Ukraine's Navy said Neptune missiles destroyed six Su-34M bombers at the Borisoglebsk military airbase in Russia's Voronezh region overnight on October 14-15, Ukrinform reported. The morning edition of this monitor could carry the fire at the base only as a monitoring-channel claim, with no statement from either side; this is Kyiv's own account.
The Navy said on Facebook that technical equipment used to support aircraft operations was destroyed as well, and that "secondary detonations and a fire were reported at the airfield. The information is being verified". Russian monitoring channels had put the weapon at a dozen FP-5 Flamingo cruise missiles, and other channels at two to four; the Navy says Neptune. THE WEAPON AND THE NUMBER OF MISSILES ARE NOT RECONCILED. THE SIX AIRCRAFT ARE KYIV'S CLAIM: NO RUSSIAN DEFENCE MINISTRY STATEMENT ON THE BASE WAS FOUND AND THERE IS NO INDEPENDENT DAMAGE ASSESSMENT.
The pause on strikes on Russian refineries is over. "The block [on attacking refineries] is out. We're done," President Volodymyr Zelenskiy told the Financial Times, Meduza reported. He said Ukraine had held off for three days at Washington's request, and that it could agree to stop the strikes, even if Russia kept attacking, in exchange for more Patriot missiles, which he called the "minimum" he had asked for. HE GAVE NO DATE FOR RESUMPTION.
Zelenskiy also confirmed that American officials had warned Kyiv they would stop sharing intelligence if the refinery strikes did not stop. US intelligence agencies told Ukraine's embassy in Washington on October 12 that sharing would cease immediately if strikes on Russian energy facilities continued, The Washington Post reported, as carried by Censor.NET; a source said the exchange had not been fully halted. President Donald Trump said on October 13 that "we are helping them, and we are sharing intel", and Foreign Minister Andrii Sybiha said Ukraine was still receiving US intelligence. THE POST'S REPORT IS READ HERE THROUGH CENSOR.NET; THE ORIGINAL WAS NOT REACHED AND ITS KEY SOURCE IS ANONYMOUS.
In Ukraine, Russia launched 580 attack drones and two Kh-59 guided missiles from 18:00 on October 14, and 536 of the drones were shot down or suppressed by 08:00, the Air Force said, Suspilne reported. It recorded hits at 31 locations and debris at 11, said the attack was still going on and did not say whether the two missiles were downed. The drones came from Oryol, Millerovo, Shatalovo, Bryansk, Kursk and Primorsko-Akhtarsk and from occupied Donetsk and Hvardiiske in Crimea, and the missiles from the Black Sea, Ukrainska Pravda reported.
Russia's defence ministry said its drones had struck port infrastructure at Izmail in the Odesa region, which it said handles "facilities used for unloading and storing military and dual-use cargo", and had hit two dry-cargo ships at sea that it said were carrying military cargo to Odesa, Anadolu reported. RUSSIAN DEFENCE MINISTRY CLAIM; NO SHIP WAS NAMED, NO DAMAGE ASSESSMENT WAS GIVEN AND NO UKRAINIAN CONFIRMATION WAS FOUND.
A drone hit a tanker in Romania's territorial waters off Sulina on October 14, setting it on fire, the Romanian Coast Guard said, without saying whose drone it was. The Comoros-flagged YARA J, sailing in ballast from Yalova in Turkey, was hit about eight to 10 nautical miles south-east of the Sulina breakwater on the evening of October 14; the fire was put out and everyone on board was safe. Romania's defence ministry said two aerial targets entered national airspace that evening and that two Romanian F-16s and two Spanish F-18s were scrambled, but it did not link either target to the ship. The strike came a day after drones hit two merchant ships in Bulgaria's Black Sea economic zone. No government has attributed either attack.
Starshield, the military version of Starlink, is working at speed again. "As of now, (Starlink military package) Starshield service while on the move has been restored and remains operational," a Ukrainian defence ministry source said on October 15, the Kyiv Independent reported, a day after SpaceX capped terminals in motion at 100 miles per hour without warning the military. The ministry said it was still establishing why the limit was imposed.
Refinery strikes
Nationwide: Zelenskiy told the Financial Times that Ukraine will resume strikes on Russian oil refineries, ending a three-day pause held at Washington's request (see above). Presidential adviser Dmytro Lytvyn had said on October 14 that a data centre was "successfully taken out" and other targets hit, "but no oil refineries were", Interfax-Ukraine reported. ZELENSKIY'S STATEMENT SUPERSEDES THE MORNING EDITION'S READING THAT THE PAUSE HELD; IT IS A STATEMENT OF INTENT, NOT A REPORTED STRIKE.
