Bihar Chief Minister Samrat Choudhary faces another political test as elections to eight Legislative Council seats on October 23 are set to test both the NDA's electoral prospects and its internal unity, particularly amid differences within the Janata Dal (United) over the Patna Graduate constituency.
The election, covering four Graduate and four Teachers' constituencies, is being viewed as Choudhary's second major political test since becoming Chief Minister in the BJP-led government. Beyond challenging Opposition candidates, he must ensure that NDA constituents work together in support of the alliance's official nominees.
The election assumes significance following the BJP's defeat in the Bankipur Assembly bypoll, where Jan Suraaj Party founder Prashant Kishor defeated BJP candidate Neeraj Kumar. Kishor secured 64,151 votes against Kumar's 44,827, winning by a margin of 19,324 votes.
Kishor subsequently described the Bankipur result as a referendum on Choudhary's leadership and the popularity of his government. The outcome of the October 23 Legislative Council elections is therefore likely to draw attention to the Chief Minister's ability to manage both electoral competition and differences within the ruling alliance.
NDA FACES DISSENT IN SARAN AND PATNA
Ahead of the elections, differences emerged within the NDA over two constituencies, raising questions about the alliance's ability to maintain coordination on the ground.
The first dispute involved the Saran Teachers' constituency, where Ram Pukar Sinha, a leader of the Upendra Kushwaha-led Rashtriya Lok Morcha (RLM), decided to contest as an Independent against the NDA's official candidate, Anand Pushkar.
Kushwaha suspended Sinha from the party for six years following his decision to contest against the alliance nominee. Sinha later announced that he would campaign in support of Pushkar.
However, since the deadline for withdrawal of nominations had expired, Sinha's name will remain on the ballot. Although his subsequent announcement has sought to defuse the rebellion, the presence of his name on the ballot leaves an element of uncertainty in the Saran contest.
The more complicated challenge for the NDA is in the Patna Graduate constituency, where differences within the JD(U) have become public.
The JD(U) has fielded Neeraj Kumar as its official candidate. However, Anant Singh, the party's MLA from Mokama, has been campaigning in support of Jan Suraaj candidate Anuj Kumar Singh instead of backing his party’s nominee.
The disagreement between Anant Singh and Neeraj Kumar has brought internal divisions within the JD(U) into the open. While Choudhary and senior NDA leaders have appealed for unity, the contest in Patna remains a key test of the alliance’s ability to ensure that its constituents support the candidates officially chosen to represent it.
NEERAJ KUMAR'S HOSPITALISATION ADDS TO PATNA CONTEST
The political contest in Patna has also drawn attention following the deterioration of JD(U) candidate Neeraj Kumar's health.
Kumar was admitted to hospital two days before the reported visit by Choudhary. On Tuesday, the Chief Minister visited him and directed that he receive better medical care.
Kumar's hospitalisation has raised questions about his campaigning during the final phase of the election. At the same time, Anant Singh has continued campaigning for Jan Suraaj candidate Anuj Kumar Singh, keeping the disagreement within the JD(U) in focus.
The developments have made the Patna Graduate constituency one of the closely watched contests in the eight-seat election. For the NDA, the challenge is not limited to the performance of its candidate against the Opposition. It must also contend with the possibility that differences within its own ranks could complicate the campaign.
A TEST OF CHOUDHARY'S LEADERSHIP
The October 23 election will require Choudhary to address two parallel challenges. One is to counter the opposition candidates and the second is to ensure that NDA leaders and workers campaign cohesively for the alliance’s official nominees.
While the developments in Saran suggest an attempt to contain dissent, the continuing confrontation in Patna indicates that internal differences remain a concern. The situation is particularly significant for the JD(U), where a party MLA’s support for a rival candidate has complicated the campaign of its official nominee.
The results will be counted on October 27, making both polling day and the counting of votes important dates for the Bihar Chief Minister.
