Chile‘s Comptroller General, the state auditor, has sent information to prosecutors about a 2023 trip to Shanghai by Raúl Domínguez, then a senior official at the telecoms regulator Subtel. The office said it is unknown who paid for his flights, hotel and meals, and that the gap could constitute bribery.
A referral is not a finding of guilt, and Domínguez is presumed innocent. US readers may care because the case touches a proposed Chile to China undersea internet cable that Washington opposed.
What the Comptroller Said
In a document dated 15 October 2026, the Comptroller General’s Office said it is unknown who financed the round trip from Santiago to Shanghai, or Domínguez’s lodging and food. It added that this could constitute the crime of bribery, known in Spanish as cohecho.
The office therefore found it appropriate to send the material to the Public Prosecutor’s Office, according to Cooperativa. Domínguez was then head of the Fiscalization Division at Subtel, the Undersecretariat of Telecommunications.
Who Paid for the Trip
Subtel first told the auditor that the congress organiser, the mobile industry body GSMA, had covered the costs. GSMA later said it had invited the officials but had not paid any expense of the travel, according to T13.
Subtel then told the auditor it had no records showing who financed the trip. That contradiction between the regulator’s first account, GSMA’s reply and the missing paperwork is the core of the referral.
The Undersea Cable Link
Domínguez travelled to Mobile World Congress Shanghai, held from 28 to 30 June 2023, a congress that Claudio Araya, then Undersecretary of Telecommunications and a member of the Communist Party, also attended. T13 reports that the proposed Chile China Express cable, backed by China Mobile International, received its concession decree in January 2026, and that the project was frozen amid US pressure.
The reports seen do not say the Comptroller has linked the trip to the cable. No payment from China Mobile or any other company has been shown.
Political Reaction
Two deputies of the conservative UDI party, Flor Weisse and Omar Sabat, asked the national prosecutor’s office to investigate. La Prensa Austral reports they want to know whether a case has been opened since the referral arrived.
Domínguez is a friend and former classmate of Boric, who governed Chile until March 2026. Calls to question the former president are political demands, not findings, and nothing indicates he has been summoned or accused.
What It Means for You
For US investors and policymakers, the case shows how closely Chile’s telecoms decisions are watched, as Washington presses Latin American governments over Chinese digital infrastructure. A weak paper trail on official travel can raise governance questions around such projects.
The practical effect is still limited, because the referral has produced no charges. Prosecutors now decide whether any inquiry is warranted.
What Is Not Known
It is not known who paid for the flights, hotel and meals, or how much they cost. It is also unknown whether prosecutors have opened a case as of Wednesday 21 October 2026.
No public reply from Domínguez has been found in the reports reviewed. Nothing shows that China Mobile, GSMA or any other party gave him an improper benefit.
