.”

The department is discussing precautions with the Department of Natural Resources and Environment (DRNA), which regulates hunting. Duck-hunting season opens on Sunday, 1 November, and Rodríguez Torres said restrictions would be his suggestion.

He is concerned that hunters could carry infected birds home and spread the virus to other towns. The final decision rests with the natural resources secretary, he said.

Risk to People

Health Secretary Víctor Ramos Otero, head of the island’s Department of Health, said 27 people from the two farms are under surveillance. “So far, nobody has had symptoms,” he said on Tuesday.

Metro Puerto Rico reported that these contacts are being followed for 14 days. Ramos Otero described the chance of infection as very low and said treatment is the same as for any other influenza.

Symptoms resemble seasonal flu, he said, including fever, breathing difficulty, body aches and sometimes vomiting or diarrhoea. He added that anyone with symptoms would most likely have ordinary human flu, but tests are available.

The US Centers for Disease Control and Prevention (CDC) rates the current public health risk from A(H5) bird flu as low. Its situation page lists 71 reported US human cases since February 2024, with sporadic cases among dairy and poultry workers.

According to the CDC, people catch the virus mainly through close, prolonged and unprotected contact with infected birds or contaminated surfaces. Anyone who falls ill within 10 days of such contact should stay home and contact the health department.

What It Means for US Readers

Puerto Rico is a US territory, and its residents are US citizens. The case sits inside the US animal-health system, so the US Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) takes reports alongside local officials.

None of Tuesday’s official statements mentions any restriction on travel, beaches or hotels. The measures announced apply to the quarantined properties and to moving birds, not to visitors.

Visitors and residents should not touch, pick up or move sick or dead birds, officials say. Keeping pet or farm birds away from wild birds is the other main advice.

The secretary said there is no suspicion, for now, that any commercial poultry operation is affected. The CDC says cooking poultry and eggs to the proper internal temperature kills bacteria and viruses, including avian influenza.

The CDC also advises against eating raw or undercooked poultry and recommends washing hands after touching it. That is general food-safety guidance, not a measure specific to this outbreak.

What Is Not Known

The source of the infection has not been confirmed, and migratory birds remain a working hypothesis. The virus subtype was not named in Tuesday’s official statements.

It is not known whether the DRNA will restrict the duck-hunting season before it opens. The final count of dead birds at the Lajas property has also not been published.

The 27 contacts remain under 14-day monitoring, and no human case has been reported. Officials have not said whether more properties will be tested beyond the two under quarantine.

The Puerto Rico bird flu quarantine runs for 120 days, so the limits on the two sites could last into February. Officials have not said whether it could end earlier or be extended.
