PUTRAJAYA: The government plans to introduce a licensing regime for e-commerce platform operators, including those based overseas but offering services to consumers in Malaysia.
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the proposal was among the key matters discussed at a steering committee meeting on the drafting of the E-Commerce Bill, which he chaired today.
"Among the key matters being considered in drafting the E-Commerce Bill is the proposal to introduce a licensing regime for e-commerce platform operators, including those operating from overseas but offering services to consumers in Malaysia.
"The measure aims to strengthen platform accountability, ensure compliance with national laws and establish a safer, more transparent and responsible e-commerce ecosystem," he said in a statement today.
He said the proposed regulatory measures would be refined, taking into account the jurisdiction of the relevant ministries and agencies as well as appropriate implementation requirements.
"The drafting of the E-Commerce Bill also emphasises protecting the interests of local traders to ensure they can compete fairly in the digital marketplace.
"The government wants to ensure that all parties, including overseas platforms and sellers, are subject to appropriate levels of responsibility and compliance," he said.
Armizan said the steering committee meeting was held to refine efforts to strengthen the legal framework governing the country's e-commerce ecosystem.
He said the bill aimed to establish a more comprehensive legal framework in line with the rapid growth of the digital economy and the increasing complexity of online transactions.
The proposed bill is based on four key areas: consumer protection; the responsibilities of online marketplace operators, online vendors and consumers; efficient dispute resolution mechanisms; and alignment with international model laws.
Prime Minister Datuk Seri Anwar Ibrahim said when tabling Budget 2027 in the Dewan Rakyat last Friday that the government would introduce the E-Commerce Bill to strengthen the accountability of online platforms and sellers.
