FOR THE GUENETE LEUL PALACE ETHNOGRAPHIC MUSEUM RESTORATION AND RENOVATION WORK IN ADDIS ABABA UNIVERSITY
1. Background Information: An agreement signed among four parties: Italian Agency for Development Cooperation (AICS): Financial Administrator, Politecnico di Torino (PoliTo):Lead project implementer, architectural designer, and technical supervisor, Addis Ababa University (AAU): Beneficiary and institutional coordinator overseeing campus operations and museum collections (via the Institute of Ethiopian Studies), and Ethiopian Heritage Authority (EHA): Regulatory and statutory body providing heritage oversight and approvals. Moreover, there is also partnership agreement between the Politecnico di Torino (PoliTo) and Cooperazione Internazionale (COOPI) for the implementation and operation of this project activities. COOPI must apply the European award procedures outlined in the Practical Guide to Contract Procedures for EU External Actions (PRAG 2025 Version) with National Open Tender and to award a contract to the selected contractor.

4. Contracting Authority
Cooperazione Internazionale (COOPI) is an international NGO based in Milan, Italy. COOPI Ethiopia
Mission has been officially registered in Ethiopia since 1965 under Certificate Number 0981. It has also completed triennial registration under the “Authority for Civil Society Organization” (ACSO) Proclamation No. 1113/2019. COOPI Ethiopia Mission has been actively engaged in various region s of the country, primarily in the sectors of Water , Sanitation and hygiene (WASH), Livelihood, and rural resource development, implementing donor-funded projects in Somali, Afar, Oromia, Benishangul-Gumuz, Amhara, and Tigray Regional States.
5. Eligibility Criteria:
w General Contractor Grade 2 (GC-2) and above or Building Contractor Grade 2 (BC-2) and above.
w Valid, renewed business license and commercial registration from authorized Ethiopian bodies for construction works.
w Valid Tax Clearance Certificate issued by the Ethiopian Ministry of Revenues, and evidence of
compliance with social security and labor laws.
w Participation is open to natural and legal persons (solo or as part of a joint venture/consortium)
who are eligible under the specific funding rules governing EU external actions (PRAG).
6. How to collect the Tender Document

w Tender proposals can be submitted from 18 October 2026 to 18 December 2026 from Monday to
Friday 08:30 AM to 05:00 PM via the above mentioned email address.

w The deadline for the submission of the proposals is on 18 December 2026 at 12:00 PM (Noon).
w Technical proposals opening date is on 18 December 2026 at 2:00 PM (Afternoon)
w Any tender proposals received after this deadline will not be considered and will be rejected.
8. Bid document submission procedure
w Technical and financial proposals must be submitted in separate envelopes.
w Bid Security /Bid Bond must be submitted in separate envelope

10. COOPI reserves the right, in its sole and absolute discretion, to modify, suspend, or cancel this tender process, or to reject any or all submissions, in whole or in part, at any time prior to contract award without incurring any liability or obligation to any bidder.
