The recent ouster of Geoffrey Mosiria from Nairobi County's executive structure has drawn fresh attention to the financial package tied to one of City Hall's most prominent chief officer positions.

Public estimates place Mosiria's total monthly compensation at approximately KSh 470,000, a figure that sits above the standard baseline for the role and likely reflects seniority and progression through the pay scale.
Chief officer basic salary and allowances
The Salaries and Remuneration Commission (SRC) established the foundational pay framework for county executives in 2013. A Nairobi County Chief Officer in Job Group "S" currently earns a basic salary ranging from KSh 133,870 to KSh 197,800 per month, revised upward from the initial 2013 range of KSh 120,270 to KSh 180,660.
Officers begin at the minimum point upon appointment and progress annually toward the ceiling, depending on their incremental position within the job group. This basic salary forms the pensionable core of the package.
On top of the basic pay, chief officers receive a monthly house allowance of KSh 60,000 and a commuter allowance of KSh 20,000.
Where no official vehicle is assigned, the SRC framework permits an interim commuter allowance, though the chief officer structure generally consolidates this into the standard figure.
Medical cover, gratuity, and other benefits
Medical cover under the SRC framework extends to the officer, one spouse, and up to four dependent children aged below 25 years.
The benchmarks set for county executives include inpatient cover of KSh 3 million, outpatient cover of KSh 200,000, maternity cover of KSh 100,000, and dental and optical cover of KSh 50,000 each.
Chief officers serve on fixed-term contracts and are entitled to a service gratuity calculated at 31% of annual basic pay for every year served, as confirmed in court documents relating to Nairobi City County chief officers.
Where a pension scheme applies, the SRC sets the employer's contribution rate, though an officer cannot draw from both a pension and a gratuity for the same period of service.
The SRC framework also provides group life insurance and personal accident cover equivalent to three times the annual pensionable emoluments.
Access to car loans and mortgage facilities is available at an interest rate of 3% per annum, with car loan repayment periods of up to five years and mortgage terms extending to twenty years, subject to available funds.
Airtime is provided at SRC-set rates, while an annual leave allowance for the comparable CECM tier stands at KSh 35,000.
Mosiria has consistently declined to disclose his precise payslip, saying only that his earnings are "enough" for his needs and that he directs 10% of his salary toward supporting and rescuing street children.
What the breakdown makes clear is that the chief officer's compensation is a composite package, combining basic pay, structured allowances, comprehensive medical benefits, retirement gratuity, insurance cover, and access to loan schemes, which helps explain why the position remains among the most sought-after in Nairobi's county administration.
