LIMOGES — Flames engulfed the 143-year-old city hall in Limoges, central France, on the 17th after the building was attacked by part of a crowd of protesters. About 550,000 people took to the streets across France that day to protest surging living costs, local authorities said, with large-scale violence erupting in major cities including Paris, where vehicles were set on fire and shops were looted.
