China has a new state-owned company, and its job is to turn the country’s vast pile of data into fuel for artificial intelligence.
The China National Data Group Co., Ltd. launched on October 20, 2026, in Xiongan New Area in Hebei province. Beijing is treating data the way earlier generations treated steel: as a strategic resource that needs a national champion.
What the new group will actually do
The group is designated as a national platform. Its brief covers three areas: sharing data across industries, governing that data, and providing secure data services.
A core part of the mission is producing high-quality datasets. That matters because AI systems are only as good as the material they learn from.
The group is also tasked with advancing China’s “AI Plus” initiative and building out what officials describe as a comprehensive data ecosystem.
Vice Premier Ding Xuexiang spoke at the launch ceremony. He emphasized the group’s role in strengthening China’s leadership in AI.
Officials framed the creation of the group as a strategic decision by the leadership under President Xi Jinping. They said its purpose is to optimize how resources are used within the fast-growing AI sector and to push forward the “Digital China” initiative.
The new company is now one of 100 centrally administered state-owned enterprises in China. That puts it in the same administrative tier as the country’s biggest state-controlled firms.
The data advantage China is trying to cash in
In 2025, China’s data output reached 52.26 zettabytes. That figure accounted for approximately 27.44% of the global total.
The new company does not operate in a vacuum. It will complement the National Data Administration, which was established in 2023. The National Data Administration handles the regulatory and policy side. The new group will focus on market-oriented operations, acting as the commercial arm that actually moves and packages data.
What this means for the AI race and investors
For investors, the launch points to sustained government support for AI and related sectors. Industries that lean on AI capabilities, including technology, healthcare, and smart cities, could see opportunities emerge if state-backed datasets become easier to obtain.
Officials explicitly framed the group as strengthening the country’s position in the global AI landscape. With more than a quarter of global data output, China is betting that organized access to that resource becomes a lasting edge.
