Pakistan, Türkiye, Qatar and Indonesia are expected to sign a defence industry cooperation agreement on Wednesday, according to TRT World.
Many analysts on X suggest this deal could outclass the current US-Israel military partnership.
Türkiye’s Defence Minister Yasar Guler is scheduled to travel to Qatar for the signing, according to Anadolu Agency. Guler was expected to depart for Doha on Tuesday afternoon.
Qatar Plans Domestic Defence Production Hub
The planned agreement comes as Qatar prepares to announce a new initiative to expand its domestic defence manufacturing capabilities.
Qatar’s Minister of State for Defence Affairs, Sheikh Saoud bin Abdulrahman Al Thani, said Monday at the Global Security Forum in Doha that the country would soon announce plans for a local defence production hub.
Al Thani said Qatar was working with regional and international partners, including the United States, the United Kingdom and France, to develop its defence capabilities and explore investment opportunities in defence companies.
He also indicated that Qatar would announce a separate partnership aimed at strengthening defences against ballistic missiles, drones and cyberattacks. He did not provide further details about that initiative.
Regional Security
The announcements come amid the U.S.-Israeli war on Iran, which has affected Qatar’s energy infrastructure and maritime trade.
Qatar shut down much of its main liquefied natural gas complex at Ras Laffan shortly after hostilities began, while restrictions on shipping through the Strait of Hormuz disrupted trade through the strategic waterway.
These developments have added to regional security concerns as countries explore ways to strengthen their defence capabilities and protect critical infrastructure.
Türkiye and Qatar have expanded their strategic partnership in recent years, increasing cooperation in defence, security, trade and investment.
The two countries maintain a joint military command in Doha and coordinate on regional issues. In October 2025, they signed a memorandum of understanding on defence industry cooperation as part of broader efforts to deepen bilateral relations.
The proposed four-country agreement would bring Pakistan and Indonesia into a wider framework for defence industry cooperation with Türkiye and Qatar. However, the specific commitments and practical outcomes of the planned memorandum have yet to be announced.
