US Embassy Staff Return to Caracas

Embassy Returns to Caracas

The U.S. Embassy in Venezuela confirmed on Saturday that all personnel are now working from Caracas, a visible step in the Venezuela-US tensions story after years of broken diplomatic ties. John M. Barrett, the U.S. chargé d'affaires and top American diplomat in Venezuela, said the mission's goal is to reach a third phase leading to free and fair elections.

Barrett said the expanded presence allows Washington to work directly with Venezuelans on stability and essential services. He cited stabilizing the electrical grid and strengthening health services as priorities, alongside economic recovery.

Three-Phase Plan and Talks

The embassy announcement follows the third round of reconciliation talks between Venezuela's interim government and the opposition-linked 2015 National Assembly. Those talks ended in Caracas on 21 October after six days of negotiations.

The U.S. State Department said the round produced agreement to review and amend repressive laws to expand political and social freedoms. It also said the parties advanced work toward rebuilding an independent Supreme Court.

Reports on the talks say a judicial appointments committee is due to select 32 new magistrates.

Washington said more than 1,000 political prisoners have been released since the January U.S. operation that removed Nicolás Maduro. The State Department also demanded the immediate release of those still detained.

Oil and Economic Context

Interim President Delcy Rodríguez and Barrett inspected an oil project in Zulia state on Friday, 23 October. Rodríguez said production at the field reached 115,000 barrels per day, with a target of 120,000 barrels per day by December.

The inspection formed part of an August energy agreement that gives Washington access to approximately one-quarter of Venezuela's oil reserves. U.S. imports of Venezuelan crude averaged 701,000 barrels per day in July, the highest since May 2017, according to Argus.

Opposition Pressure

Opposition supporters demonstrated in Caracas and elsewhere on 22 October, demanding an election date, the return of opposition leader María Corina Machado, and the release of political prisoners. Reports described the mobilization as the largest opposition demonstration since Maduro's removal.

Machado, living in exile in Panama, has endorsed 24 July 2027 for the presidential election, a date first floated by U.S. Senator Bernie Moreno. No official election date has been set.

What It Means for US Readers

For U.S. readers, the embassy's return signals that Washington is moving from crisis management toward a formal electoral-transition process in Venezuela. American companies and investors are already involved in Venezuelan oil and mineral projects under agreements signed since Maduro's removal.

The U.S. government has framed the diplomatic mission's end goal as free elections, not merely oil access or security cooperation. That distinction matters for U.S. policy debates over sanctions relief and energy deals.

What Is Not Known

No official date has been announced for Venezuela's presidential election, despite government and opposition negotiators saying they have the political will to hold one. Opposition leader María Corina Machado has endorsed 24 July 2027, but the talks set no date.

The timetable for Venezuelan visa processing and full consular operations at the U.S. Embassy is unclear. The embassy serves U.S. citizens but is not yet issuing Venezuelan visas.

The legal basis and ownership structure of the U.S.-Venezuela oil agreement remain disputed. Critics argue the energy deals lack democratic legitimacy.
