Shillong, Oct 19: Meghalaya has notified its Electric Vehicle (EV) Policy, 2026, offering purchase incentives, exemptions on motor vehicle tax and registration fees, and scrappage benefits to encourage the adoption of electric vehicles across the State.
The policy, notified by the Governor, also provides for expanding charging infrastructure, promoting battery-swapping facilities and attracting private investment in green mobility.
The new policy replaces the Meghalaya Electric Vehicle Policy, 2021, and will remain in force for three years from the date of its notification in the Official Gazette.
With approximately 6.53 lakh registered vehicles in Meghalaya as of June 2026, including more than 2,500 electric vehicles, the Government is seeking to expand EV adoption across private transport, commercial fleets, public transport, tourism and shared mobility.
Incentives for electric vehicle buyers
The policy provides purchase incentives for eligible electric two-wheelers, three-wheelers and four-wheelers, subject to price ceilings, vehicle category limits and availability of funds.
Private electric four-wheeler buyers will be eligible for an incentive of ₹25,000, while commercial electric four-wheelers will receive ₹50,000. The ex-factory price ceiling for the category is ₹35 lakh, with incentives capped at 3,000 vehicles in each category.
Electric two-wheelers with an ex-factory price of up to ₹1.75 lakh are also covered. Separate incentives will be available for private and commercial buyers, with a limit of 2,000 vehicles in each category.
Commercial electric three-wheelers, including auto-rickshaws and goods carriers, will be eligible for incentives, with a cap of 500 vehicles.
The incentives will be disbursed on a first-come, first-served basis, subject to conditions and procedures prescribed by the Transport Department.
Eligible electric vehicles registered in Meghalaya during the policy period will also receive exemptions from motor vehicle tax and registration fees. The exemptions cover specified private and commercial vehicles, including electric buses.
Scrappage benefits for older vehicles
The policy offers additional financial support to buyers who replace qualifying older vehicles with new electric vehicles.
Eligible applicants can receive ₹10,000 for an electric two-wheeler, ₹25,000 for an electric three-wheeler, ₹50,000 for a private electric four-wheeler and ₹2 lakh for a commercial electric four-wheeler.
The benefits are limited to the first 400 eligible two-wheeler applicants, 50 three-wheeler applicants and 300 applicants each for private and commercial four-wheelers.
To qualify, the old vehicle must be a BS-IV or earlier vehicle registered in Meghalaya and scrapped at an authorised Registered Vehicle Scrapping Facility. The applicant must be its registered owner.
Charging stations and battery-swapping facilities
Expanding the charging network is a key component of the policy, which calls for a geographically distributed system of public charging stations and battery-swapping facilities.
The Transport Department will coordinate infrastructure planning and development with agencies including the Meghalaya Power Distribution Corporation Limited (MePDCL), Tourism Department, Urban Affairs Department, Public Works Department and local bodies.
The process will involve identifying suitable locations, assessing electricity requirements and deploying facilities in phases. Electricity supplied to public charging stations will be charged at tariffs notified by the competent authority.
The Government may also make suitable land available on lease or through other notified arrangements to facilitate private investment in charging infrastructure.
Government seeks private investment
The policy aims to encourage businesses and start-ups to establish operations in areas such as charging infrastructure, battery management, vehicle servicing, fleet operations, digital mobility solutions, research and development, and skill development.
Eligible projects may seek approvals and investment facilitation through the Meghalaya Single Window System on the Invest Meghalaya Portal.
Green mobility enterprises may also access benefits under applicable schemes, including the Centre’s Uttar Poorva Transformative Industrialization Scheme (UNNATI), 2024, and the Meghalaya Industrial and Investment Promotion Policy (MIIPP), 2024, subject to their eligibility.
Government departments, public sector undertakings, private investors and institutions may submit proposals for EV-related projects. These will be assessed on their technical and financial feasibility, environmental benefits and contribution to electric mobility.
Transport Department to oversee implementation
The Commissioner of Transport has been designated as the nodal agency for implementing and monitoring the policy.

A State Level Committee, chaired by the senior-most Secretary in charge of the Transport Department, will examine incentive claims, consider infrastructure proposals and oversee implementation.
Eligible buyers will be able to apply for purchase incentives through the Meghalaya EV Subsidy Portal. The nodal agency will issue separate operational guidelines specifying documentation, application procedures and timelines.
