The approach prioritises European industries, technological independence and wider access to AI, potentially strengthening competitiveness, innovation and sustainable economic growth across the EU.
According to Eurostat, 20% of EU businesses used artificial intelligence in 2025, up from 13.5% in 2024. Adoption varied considerably, reaching 55% among large enterprises compared with 19% among smaller businesses.
Denmark recorded the highest adoption rate at 42%, while Romania had the lowest at 5.2%. The European Commission’s Apply AI Strategy aims to accelerate adoption across strategic industries, particularly among small and medium-sized enterprises.
