Senegal Halts Sugar Imports From November

SENEGAL · RICHARD-TOLL · TRADE

Senegal will stop importing sugar again from November, for eight to nine months, to give the market back to its domestic producer, the Compagnie Sucrière Sénégalaise (CSS). The Ministry of Industry and Commerce announced the freeze on Saturday, 17 October, in a communiqué signed by Minister Serigne Guèye Diop, and the state daily Le Soleil reported it late on Sunday.

For foreign traders, the move closes a West African market that bought about US$120 million of sugar in 2025, nearly three quarters of it from Brazil. For investors, it shows Dakar protecting jobs at a company that calls itself Senegal’s largest private employer even though imported sugar is cheaper, days before a planned general strike.

What the Ministry Decided

The communiqué says imports, already suspended from November 2025 to August 2026, will be halted again from November for a planned eight to nine months. The exact period will be adjusted to local production and the real needs of the market, the ministry wrote.

The tool is the food import declaration, or DIPA, that importers must file before bringing sugar into the country. The ministry will stop issuing them as soon as CSS effectively restarts industrial work, and it repeats a rule that a security stock equal to one month of national consumption must be held.

CSS holds about 30,000 tonnes of sugar, the communiqué says, adding that the company itself has used DIPAs to top up its supply. The ministry presented the text as a clarification after “recent measures” that opened sugar imports, without listing them.

The ministry says it is “fully aware” that imported sugar is currently cheaper than local sugar, a gap that makes the switch between the two complicated. Its stated goal is to protect household purchasing power while supporting local industry.

Why Imports Reopened and Now Close Again

The ministry reopened the market on 15 July 2026 to avoid shortages before the Magal of Touba and the Gamou, two of Senegal’s largest religious gatherings. Its July communiqué said no sugar import permit had been granted since 15 December 2025, and that August to November are normally covered by imports.

That statement put CSS output at 140,000 tonnes a year and national consumption at about 25,000 tonnes a month, or roughly 300,000 tonnes a year. On those figures, local production covers less than half of a full year’s demand.

Workers at CSS pushed back in October. On 14 October union leader Amary Diouf said the company was sitting on about 50,000 tonnes of unsold sugar and complained of a “proliferation” of import permits.

He asked that sugar be protected the way onions are, with no imports while the local harvest lasts, and warned that the old stock could pile onto the 2026-2027 campaign. In July another union leader, Malick Ba, had warned that more than 7,500 jobs could be at risk if imports exceeded real needs.

Who Is Who

Serigne Guèye Diop is Senegal’s minister of industry and commerce, whose ministry issues the import declarations and has pledged to keep sugar supplied at stable prices. CSS is a private company in Richard-Toll, on the Senegal River in the north, whose managing director, Guillaume Ranson, said in June 2025 that it had 8,000 employees and ranked first among private employers.

Amary Diouf leads the CSS branch of the CNTS/FC union confederation and is its deputy national secretary general. The separate CNTS confederation, led by Mody Guiro, has called a general strike for 21 to 23 October over wider demands.

What It Means for US Readers

Brazil is the exporter most exposed to the freeze. Senegal’s trade data in the UN Comtrade database show sugar imports of about US$120 million in 2025, of which about US$89 million, or roughly 212,000 tonnes, came from Brazil.

An eight to nine month stop removes most of that demand until about July or August 2027. The logic will be familiar in Washington, since the US sugar program uses tariff-rate quotas and high out-of-quota tariffs to restrict imports and keep domestic prices above world levels.

For holders of Senegal’s dollar bonds, the decision is a signal of priorities. The government chose to protect a large industrial employer while admitting that imported sugar is cheaper, at a time when union confederations are threatening a general strike.

Eight ministers were due to brief the press in Dakar on Monday at 5 p.m. on the social climate, the government’s information office said. Prime Minister Ahmadou Al Aminou Lo has asked unions to suspend the strike and proposed a three-month moratorium on stoppages.

What Is Not Known

The ministry has given no start date beyond November, because the freeze depends on CSS restarting its factory. It has also not said whether 30,000 tonnes in stock plus new output can cover demand of about 25,000 tonnes a month for up to nine months.

Nor has it said how it will handle the price gap, whether through price ceilings, taxes or support for CSS. The stock figures also differ, with unions citing about 50,000 tonnes of unsold sugar on 14 October and the ministry citing about 30,000 tonnes three days later.

The ministry’s own dates do not match, as its July communiqué dated the last freeze from 15 December 2025 while Saturday’s text says November 2025. CSS management had made no public statement on the new measure by Monday morning.

What Comes Next

The next cane campaign at Richard-Toll is due to start on 15 November, according to the CSS unions, and the import stop should follow once the factory is running. The ministry, which praised the “constructive spirit” of its talks with CSS management and unions, called on all parties to keep shops supplied and the social climate calm.