Nationwide: no refinery fire or shutdown in Russia was confirmed by a regional governor, a company or Ukraine's military for October 14 or the night of October 14-15 at the time of writing. Novak named no plant in his claim of attacks on two refineries in the Saratov and Ryazan regions. NOVAK'S CLAIM IS DENIED BY KYIV AND UNCONFIRMED BY ANY REGIONAL AUTHORITY; NOT ROWED IN THE REFINERY LEDGER.
Ryazan region: Ukrainian monitoring groups claimed explosions at the Ryazan refinery overnight on October 14-15, Charter97 reported. NO OFFICIAL CONFIRMATION AND NO MEDIA REPORT OF A FIRE AT THE PLANT WAS FOUND; CLAIM ONLY.
Plants reported halted or cut so far in October account for about 14.8mn tonnes a year, or 5% of Russia's 327mn tonnes nameplate capacity, by IntelliNews' refinery ledger, and up to 162.9mn tonnes, or 50%, if halts reported earlier still hold. Novak put capacity under repair at about 10% in early September.
Metal plants hit
Ukraine: no strike on a named steel, iron ore, coke, ferroalloy, pipe or non-ferrous plant was reported for October 14 or the night of October 14-15 at the time of writing. Drone debris started a fire in Kryvyi Rih late on October 14, Ukrinform reported, without naming the site.
Oil depots, factories and military targets in Russia
Saratov region: Sberbank confirmed that drones attacked its data centre at Balakovo on October 14 and said all its systems and services were working normally, deputy chairman Alexander Vedyakhin said, Fontanka reported, as reported by IntelliNews. The Russian service of The Moscow Times reported a large internet outage across Russian services the same day, citing outage trackers; the bank did not link any outage to the attack. The data centre is still under construction and being commissioned in stages, Militarnyi reported. This updates the October 14 edition, which carried the attack as a monitoring-channel claim.
Voronezh region: Ukraine's Navy said Neptune missiles destroyed six Su-34M bombers and supporting technical equipment at the Borisoglebsk airbase overnight on October 14-15, with secondary detonations and a fire at the airfield, Ukrinform reported; the Navy said the information was being verified. A large fire and explosions were reported by Russian monitoring channels, which said the base may have been hit by a dozen FP-5 Flamingo cruise missiles, with other channels putting it at two to four, Focus reported via Charter97. A Ukrainian monitoring channel said the probable target was an airfield used for strikes on Ukraine where Su-34s are based, and WarTranslated said warehouses holding guided aerial bombs, parking areas for Su-34 and Su-35 aircraft and aviation fuel stores are on the site. Governor Alexander Gusev reported a missile threat on the evening of October 14 and later lifted the drone threat for Borisoglebsk and Voronezh, but has not mentioned the airfield. THE WEAPON IS NOT RECONCILED: THE NAVY SAYS NEPTUNE, RUSSIAN CHANNELS SAY FLAMINGO. NO RUSSIAN DEFENCE MINISTRY STATEMENT ON THE BASE WAS FOUND. THE TARGET LIST IS A MONITORING ACCOUNT, NOT AN OFFICIAL ONE.
Nationwide: the defence ministry said 166 drones were destroyed overnight on October 14-15 over the Krasnodar region, Crimea and the Moscow, Belgorod, Bryansk, Kursk, Tula, Ryazan, Oryol, Lipetsk, Voronezh, Nizhny Novgorod, Tambov and Rostov regions, Kuban24 reported. RUSSIAN DEFENCE MINISTRY CLAIM; NO PER-REGION FIGURES AND NO TIME WINDOW GIVEN. MOSCOW MAYOR SERGEI SOBYANIN'S OVERNIGHT FIGURES FOR OCTOBER 14-15 WERE NOT FOUND AT THE TIME OF WRITING.
Ukraine under fire
Nationwide: Russia sent about 145 drones at Ukraine between about 07:00 and 18:00 on October 14, about 70 of them jet-powered, and more than 100 had been shot down by 18:00, Air Force spokesman Yuriy Ihnat said, Ukrinform reported. President Volodymyr Zelenskiy said 26 power facilities and four oil and gas facilities were damaged in the October 13-14 attack and that at least 600,000 consumers lost power in Kyiv, the Kyiv region and Kharkiv, UA.News reported.
