Agartala, October 22: The Tripura Students’ Forum Delhi (TSFD) has lodged a formal complaint with the Delhi Police, seeking registration of an FIR and an urgent, impartial investigation into an alleged incident of sexual assault, racial harassment and humiliation of an individual from Tripura in a video circulating on Instagram.
In a complaint dated October 21, 2026, addressed to the Joint Commissioner of Police, Special Police Unit for North Eastern Region (SPUNER), the forum alleged that the video depicts an individual from Tripura being subjected to sexual assault, harassment and degrading treatment by a social media content creator. The allegations are yet to be independently verified.
The forum identified the Instagram account @amirshokeen, allegedly associated with Amir Shokeen, as being connected with the incident and submitted a link to the video as supporting material for the police investigation.
According to the complaint, the video also allegedly contains racially derogatory expressions, including references to the individual as “Chinki” and “Chinese”. The forum said such remarks, when used to demean someone because of their perceived ethnic or regional identity, raise serious concerns about racial discrimination, personal dignity and equal treatment.
The complaint further alleged that Tripura was referred to as “Chutpura” in the video, describing the expression as an offensive distortion of the state’s name. The forum maintained that such language could hurt the sentiments of Tripura’s people and reinforce prejudice against individuals from the Northeast.

Seeking urgent police intervention, the organisation urged the authorities to register the complaint and initiate appropriate legal proceedings, including an FIR if warranted by the evidence and applicable law. It also called for an impartial investigation into the alleged assault, harassment and humiliation, as well as verification of the identity and role of the person operating the Instagram account and others who may have participated in or recorded the incident.
The forum requested the police to identify and contact the affected individual through a safe and confidential process, record their statement sensitively and take steps to prevent further intimidation, harassment or unwanted public exposure.
It also called for the preservation of digital evidence, including the original video, account details, metadata and upload history, through lawful procedures and appropriate requests to the concerned social media platform.
The complaint further urged the police to take preventive and legal measures against any threats or intimidation connected with the incident and inform the forum about the action taken, subject to legal requirements and the protection of the affected person’s privacy.
