Overview:
An Apple developer membership costs 99 USD a year and is required to publish on the App Store or use TestFlight.
Since April 28, 2026, every upload must be built with Xcode 26 or later and the iOS 26 SDK.
About 90% of submissions clear review within 24 hours, and Apple takes a 15% to 30% commission.
Anyone who wants to build and sell an iPhone app starts in the same place: the Apple Developer Program. It gives access to the tools, testing services, and store that put an app in front of millions of users.
This guide explains how iOS app development works from enrollment to launch. It covers costs, build rules, testing, and review, with current data for 2026. New developers can use it as a simple roadmap, and experienced teams can use it as a checklist.

Why the Apple Developer Program Comes First
Apple charges 99 USD per membership year for the program, and the fee is the same for individuals and organizations. A membership is required to publish apps on the App Store. It also opens App Store Connect, TestFlight, and tools for analytics and app updates.
The fee is not a one-time payment. If it lapses, Apple removes the apps from the store until the member pays again. Nonprofits, accredited schools, and government groups can ask for a fee waiver. Free accounts cannot distribute through the App Store or use TestFlight. One membership covers unlimited apps, and Apple adds no per-app or submission fee.

How to Enroll as an Individual or an Organization
Enrollment needs an Apple Account with two-factor authentication and a legal name. Individuals must also be of legal age in their region. Using a nickname or company name in the name fields can delay approval.
Organizations need a D-U-N-S Number and someone with the legal authority to sign for the company. An individual’s legal name shows as the seller name on the App Store. Sole proprietors and single-person businesses enroll as individuals, and both account types pay the same fee.
Members should expect a confirmation within 24 hours of purchase. The fee is non-refundable, so a careful check of the details saves time and money.

Building the App With Xcode 26 & the iOS 26 SDK
Xcode is Apple’s main tool for iOS development, and it runs only on macOS. Developers write apps mostly in Swift and test them in the built-in simulator. Since April 28, 2026, every upload to App Store Connect must be built with Xcode 26 or later, using the iOS 26 SDK.
Xcode 26 needs a recent version of macOS, so teams should plan the upgrade before launch week. Many first-time publishers stop at this step. Uploads can go through Xcode Organizer, Transporter, or the App Store Connect API. A complete store listing also needs privacy details and an age rating.
Testing With TestFlight Before Launch
TestFlight is Apple’s official tool for beta testing. Each app supports up to 100 internal testers and 10,000 external testers. Internal testers get builds within minutes, with no review. The first build for external testers needs a light review from Apple.
Testers can join by email or a public link. Builds expire 90 days after upload, so long beta programs need a fresh build every quarter. TestFlight is free, so even solo developers can run a proper beta. Sandbox tests matter, since a purchase flow that works in the simulator can still fail with real network delays.

App Review, Commission, and Real Costs After Launch
Apple clears about 90% of submissions in under 24 hours. Rejections still happen, though. Apple’s 2024 transparency report counted nearly 1.93 million rejected submissions. Apple’s own App Review page says over 40% of unresolved issues trace back to guideline 2.1, App Completeness, so a polished and finished app matters.
After launch, Apple takes a 15% to 30% commission on in-app purchases. Developers earning under USD 1 million a year can join the Small Business Program for the 15% rate.
In the EU, developers may also face a Core Technology Fee, which sits outside the base membership cost. Other costs include a Mac, design tools, and backend servers. Developers should budget for these items early.

Conclusion: Plan Each Stage Before Writing Code
The Apple Developer Program is the gateway to iOS app development, and success depends on planning each stage. Enrollment costs 99 USD a year, builds need Xcode 26, and TestFlight helps catch bugs early. Most apps clear review within a day when they are complete and well documented. Developers who learn these rules early avoid delays, protect their margins, and launch with more confidence.
