The Ministry of Foreign Affairs (MOFA) has introduced an online document attestation system that lets Pakistanis verify their educational, personal, legal, and commercial documents without visiting government offices in most cases.
The new digital service became operational on October 12, 2026, at MOFA’s headquarters in Islamabad and its liaison offices in Lahore, Karachi, Peshawar, Quetta, and Gujrat.
According to a ministry circular issued on October 14, applicants can submit documents through the official portal, complete the required verification and payment procedures, and receive electronic attestation certificates through email.
The facility covers both general attestation and apostille certification. However, applicants may still need to visit a MOFA office if their documents require additional physical verification.
What Is MOFA’s Online Document Attestation System?
The Ministry of Foreign Affairs has launched a digital platform to authenticate documents required for use in Pakistan and abroad.
The system allows applicants to register online, submit their documents electronically, and receive updates on their applications.
MOFA offers two main services through the portal: general document attestation and apostille certification.
General attestation confirms the authenticity of eligible documents, while apostille certification is used for documents intended for countries that accept the Hague Apostille Convention.
Applicants should select the service required by the foreign authority, university, employer, or organisation requesting their documents.
Which Documents Can Be Attested Online?
MOFA accepts different types of documents under its attestation procedures, provided they meet the necessary verification requirements.
| Document Category | Eligible Documents |
|---|---|
| Educational Documents | University degrees, transcripts, matriculation and intermediate certificates, and diplomas |
| Personal Documents | Birth certificates, marriage certificates, death certificates, and family registration certificates |
| Legal Documents | Powers of attorney, eligible affidavits, succession certificates, and guardianship documents |
| Commercial Documents | Business agreements, incorporation certificates, company records, and commercial invoices |
| Experience Certificates | Employment, teaching, medical, engineering, and other professional experience certificates |
Documents Required for MOFA Attestation Online
Applicants need a valid CNIC and an active email address to register on the digital attestation portal.
They should also prepare clear digital copies of the documents requiring attestation. Additional identification documents or supporting records may be necessary depending on the document category.
Certain documents must be verified by the relevant authority before MOFA can authenticate them.
University degrees and transcripts generally require verification from the Higher Education Commission (HEC). Matriculation and intermediate certificates must undergo the relevant verification process through the Inter Boards Coordination Commission (IBCC).
Technical qualifications can require verification by the relevant technical education board and the National Vocational and Technical Training Commission (NAVTTC).
Commercial documents may require authentication from a Chamber of Commerce, the Trade Development Authority of Pakistan (TDAP), or another authorised body.
Applicants should complete these requirements before submitting their documents to avoid delays or rejection.
