Dominican Republic: 7 Steps to Verify Overseas Job Offers

GUIDE · DOMINICAN REPUBLIC

Dominicans who want to verify overseas job offers now have a clear official route: take the offer to the Labour Ministry before signing anything. Labour Minister Eddy Olivares Ortega made that appeal in Santo Domingo on Wednesday 14 October, after families said relatives were lured to Russia.

For US readers, the issue reaches into Dominican communities in New York, New Jersey and Florida, where such offers circulate on social media. The same checks also protect Americans, because the Federal Trade Commission warns that fake job offers often arrive through the same channels.

Our news report, Dominicans Get 3 Red Flags for Russia Jobs, covers the ministry warning itself. Our explainer, Russia War Recruitment Scams: How Dominicans Are Lured, shows how the scheme works.

Why Officials Ask Dominicans to Check Every Offer

Olivares Ortega heads the Labour Ministry in the government of President Luis Abinader. His ministry said some Dominicans travelled to Russia for supposed technical or civilian jobs and later became caught up in the war.

The minister said the country has no bilateral labour migration agreement with Russia to frame such hiring. He added that this alone does not make every individual contract abroad illegal, which is why each offer needs checking.

The foreign ministry, known as MIREX, first warned about job offers for travel to Russia on 24 September. On 6 October two deputy ministers handed Russia’s ambassador the files of 20 Dominicans formally identified by their families.

MIREX says the men signed their contracts individually on Russian soil. Some of them and their relatives told the ministry that what they found did not match the work they say they had travelled for.

How to Verify Overseas Job Offers in Seven Steps

The steps below combine the Labour Ministry release of 14 October, the MIREX alert and the consumer advice of the US Federal Trade Commission. None of them guarantees an offer is honest, but each one removes a common route used by fraudsters.

Step 1, take the offer to the Labour Ministry: The minister asked people to come before accepting, signing a contract or travelling, whatever channel brought the offer. He listed social media, digital platforms, intermediaries, agencies and personal contacts, and said staff will help check whether a proposal is genuine.

Step 2, demand the full details in writing: Officials warn against offers that promise extraordinary wages without clearly explaining the duties, the employer, the workplace and the contract terms. A real employer can name the company, the city and the exact job, and will put them in a contract before you leave.

Step 3, check the employer and the middleman: MIREX advises verifying where the offer comes from, who the employer is and what the hiring conditions are. It urges extra caution when everything happens online or through an intermediary whose identity or accreditation cannot be confirmed.

Step 4, search for complaints: The Federal Trade Commission suggests searching the company or recruiter’s name with words such as scam, review or complaint. A clean search does not prove an offer is honest, the agency notes, but complaints from others can reveal a problem early.

Step 5, never pay to get a job: The Labour Ministry warns against offers that demand unjustified payments in advance. The Federal Trade Commission is blunter: honest employers never ask you to pay to get a job, and anyone who does is a scammer.

Step 6, keep your passport and read every page: The minister asked people not to hand passports or other personal documents to intermediaries without legal guarantees. He also asked them not to sign any contract whose content they do not fully understand.

Step 7, talk it over and report doubts: The Federal Trade Commission advises describing the offer to someone you trust, which also buys time to think. The Labour Ministry asks people who receive suspicious offers, and their relatives, to report them to the authorities.

Where Dominican Families Can Get Help

For offers not yet accepted, the Labour Ministry is the first stop, and its minister said it is ready to guide applicants. Families who believe a relative is already in Russia can contact the MIREX citizen protection desk on (809) 987-7001.

The desk uses extensions 7595, 7597 and 7100, according to the foreign ministry release of 7 October. MIREX says it can request information on a person’s whereabouts, contact relatives and, when needed, help arrange a return home.

In Moscow, the Dominican embassy at Calle Mytnaya 3 handles consular cases on +7 (495) 415-36-01 and +7 (495) 415-25-96. Foreign Minister Víctor Bisonó raised the issue with his Russian counterpart, Sergei Lavrov, in New York on 24 September.

What It Means for You

The minister said offers arrive through social media, digital platforms and personal contacts, so relatives in the US can act as an early filter. Before a relative travels, checking the employer and asking the Labour Ministry for an opinion costs little and can prevent serious harm.

If you live in the US and see a job scam, or lose money to one, the FTC asks you to report it at ReportFraud.ftc.gov. You can also report it to your state attorney general, and contact your bank or payment service quickly to try to reverse any transfer.

The checks apply to any foreign offer, not only to jobs in Russia. The minister said his goal is to help Dominicans reach safe and legitimate work abroad.

What Is Not Known

It is not known how many Dominicans have travelled on doubtful foreign job offers, or who recruited the men now in Russia. The Labour Ministry has not said how many offers it has checked or how long a check takes.

Dominican authorities have not said whether prosecutors have opened a case against any recruiter. Russia has not said publicly whether it will release any Dominican from a military contract.

Frequently Asked Questions

How can I verify an overseas job offer in the Dominican Republic?

Take the offer to the Labour Ministry before you accept, sign or travel, as the minister asked on 14 October. Staff there can help check whether the employer and the proposal are genuine.

What are the main warning signs of a fake job abroad?

Officials point to extraordinary pay with vague duties, demands for upfront payments and middlemen whose identity cannot be confirmed. Requests to hand over your passport are another reason to stop.

Is it illegal for Dominicans to work in Russia?

The Labour Minister said the lack of a bilateral labour agreement with Russia does not by itself make an individual contract illegal. Hiding the true nature of a job or the risks involved can, however, seriously violate a worker’s rights.

Should I ever pay a recruiter to get a job abroad?

The Labour Ministry warns against unjustified advance payments. The US Federal Trade Commission says honest employers never ask you to pay to get a job.

Where can families get help if a relative is already in Russia?

The MIREX citizen protection desk answers on (809) 987-7001, extensions 7595, 7597 and 7100. The Dominican embassy in Moscow also handles consular cases.