Kyiv: the toll from the October 13-14 attack rose to five killed and 36 injured, including a child, police said: three women were killed and 25 people injured in the Desnianskyi district apartment block and two were killed in Holosiivskyi, Ukrinform reported. THE OCTOBER 14 EDITION PRINTED THREE KILLED (STATE EMERGENCY SERVICE); THE POLICE FIGURE IS LATER AND IS PRINTED HERE.
The CHP-4 combined heat and power plant in Darnytsia took a direct ballistic missile hit, and Mayor Vitali Klitschko called the damage "quite serious", LB.ua reported. NV reported that all three of the capital's CHP plants were hit. ONLY THE CHP-4 HIT IS CONFIRMED BY AN OFFICIAL; THE CHP-5 AND CHP-6 HITS ARE NOT. NO NAFTOGAZ OR DTEK DAMAGE ASSESSMENT WAS FOUND.
Upper Pechersk was left without water and lower Pechersk and parts of the Solomianskyi and Shevchenkivskyi districts had reduced pressure after pumps lost power, and the metro stopped for a few minutes after losing external power, the city administration said, Radio Svoboda reported. The Verkhovna Rada summoned Klitschko on October 14 to answer for the city's readiness for attacks on its power supply, after Zelenskiy criticised the capital's preparations. One monitoring account said all three metro lines were halted by the outage, against the city administration's account of a stoppage of a few minutes. NOT RECONCILED.
Kyiv: a Russian drone fell in the courtyard of residential buildings in the Pecherskyi district on the morning of October 15, injuring five people, two of whom were taken to hospital, Mayor Vitali Klitschko said, UNN reported. A car burned in the courtyard, and the facade, part of the roof and the window glazing of a five-storey building and the facades of two nearby three-storey buildings were damaged.
Kyiv: hot water was suspended for homes served by the Darnytsia power plant, the head of the city's Darnytsia district administration, Oleksandr Kovtunov, said on October 15, New Voice of Ukraine reported. He said he hoped supplies would be restored soon. WHETHER THE DARNYTSIA PLANT IS THE CHP-4 ABOVE IS NOT ESTABLISHED HERE; THE TWO ARE NAMED SEPARATELY BY DIFFERENT OUTLETS, AND NEITHER OUTLET SAYS WHAT DAMAGE THE DARNYTSIA PLANT TOOK IN THIS ATTACK.
Lutsk: a Russian drone attack on October 14 killed six people and injured 13, including a child, with one in a critical condition, the State Emergency Service said as rescue work ended, Ukrinform reported. Drone debris started a large fire at a warehouse, the Kyiv Independent reported. Earlier official counts were lower. THE WAREHOUSE OWNER IS NAMED DIFFERENTLY BY DIFFERENT OUTLETS AND IS NOT PRINTED.

Poltava region: a Russian drone struck near a school, with children in a shelter at the time, Ukrainska Pravda reported on the morning of October 15. HEADLINE ONLY: THE ITEM WAS NOT OPENED AND NO OTHER OUTLET CARRIED IT IN THIS PASS. NOT ROWED.
Data centres, telecoms, media and R&D
Ukraine: no new Russian strike on a data centre, telecoms operator, broadcaster or research site in Ukraine was reported for October 14 or the night of October 14-15 at the time of writing. A TASS headline claims Russian forces hit an "ATM Ukrsibbank data center" in Kyiv used by the military. TASS HEADLINE ONLY; NO DATE, NO DETAIL AND NO UKRAINIAN CONFIRMATION FOUND; NOT ROWED IN THE DATA CENTRES LEDGER.
Weapons and technology
Starlink: SpaceX introduced a speed restriction for Starlink terminals in motion on the night of October 13-14, set at 100 miles per hour, defence ministry adviser Serhiy Beskrestnov said. "Our Defense Forces received no warning about this restriction," he said, adding that it "cannot be a coincidence and is connected with the current political situation", United24 reported. Volunteer Serhiy Sternenko relayed soldiers' reports that service degraded at 60-70 km/h.
Mykhailo Fedorov said on the evening of October 14 that SpaceX had restored service for terminals moving at up to 160 km/h and called removing the limit on Starshield, the military version, "critical for Ukraine's defense". Elon Musk replied on X that "Starshield systems are owned and controlled by the U.S. government" and that "any limits on speed or usage are decided by the US military and ultimately POTUS", Meduza reported. No US government statement was found. A defence ministry source said on October 15 that Starshield while on the move had been restored and remained operational, the Kyiv Independent reported, and the ministry said it was still establishing why the limit was imposed.
