Chile Bolivia Relations: Kast Visit Explained

BOLIVIA · EXPLAINER

Chile Bolivia relations still turn on a coastline lost in 1879, and President José Antonio Kast’s Friday 16 October visit to La Paz is the first state visit of its kind in 71 years. This explainer sets out how the rupture happened, what keeps the two capitals talking and what a thaw would change.

For US readers, most Bolivian export cargo leaves through Chilean ports, and the governments also discuss mining, power links and drug controls. The day-by-day account of the visit is in Kast Meets Rodrigo Paz in Bolivia Friday.

How Bolivia Lost Its Coastline

Chile declared war on Peru and Bolivia on 5 April 1879, and in that War of the Pacific it occupied Bolivia’s coastal territory, the International Court of Justice records. A truce in 1884 left Chile governing the occupied coast.

The 1904 Treaty of Peace and Friendship recognised that territory as Chile’s “absolutely and in perpetuity”. In Article VI, Chile granted Bolivia “the amplest and freest right of commercial transit in its territory and its Pacific ports”, the court’s judgment says.

That transit right is why the port question is practical as well as symbolic. Camex general manager Mario Rojas told El Deber that about 80% of Bolivian export cargo leaves through Chilean ports.

The Breaks of 1962 and 1978

Bolivia severed diplomatic relations with Chile on 15 April 1962 over Chile’s use of the Lauca River waters, according to the ICJ judgment. Ambassador-level ties returned after the Charaña meeting of Presidents Hugo Banzer and Augusto Pinochet on 8 February 1975, El Deber recalls.

On 17 March 1978 Bolivia suspended relations again, citing Chile’s lack of flexibility in the negotiations, the judgment records. Since then each country has kept consular offices but no ambassadors, El Deber notes citing EFE.

In August 1955 Carlos Ibáñez del Campo made the last Chilean presidential visit to Bolivia, returning a visit that Víctor Paz Estenssoro had paid to Arica. El Deber says that January visit produced an economic complementation treaty.

What the Court Decided in 2018

Bolivia filed its case at the ICJ on 24 April 2013, arguing that Chile must negotiate in good faith to give it sovereign access to the Pacific. The court rejected Chile’s preliminary objection on 24 September 2015 and ruled on the merits on 1 October 2018.

By 12 votes to 3, it found that Chile had not undertaken a legal obligation to negotiate sovereign access. It added that this did not preclude the two countries from continuing dialogue “in a spirit of good neighbourliness”.

The claim remains politically live in Bolivia, and Red Uno’s agenda list includes it only as keeping dialogue open. Former president Evo Morales said on Thursday that failing to negotiate the sea question at the meeting would be “treason to the homeland”, Opinión reported.

Chile Bolivia Relations in 2026

Kast met Rodrigo Paz in Panama as president-elect on 29 January and said trade between the two countries was “very, very strong”, 24 Horas reported. Paz then travelled to Santiago for Kast’s inauguration on 11 March and proposed joint work on mining, Correo del Sur said.

Foreign ministers Francisco Pérez Mackenna and Fernando Aramayo met at the Chungará–Tambo Quemado crossing on 23 April, CNN Chile reported. On 8 October Mr Pérez Mackenna and Bolivia’s Héctor Huanca agreed to share more information against drug trafficking without hindering legitimate trade, Emol reports.

Bolivia’s Minister of the Presidency, Fernando Aramayo, said the 11-point agenda was agreed in December, El Deber reports. La Tercera lists a mining memorandum, terms of reference for the ACE 22 pact and fibre-optic, health and power-link initiatives as the documents on the table, and the earlier preview is in Chile’s Kast to Visit Bolivia on 16 October.

Why Trade and Ports Dominate the Agenda

Bolivian exports to Chile totalled US$2.8 billion from 2000 to August 2026, against imports of US$10.7 billion, El Deber reports from national statistics compiled by the institute IBCE. That leaves a cumulative Bolivian deficit of about US$7.9 billion.

Economist and career diplomat Windsor Hernani says the 1993 trade pact, ACE 22, has produced unfavourable results for Bolivia. He argues that Chile applies “managed trade” through permits and sanitary requirements.

Pauta says the planned terms of reference to modernise that pact cover rules of origin, e-commerce and sanitary mechanisms, and La Tercera says signing them is not a new trade treaty. Chilean consul Roberto Ruiz also previewed mining cooperation and a link to the Humboldt submarine cable.

Bolivian timber held in Chilean ports is the sensitive item, after Chilean authorities reported illicit substances in June, La Tercera says. That remains an allegation, and former president Jorge “Tuto” Quiroga questioned the 108-ton quantity and asked Chile for evidence.

What It Means for You

For US investors, a signed text on mining, power links or port procedures would be a concrete signal for Andean supply chains. Warm words without documents would change little for cargo, costs or project risk.

La Paz’s departmental chamber of commerce proposed uninterrupted service at the Tambo Quemado border crossing, El Deber says. No new border rule has been announced, so travellers should still check crossing conditions before a trip.

What Is Not Known

By midday in La Paz, El Deber, Red Uno and Unitel had reported no signed text, and La Tercera wrote that the signing of the agreements and the joint declaration was still under way. The contents of the declaration, and any commitment on ambassadors or sea access, had not been published when this article was written.

Whether ambassadors will return is not established, although a former Chilean consul in La Paz told La Tercera that a restoration is possible but the initiative lies with Bolivia. The timber case, the sea-access claim and Bolivian opposition to any deal without it also remain unresolved.
