Mexico‘s government said on Wednesday 21 October 2026 that its crackdown on fuel theft and fuel smuggling has led to 2,539 detentions this year. It also reported 173.7 million liters of fuel seized or recovered, according to figures presented at the president’s daily press conference.
The campaign targets both stolen fuel and so-called “huachicol fiscal”, the import of fuel with false paperwork to avoid tax. It matters in the United States because Mexico buys a large share of US fuel exports, and stricter customs checks change how those cargoes are documented.
What Officials Announced
Officials reported 2,539 people detained, 2,224 companies closed for selling fuel without the required permits, and 173.7 million liters of fuel seized in 2026. They also said 5,572 transport units, such as tanker trucks and trailers, had been seized.
Fuel stations were a second target. Authorities said 6,483 fines had been issued to 2,032 stations that lacked proper volumetric controls, meaning accurate meters that show how much fuel is actually pumped.
The figures are government claims presented at the press conference. Detentions are not convictions, and the government did not say how many of the 2,539 people have been formally charged.
The Tax Fraud Side of the Trade
President Sheinbaum said fuel smuggling is not only a matter of organised crime. She described abuses along the whole chain, from importation to retail, including tax evasion, manipulated pump controls and invoicing schemes.
Officials said 180 importers were removed from the official register for alleged smuggling. They also identified 175 “factureras”, shell firms allegedly used to issue or receive false invoices, and the tax authority reported 152 cases.
The Federal Tax Attorney’s Office filed 127 criminal complaints for tax fraud, while the National Energy Commission reported 150 cases over inconsistent volumes. The customs agency reported 11 cases involving false import declarations.
Customs and Tax Revenue
Inspections at 14 customs offices led importers to correct declarations covering 1.952 billion liters of fuel. Officials tied 13.664 billion pesos (about US$732 million at 18.66 pesos per dollar) in excise tax, known as IEPS, to those corrections.
The government also said the controls produced about 48 billion pesos (about US$2.6 billion) in additional tax revenue. Officials said fuel import declarations rose 10.54%, from 23.933 billion liters to 26.455 billion liters.
The National Energy Commission said 61,557 fuel-transport units are now registered with GPS and QR-code tracking, about 93% of the total. Exchange rates here use the EODHD market rate for the Mexican peso on 21 October.
Open Questions on the Seized Fuel
Officials did not publish a state-by-state breakdown of arrests or seizures. The reports reviewed do not say how much of the 173.7 million liters was stolen fuel and how much was smuggled.
What It Means for You
For US refiners, traders and shippers selling fuel into Mexico, the main effect is closer scrutiny of import paperwork. Cargoes with unclear documentation or unregistered buyers are likelier to face delays.
For US readers following border security and energy trade, the numbers show Mexico treating fuel fraud as a tax and security issue together. If enforcement holds, legitimate importers could gain market share from those who relied on false declarations.
What Is Not Known
The government has not said how many detainees will face trial or how many of the closed companies will be allowed to reopen. The period covered by each category of results is also not fully specified, beyond the 2026 totals reported.
Independent confirmation of the tax-revenue figures is not yet available. It is also unclear how much of the 48 billion pesos will prove collectable.
