Ethiopia vs Eritrea: Who Would Win a War?

IN-DEPTH · ETHIOPIA · ERITREA

In any Ethiopia vs Eritrea military comparison, Ethiopia is far larger, with 38 times the people, three times the troops and armed drones. Size alone would not decide a war, as Eritrea’s mass conscription, fortified highlands and the 1998-2000 war all show.

Federal troops reached the border town of Zalambessa by 13 October, and Eritrea now accuses Ethiopia of plotting to seize its port of Assab. This analysis weighs the two armies with specialist and official sources, and says plainly where the evidence runs out.

For American readers, the stakes lie beside the Bab el-Mandeb, the narrow strait between the Red Sea and the Gulf of Aden. The United States asked the UN Security Council to discuss the escalation, and closed consultations were scheduled for 13 October at its request (Security Council Report, 2026).

The Two Armies Side by Side

Neither government publishes a full order of battle, so every figure below is an estimate from a named source. Where good sources disagree or are old, we say so rather than invent precision.

In the Ethiopia vs Eritrea military balance, the manpower gap is less decisive than it looks, because Eritrean national service keeps many adults on call. The UN Special Rapporteur on Eritrea reported in May 2025 that service length is arbitrary, often lasting several years to over two decades.

The same report said the Special Rapporteur had received information in February 2025 that Eritrea had begun a nationwide mobilisation. It also found that all final-year school students must study at the Sawa military camp, so almost every young Eritrean receives military training.

The budget gap is clearer, though the trend is misleading. SIPRI’s figure for Ethiopia fell from US$1.23 billion in 2023 to US$528 million in 2025, mainly because the birr was floated in 2024.

Eritrea is a black box. SIPRI last estimated its spending for 2003, at about 21% of the economy, and Asmara has published no defence budget since.

Air Power and Drones

Drones are the clearest Ethiopia vs Eritrea military difference. Addis Standard, an Addis Ababa news outlet, lists Turkish Bayraktar TB2 and Akinci, Chinese Wing Loong and Iranian Mohajer-6 drones in federal service.

Ethiopia first used armed drones at scale in the Tigray war of 2020 to 2022, with 51 drone attacks recorded by ACLED in 2021 and 53 in 2022. ACLED, a US-based conflict monitor, counts 102 federal drone strikes in Amhara alone since April 2023.

In October the drones were turned on Eritrean troops inside Tigray, with ACLED recording strikes near Adigrat overnight into 8 October. The Critical Threats Project, a tracker at the American Enterprise Institute, tied a satellite image of a destroyed truck to that road.

Eritrea publishes nothing on its air force, and a UN arms embargo barred it from importing weapons from 2009 to 2018. Its air-defence holdings are not publicly documented, so how well it could shield troops and ports from drones is unknown.

Air power has limits in mountain warfare. Drones can punish columns on open roads, but troops dug into rock and trenches are harder to find and to hit.

Terrain, Trenches and the Lessons of 1998-2000

The last war began in May 1998 over Badme, a small town on the western border, and ended with a ceasefire in June 2000. Crisis Group put the dead at some 100,000, and more than a million people were uprooted.

Fighting ran along three fronts: Badme in the west, Tsorona and Zalambessa in the centre, and Bure on the Assab road. Both armies dug long trench lines, and frontal attacks often cost heavy losses for little ground.

Ethiopia finally broke through in the west in May 2000 and pushed into Eritrea before the ceasefire. Yet the Algiers Agreement of 12 December 2000, the peace deal signed in Algeria, handed the border question to an independent commission.

On 13 April 2002 the Eritrea-Ethiopia Boundary Commission (EEBC), set up under that deal, ruled on the roughly 1,000-km border. It placed Badme in Eritrea, a ruling Ethiopia resisted until Prime Minister Abiy Ahmed accepted it in 2018.

For any Ethiopia vs Eritrea military contest today, the lesson is that Ethiopia won the decisive battles of 2000 but lost the border case. Eritrea’s steep highlands and prepared positions still favour whichever side is dug in and waiting.

Who Fights With Whom

The Tigray Defence Forces (TDF), the armed wing of the Tigray People’s Liberation Front (TPLF), withdrew from Mekelle in early October. The TPLF, which dominated Ethiopia’s government until 2018 and is led by Debretsion Gebremichael, says any loss of towns is temporary.

Crisis Group reported in February that Debretsion’s wing had thawed relations with Eritrea, which the faction denies. On the other side, the Tigray Peace Force, an armed group linked to former interim regional leader Getachew Reda, fights alongside federal troops.

Fano, a loose network of Amhara militias fighting the federal army since 2023, is cutting supply lines into Tigray. Critical Threats says the Amhara Fano National Movement took Wurgessa on 3 October and Mehal Meda on 7 October.

Egypt, locked in a dispute with Ethiopia over the Grand Ethiopian Renaissance Dam on the Nile, has drawn closer to Eritrea. On 4 October Egypt, Eritrea, Somalia and Sudan’s army-led government issued the El Alamein joint declaration on Red Sea governance.

