Cambodia and South Korea will mark the 30th anniversary of the re-establishment of diplomatic relations with a seminar titled “The Future Direction of Korea–Cambodia Relations”. The seminar will be co-organised by the South Korean embassy in Cambodia and the Royal Academy of Cambodia (RAC) on October 26, at the academy’s Tonle Sap Hall in Phnom Penh.
This important occasion represents more than three decades of renewed diplomatic engagement. It will provide an opportunity for both countries to reflect on the achievements of their bilateral relations, recognise the contributions of their respective leaders and peoples, and explore new opportunities for cooperation in response to emerging regional and global challenges.
Three Decades of Friendship and Cooperation
The 30th anniversary of the re-establishment of diplomatic relations symbolises the continued development of friendship, mutual understanding and cooperation between Cambodia and South Korea. Over the past three decades, bilateral relations have expanded across various fields, creating opportunities for both countries to strengthen their partnership and promote shared interests.
Cambodia and South Korea have developed important connections in economic cooperation, trade and investment, education, human resource development, cultural exchange, tourism and people-to-people relations. These areas of engagement have helped bring the two countries closer together and have created a foundation for further collaboration.
South Korea has been an important partner in Cambodia’s development efforts, particularly through cooperation in capacity building, technical assistance, infrastructure development, education and skills training. Such cooperation contributes to Cambodia’s efforts to strengthen its institutions, improve human resources, and pursue sustainable and inclusive development.
At the same time, Cambodia offers opportunities for expanded Korean engagement through its growing economy, strategic position in Southeast Asia, young workforce and participation in regional and international cooperation. The relationship therefore presents benefits and opportunities for both countries.
The Royal Academy of Cambodia as a Platform for Dialogue
The seminar reflects the importance of academic institutions and policy research organisations in strengthening bilateral relations. As Cambodia’s national academy, the RAC provides a platform for scholarly dialogue, policy discussion, knowledge exchange and the development of ideas that can contribute to national progress and international cooperation.
Through its collaboration with the South Korean embassy, the RAC helps create opportunities for Cambodian and Korean scholars, policymakers, diplomats and other stakeholders to exchange perspectives on the future of bilateral relations.
The seminar will begin with a welcome speech by His Excellency Kim Changyong, Ambassador of the Republic of Korea to the Kingdom of Cambodia, followed by welcome remarks from His Excellency Academician Sok Touch, President of the Royal Academy of Cambodia.
Their participation underscores the importance both sides attach to strengthening diplomatic ties and encouraging constructive dialogue on the future direction of Cambodia–South Korea cooperation.
Looking Toward the Future
While the anniversary celebrates the achievements of the past 30 years, it also invites both countries to consider how their partnership can respond more effectively to the opportunities and challenges of the coming decades.
First, economic cooperation and investment can be further strengthened by encouraging mutually beneficial investment, supporting small and medium-sized enterprises, expanding trade opportunities and promoting technology transfer. Greater cooperation in innovation, digital transformation and industrial development could help Cambodia advance its economic modernisation while creating new opportunities for Korean businesses.
Second, education and human resource development should remain central pillars of bilateral cooperation. Expanding scholarships, university partnerships, academic exchanges, vocational training and joint research programmes would help prepare young Cambodians and Koreans to participate in an increasingly interconnected and technologically advanced world.
Third, science, technology and digital cooperation offer significant opportunities for the future. Both countries could explore stronger collaboration in digital governance, artificial intelligence, cybersecurity, smart-city development and technological innovation, with particular attention to knowledge sharing, institutional capacity and responsible technology use.
Fourth, cultural exchange and people-to-people relations should continue to receive strong support. Cultural programmes, tourism, language education, youth exchanges and community-level partnerships can deepen mutual understanding and strengthen the social foundations of bilateral friendship.
Fifth, regional and international cooperation should be further promoted. Cambodia and South Korea can continue exchanging views and working together on issues of common concern, including regional stability, sustainable development, climate change, public health and transnational crime. Cooperation through ASEAN–Republic of Korea mechanisms and other multilateral frameworks can also contribute to peace, stability and prosperity in the wider region.
Finally, academic and policy dialogue should become a more regular feature of the bilateral relationship. The RAC and Korean research and academic institutions could strengthen institutional partnerships, conduct joint studies, organise policy forums, and develop practical recommendations to support policymakers in both countries.
Building a Stronger Partnership for Future Generations
The future of Cambodia–South Korea relations will depend not only on diplomatic agreements and government-to-government cooperation but also on the active participation of universities, research institutions, businesses, civil society and ordinary citizens.
A forward-looking partnership should be guided by mutual respect, trust, shared interests and a commitment to achieving practical benefits for the peoples of both countries. It should also be responsive to changing international conditions and flexible enough to address new challenges through dialogue, innovation and cooperation.
The 30th anniversary provides an appropriate moment to reaffirm these principles and establish a clearer vision for the next phase of bilateral relations. By building on the achievements of the past three decades, Cambodia and South Korea can identify new areas of collaboration, deepen existing partnerships and strengthen the institutional foundations of their cooperation.
All in all, the Seminar on the Future Direction of Korea–Cambodia Relations, to be held on the occasion of the 30th anniversary of the re-establishment of diplomatic relations, represents a meaningful opportunity to celebrate the enduring friendship between the two countries and consider the possibilities for deeper cooperation.
The collaboration between the South Korean embassy and the RAC demonstrates the value of diplomacy, academic engagement and policy dialogue in advancing international partnerships.
As Cambodia and South Korea look toward the future, their shared task is to transform the achievements of the past 30 years into new opportunities for peace, prosperity, innovation and sustainable development. Through continued dialogue, practical cooperation and investment in the next generation, the two countries can work toward a stronger and more dynamic partnership that benefits both peoples and contributes positively to the region and the international community.
