MONROVIA, Liberia, October 23, 2026- Liberia will host a three-day strategic meeting of African climate negotiators from October 27–29 to strengthen the continent’s common position on climate empowerment ahead of the 31st United Nations Climate Change Conference (COP31) in Türkiye.
The meeting of the African Group of Negotiators (AGN) on Action for Climate Empowerment (ACE) will take place at the Royal Ambassador Hotel along the RIA Highway in Unification Town, Margibi County.
The Government of Liberia, through the Environmental Protection Agency (EPA), will host the gathering on behalf of the AGN, with support from UNICEF Liberia.
The meeting is expected to bring together African climate negotiators, national ACE focal points, technical experts, government representatives, and development partners to develop coordinated strategies for the continent’s participation in the upcoming global climate negotiations.
COP31 is scheduled for November 9–20, 2026, in Antalya, Türkiye.
Held under the theme, “Strengthening Africa’s Common Position on Action for Climate Empowerment: From SB64 Outcomes to Strategic Engagement at COP31,” the meeting will review outcomes from the 64th sessions of the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Bodies and identify priorities for negotiations at COP31.
Participants will also work toward establishing a unified African position on the future of the Glasgow work programme on Action for Climate Empowerment and its accompanying Action Plan.
Action for Climate Empowerment promotes climate education and training, public awareness, access to climate information, public participation, and international cooperation to strengthen people’s involvement in addressing climate change.
The initiative seeks to ensure that communities across Africa, particularly children, young people, women, and vulnerable populations, have the knowledge, information, and opportunities needed to participate meaningfully in climate action.
According to the EPA, discussions will focus on strengthening climate education, improving climate literacy, expanding capacity-building opportunities, mobilizing financing, and promoting inclusive public participation in climate-related decision-making.
The meeting will also seek to improve coordination between African negotiators and national ACE focal points to ensure that the continent advances shared priorities during international climate discussions.
By the end of the gathering, participants are expected to produce common African negotiating priorities, a preliminary ACE strategy for COP31, a coordination and communications mechanism, and a roadmap to guide Africa’s engagement in the negotiations.
The outcomes are intended to provide a framework for African countries to engage more effectively in global discussions on climate empowerment while advancing the continent’s development priorities.
Liberia’s hosting of the meeting comes as African countries continue to push for stronger representation in international climate decision-making and greater support for addressing the effects of climate change.
The EPA said the gathering reflects Liberia’s commitment to regional cooperation, inclusive climate governance, and meaningful African participation in international climate policy discussions.
The agency has invited members of the media and relevant stakeholders to follow the meeting and its outcomes as participating countries work toward a coordinated approach to Action for Climate Empowerment.
The meeting is expected to help establish a common African negotiating agenda ahead of COP31, with emphasis on climate education, financing, capacity-building, and inclusive participation.