Ethiopia’s drones come from Turkey, China and Iran, and its newest fighters are Russian-built. Crisis Group describes Abiy as close to the United Arab Emirates, while claims of fresh arms deliveries to either side remain unconfirmed.

Three Scenarios

Scenario one, a limited push towards Assab: Ethiopian forces would strike across the Afar lowlands at Eritrea’s southern port, near the Bab el-Mandeb. Crisis Group warned in February that even a limited campaign could drag Ethiopia into a wider conflict and leave it exposed on other fronts.

Those other fronts are real, since federal troops are already fighting in Amhara and Oromia as well as Tigray. Taking a port by force would breach Article 2(4) of the UN Charter, and Eritrea has already sought Chapter VII measures.

Scenario two, a border war on the old fronts: fighting would return to Badme, Zalambessa and Bure, where Asmara is entrenching its army. Crisis Group reported that Ethiopian commanders fear being bogged down in an exhausting conflict against a dogged opponent.

Scenario three, an Eritrean incursion, which the main betting market prices: Eritrean units would cross into Tigray to hold a border buffer zone. Critical Threats judged on 8 October that Eritrea aimed to shore up such a buffer rather than launch a full invasion.

A senior Ethiopian official claimed Eritrea had sent one mechanised and three infantry divisions, which Critical Threats could not verify. It also found no large Eritrean build-up near the border, and monitors reported that units near Adigrat had pulled back.

Who Would Prevail, and at What Cost

On a conventional battlefield, Ethiopia holds the stronger hand, with more troops, a far larger economy, combat drones and newer aircraft. Crisis Group calls Ethiopia the stronger power and says its force dwarfs Eritrea’s.

Eritrea’s advantages are defensive: mountain terrain, prepared positions and a population trained for war through national service. President Isaias Afwerki, in power since independence in 1993, led the rebel army that fought Ethiopia for decades before that.

On the evidence available, open war would most likely bring Ethiopian gains at heavy cost, not a quick Eritrean collapse. The main unknowns are Eritrea’s real troop strength, its air defences, the loyalty of Tigrayan forces and whether outside powers step in.

Winning battles is not the same as ending a conflict, as Part 4 of this series explains. Ethiopia’s army had the upper hand in 2000 and in late 2022, yet both wars ended in deals that left core disputes open.

What the Markets Say

Polymarket bettors gave Eritrea a 17.5% chance of invading Ethiopia by 31 October and 21.5% by 31 December (15 October, 4:03 a.m. ET). About US$96,000 has been traded on that market, and the December price has fallen from about 63% a week earlier.

Under the market’s rules, Eritrean forces must enter Ethiopia in an operation that controls territory, and stays of under 48 hours do not count. Mere presence of Eritrean troops does not qualify either, which matters because Eritrean units have been reported inside Tigray.

A second market, on Ethiopia striking Eritrean territory from the air or with missiles, priced 24% by 31 October and 59% by 31 December. It is thin, with only about US$470 traded, so a handful of bets can move it.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

Assab sits close to the Bab el-Mandeb, the southern gate of the Red Sea route to the Suez Canal used by Asia-Europe shipping. A war there would add risk to a lane already disrupted by Houthi attacks from Yemen since late 2023.

Washington requested the Security Council consultations, and the State Department already tells Americans not to travel to Tigray or the Eritrean border area. For investors, a wider war would weigh on Ethiopia’s economic reforms and on shipping and insurance costs in the region.

What Is Not Known

No reliable public count exists for either army’s tanks, artillery or aircraft, and Eritrea has published no defence budget in over two decades. Eritrea’s real strength after years of desertion and emigration is also unknown.

It is not confirmed whether Eritrean troops remain inside Ethiopia, or whether the Security Council consultations scheduled for 13 October produced any outcome. Neither government has published casualty figures for the October fighting.

How Egypt, the Gulf states or Turkey would act in an open war is not known. Nor is it clear whether Abiy intends to use force for Assab, as Eritrea alleges, or is using the threat as a bargaining tool.

Frequently Asked Questions

Ethiopia vs Eritrea military: who is stronger?

Ethiopia, by most measures: it has at least three times the troops, a far larger economy and an armed drone fleet. Eritrea’s strengths are defensive, with mountain terrain, prepared positions and near-universal military service.

Would Ethiopia win a war against Eritrea?

Ethiopia would probably gain ground, but Crisis Group reports that Ethiopian commanders fear an exhausting conflict against a dogged opponent. The 1998-2000 war killed some 100,000 people, and the border was settled by a commission rather than on the battlefield.

Why does Ethiopia want the port of Assab?

Ethiopia has been landlocked since Eritrea became independent in 1993 and ships most of its trade through Djibouti. Prime Minister Abiy Ahmed has made direct sea access a national goal, and Eritrea says Ethiopian generals have named Assab as their target.

Is Eritrea going to invade Ethiopia?

Polymarket bettors put the chance at 21.5% by 31 December, and the Critical Threats Project found no large Eritrean build-up near the border. Eritrean units did enter Tigray in early October, but monitors said they were pulling back by 8 October.