Kremlin spokesman Dmitry Peskov said Moscow knew nothing beyond media reports and that "it would be better if brilliant technologies such as Starlink were not used for military purposes at all", Rossiyskaya Gazeta reported. Polish Foreign Minister Radoslaw Sikorski told Musk on X: "As your European customers, we are watching you," the Kyiv Post reported.

Ukraine: Fire Point's FP-7 ballistic missile has hit targets inside Russian territory, chief executive Iryna Terekh told TSN on October 12, United24 reported. The missile has a range of up to 300 km and an extended-range version will appear this year, she said. She did not name a target. Zelenskiy announced the FP-7's first combat use on October 1, the Kyiv Independent reported. THIS IS AN UPDATE; THE TEREKH INTERVIEW IS OLDER THAN 48 HOURS.
UK: Britain is speeding up deliveries of Lightweight Multirole Missiles, also known as Martlet, fast-tracking £10mn worth from a new £45mn package to meet Ukraine's most urgent air-defence needs this winter, Militarnyi reported, citing the UK government, which highlighted their use against Russian jet-powered drones. Britain has committed £1.6bn for more than 5,000 of the missiles over four years, built at Thales in Belfast. THE NUMBER OF MISSILES IN THE £45MN PACKAGE IS NOT GIVEN. THE PACKAGE WAS ANNOUNCED BEFORE A MEETING BETWEEN ZELENSKIY AND THE BRITISH PRIME MINISTER, WHOM THE OUTLET NAMES BUT WHOSE NAME WAS NOT VERIFIED IN THIS PASS.
Arson and sabotage in the EU and the UK
Romania: the YARA J was hit inside Romanian territorial waters, the Coast Guard said (see above). One of the two aerial targets that entered Romanian airspace was lost on radar over the sea, the defence ministry said, HotNews reported. NO ROMANIAN OFFICIAL HAS SAID WHO LAUNCHED THE DRONE; THE STRIKE IS NOT ATTRIBUTED HERE.
Bulgaria: two masked people set fire to 11 of the 17 Starlink antennas at a site near Sofia, opposition MP Ivaylo Mirchev said. Prime Minister Rumen Radev told parliament on October 14 that "everything is clear to us, but the investigation must be completed", and the head of the national security agency, Plamen Tonchev, said the site was private property and part of its fencing had been removed ahead of an expansion, The Sofia Globe reported. Mirchev called it sabotage "along Russian lines". WHEN THE FIRE WAS SET IS UNCLEAR. NO OFFICIAL ATTRIBUTION; MIRCHEV'S IS AN OPPOSITION MP'S CHARACTERISATION.
Eleven sailors from the Azov Concord, hit by a drone off Krapets on the night of October 12-13, were missing and five had been rescued, Novinite reported. THE SHIP'S NAME IS SPELLED AZOV CONCORDE IN THE OCTOBER 14 EDITION AND AZOV CONCORD BY NOVINITE; WHETHER IT SANK HAS NOT BEEN CONFIRMED BY THE INTERIOR MINISTRY. THE MISSING COUNT IS NOT CONFIRMED BY BULGARIAN OFFICIALS.

Elsewhere: no other new arson, sabotage or drone-incursion incident in the EU or the UK dated October 14-15 was found at the time of writing.
Tit for tat
Both sides escalated inside 24 hours. Russia sent 580 drones and two missiles at Ukraine overnight, after the October 13-14 ballistic attack that Zelenskiy said damaged 26 power facilities, and its defence ministry claims strikes on the port of Izmail and two ships at sea. Ukraine's Navy says it destroyed six Su-34Ms at Borisoglebsk, the aircraft that drop guided bombs on its front-line towns, and Zelenskiy says the refinery strikes are back on.
Washington is the hinge. US intelligence agencies warned Ukraine's embassy that data sharing would stop immediately if the refinery strikes continued, The Washington Post reported, and Air Force spokesman Yurii Ihnat said partners gave no warning of the first ballistic wave of the October 13-14 attack, though warnings came for the three waves that followed, UNN reported. Zelenskiy told the Financial Times that Ukraine received no American warnings of the ballistic attacks, and that the Starlink restriction "was not a technical problem, it was the will". Starshield is working at speed again, but Elon Musk has put any future cap in the hands of the US military and the president.
Novak said Russia's diesel deal with the US would bring direct exports to the US market and help restore Russian diesel exports to 3.5mn tonnes a month by the end of 2026, The Moscow Times reported.
The ledgers
The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
