A historic building on North Carolina’s Ocracoke Island has entered a new chapter after years of restoration transformed the former Island Inn into a public cultural and community space.
According to The Ocracoke Observer and The Borehamwood Post’s broader coverage of historic preservation projects, community-led efforts can play a crucial role in protecting local heritage. A detailed report by Joy Crist for The Ocracoke Observer’s island features coverage traces how the 125-year-old property was saved from potential redevelopment and adapted for public use. The restored building, now known as Ocracoke Commons, passed its final inspection on October 1, 2026, clearing the way for its future as a venue for cultural programmes, educational activities, community meetings and visitor services.
A public opening and ribbon-cutting ceremony is scheduled for November 10, alongside the Ocracoke Preservation Society’s annual fall membership meeting and potluck.
A century-old landmark finds a new purpose
Built in 1901 by island resident Charlie Scarborough, the wooden structure was originally designed to house Lodge No. 194 of the Independent Order of Odd Fellows. Its upper floor served as the lodge’s meeting room, while the ground floor became a public school.
Historical records maintained by the Ocracoke Preservation Society document how the building evolved as the island changed. After the lodge dissolved, the property passed into private hands and the building was relocated to its present site. It later became a coffee shop, restaurant and hotel, eventually acquiring the name Island Inn. Over the decades, successive additions altered its original appearance, while years of deferred maintenance left the structure increasingly vulnerable.
By the time the property went on the market, its future was uncertain.
The deteriorating building faced the possibility of demolition, prompting residents to seek a community-led solution.
How the community stepped in
The preservation effort began in December 2017, when local residents approached the Ocracoke Preservation Society (OPS) about purchasing the property. The organisation completed the acquisition in May 2018, committing itself to saving the historic structure and protecting the site from redevelopment. The challenge extended well beyond restoring the original building. Several later additions were found to be beyond repair and were removed, allowing the team to focus on preserving the 1901 structure. The decision marked a significant change for a property that had become closely associated with the island’s hospitality industry. The restoration also had to contend with severe weather. Hurricane Dorian struck Ocracoke in September 2019, causing extensive flooding across the island and damaging the property.
The Covid-19 pandemic subsequently added to construction delays, complicating work schedules and the coordination of resources.
Raising the building to withstand flooding
One of the most significant interventions came in May 2021, when the historic building was lifted to allow the installation of a new elevated foundation. Workers reinforced its supporting framework before lowering it onto newly installed pilings. The finished floor now sits approximately nine feet above sea level, reflecting updated local flood-elevation requirements introduced after Hurricane Dorian.
The work was essential to protecting the structure while ensuring it could meet modern safety standards.Restoration specialists also worked to recover the building’s early architectural character. Historic photographs and surviving construction details helped guide decisions about the exterior, windows, roof and interior finishes. Damaged materials were replaced where necessary, while surviving elements were retained whenever possible.
The approach sought to preserve the building’s historical identity without preventing it from functioning as a modern public facility.
From historic inn to cultural centre
The restoration forms part of a broader effort to turn the surrounding property into a public gathering space. Alongside the building, the grounds have been developed into landscaped gardens featuring pathways, benches, pergolas and areas for community events. Public restrooms have also been added. The wider project has relied on grants, private donations, fundraising campaigns and local support. OPS estimated that spending on the building, its purchase and the gardens brought the overall investment close to $2 million. The restored property will be managed by the Ocracoke Commons Visitor & Cultural Center, a nonprofit organisation established to oversee its future use. Plans include community meetings, educational programmes, cultural activities, special events and visitor services. The building’s final inspection on October 1, 2026, marks the completion of the restoration phase, although its long-term role will depend on how successfully the new centre serves residents and visitors. A grand opening and ribbon-cutting ceremony is scheduled for November 10, alongside the Ocracoke Preservation Society’s annual fall membership meeting and potluck. For an island with a strong connection to its architectural and cultural heritage, the project represents more than the repair of an ageing building. It preserves a landmark that has served several generations in different capacities and gives it a new role as a shared community space.
