Kasho Holland-Cole, Chairman of the Western Area Rural District Council WARDC, has backed the Government’s redistricting initiative while renewing his call for the creation of a separate City Council for Waterloo.
Speaking during the Waterloo Civic Day Series on October 20, 2026, he said dividing the district into two administrative entities would improve local governance, public service delivery and representation.
Holland-Cole cited the 2021 Mid-Term Population and Housing Census, which puts Waterloo’s population at 314,382, exceeding that of Bo, Makeni and Port Loko. He argued that Waterloo’s population, infrastructure and economic potential justify city status.
He also expressed disappointment that successive APC and SLPP administrations had failed to appoint ministers directly representing Waterloo, arguing that ministerial representation would help advance the town’s development priorities.
While welcoming the Government’s restructuring plans, he raised concerns about proposed boundaries in the initial maps and urged authorities to consult community stakeholders and local leaders before finalising them.
The Government has unveiled plans to divide the Western Area Rural District into three administrative councils: Waterloo Rural Council, York Rural Council and Mountain Rural Council. However, Holland-Cole maintained that a dedicated City Council for Waterloo would better reflect its population growth, strengthen democratic representation and unlock its economic potential.
