There is something profoundly disturbing about a society in which the food people eat, the medicines they take to recover from illnesses and the cosmetics they apply to their bodies can become instruments of slow poisoning.
Yet, this is the frightening reality confronting Nigeria as counterfeit and substandard consumer products continue to threaten public health, undermine legitimate businesses and expose weaknesses in the country’s regulatory institutions.
The recent alarm raised by the National Agency for Food and Drug Administration and Control (NAFDAC) over the proliferation of counterfeit foods, medicines and cosmetics should therefore be treated as a national emergency rather than another routine regulatory announcement.
Counterfeiting is not merely a commercial offence. It is an assault on public health, an act of economic sabotage and, in its most dangerous manifestations, a form of corporate criminality. Those who manufacture, distribute and sell fake products for profit are effectively gambling with human lives.
Their victims include unsuspecting consumers who purchase what they believe to be genuine products, patients whose recovery depends on effective medication, parents who buy food for their children and citizens who trust familiar brands without realizing that the products may have been adulterated, diluted, contaminated or fraudulently packaged.
The central question is not simply why counterfeit products are multiplying. It is why a country with established regulatory institutions continues to struggle with a menace that threatens the health, economic security and confidence of its citizens.
The Human Cost of Counterfeit Products
The most immediate and devastating consequence of counterfeit foods, medicines and cosmetics is the danger they pose to human health. Unlike ordinary commercial fraud, in which a consumer loses money in exchange for a defective product, counterfeit products can inflict injuries that are irreversible. They can cause chronic illnesses, permanent disability and death.
Consider the implications of counterfeit medicines. A patient suffering from malaria, hypertension, diabetes, tuberculosis or a serious bacterial infection expects prescribed medication to contain the correct ingredients in the appropriate quantities. When that medicine is fake, the patient may receive little or no therapeutic benefit. The illness may worsen while the patient mistakenly believes that treatment is underway.
In some cases, counterfeit medicines contain dangerous substances, incorrect dosages or contaminants capable of causing additional harm. Even when they contain some of the expected ingredients, poor manufacturing practices or inadequate storage may compromise their effectiveness and safety.
The consequences extend beyond individual patients. The circulation of falsified antimicrobial medicines, for example, can contribute to antimicrobial resistance when infections are inadequately treated. This makes certain infections increasingly difficult and expensive to manage, placing additional pressure on hospitals, healthcare workers and public health budgets.
The tragedy is that the victims often have no way of identifying the deception. Counterfeiters can reproduce packaging, labels, colours, logos and product names with alarming sophistication. A product that appears authentic on a shop shelf may have been manufactured in an unregulated facility or transported through clandestine distribution networks.
Food counterfeiting presents an equally serious danger. Adulterated cooking oils, contaminated beverages, falsified food labels and products manufactured under unhygienic conditions can expose consumers to toxic substances, foodborne infections and other health complications. Where expired products are repackaged and returned to circulation, consumers may unknowingly purchase goods that have deteriorated or become unsafe.
The implications for children are particularly troubling. Their developing bodies may be more vulnerable to certain contaminants, while their dependence on adults makes them less capable of protecting themselves. Unsafe infant foods, contaminated drinks and adulterated nutritional products can undermine growth, nutrition and healthy development.
Cosmetics are not exempt from this danger. Skin-lightening creams, facial products, hair treatments and other personal-care products may contain prohibited or excessive concentrations of harmful ingredients. Depending on the substances involved and the duration of exposure, these products can cause skin damage, allergic reactions, infections, organ toxicity and other serious complications.
The disturbing reality is that consumers may be purchasing poison disguised as everyday necessities. The pursuit of profit by unscrupulous traders is therefore transforming ordinary shopping decisions into potentially dangerous encounters.
An Economy Held Hostage by Counterfeiters
Beyond its human consequences, counterfeiting imposes substantial costs on the Nigerian economy. It distorts competition, weakens legitimate enterprises, undermines investor confidence and deprives the government of revenue.
Manufacturers of genuine products must invest in research, quality control, approved production facilities, employee training, regulatory compliance, packaging and distribution. These investments contribute to the price of their products.
Counterfeiters, by contrast, frequently evade many of these costs. They may operate outside approved production systems, ignore safety standards, infringe trademarks and avoid taxes and regulatory fees. This enables them to sell products at prices that legitimate manufacturers struggle to match.
The result is an unfair market in which criminal or unscrupulous operators gain a competitive advantage over businesses that comply with the law.
When consumers unknowingly purchase counterfeit products bearing established brand names, the genuine manufacturers may suffer reputational damage. Customers who experience adverse effects from fake products may blame the legitimate companies whose names and trademarks have been copied. Over time, this can weaken brand loyalty, reduce sales and discourage investment in local manufacturing.
Small and medium-sized enterprises are particularly vulnerable. Many Nigerian businesses operate under difficult conditions characterised by high energy costs, expensive credit, inadequate infrastructure and fluctuating input prices. Counterfeit competition adds another burden, threatening the survival of businesses that are attempting to operate legitimately.
The consequences also extend to employment. When genuine manufacturers lose market share, they may reduce production, postpone expansion or lay off workers. The economy consequently loses productive capacity, while counterfeit networks profit from activities that contribute little to sustainable development.
Government revenue is another casualty. Illegal manufacturers and traders may evade taxes, customs duties and other statutory payments. The government is then deprived of resources that could support healthcare, education, infrastructure and social protection.
There are also additional public costs associated with treating illnesses caused by unsafe products, investigating outbreaks, conducting enforcement operations and disposing of seized goods. In effect, society bears part of the cost of criminal profiteering.
Nigeria cannot build a competitive manufacturing economy while allowing counterfeiters to undermine the businesses that produce genuine goods. Nor can it attract sustainable investment if investors believe that intellectual property rights, product standards and consumer protection are inadequately enforced.
The Poverty Trap and the Vulnerability of Consumers
Any serious analysis must also confront the economic conditions that make counterfeit products attractive to some Nigerian consumers.
Persistent inflation, declining purchasing power, unemployment and rising living costs have forced many households to prioritise immediate affordability over product quality. When the prices of essential medicines, food items and personal-care products increase, consumers may be tempted by cheaper alternatives.
However, affordability should not be confused with safety. A medicine that is cheaper because it contains the wrong ingredients is not a bargain. A food product sold at a suspiciously low price because it has been adulterated is not an economic benefit. A cosmetic that damages the skin or causes systemic illness may ultimately cost far more than a genuine product.
The challenge is that consumers do not always know when they are being deceived. Counterfeit products are not necessarily sold openly as fake goods. They may be presented as genuine products, complete with convincing packaging and fabricated claims of regulatory approval.
This makes the problem more complicated than simply advising consumers to buy from reputable sellers. While purchasing from trusted outlets reduces certain risks, even established distribution channels require effective oversight and traceability.
Public education is therefore indispensable. Consumers must understand the dangers of suspiciously cheap products, broken seals, altered expiry dates, inconsistent packaging and unverified online sellers. They should also know how to report suspected counterfeits and verify product registration through official channels.
Nevertheless, consumer vigilance cannot replace government responsibility. It is unreasonable to expect ordinary citizens to conduct laboratory tests before purchasing medicines or to possess sophisticated technical knowledge about food adulteration. The primary responsibility for ensuring that products entering the market meet applicable safety standards rests with manufacturers, importers, distributors and the regulatory authorities charged with supervising them.
NAFDAC and the Burden of Regulatory Responsibility
NAFDAC occupies a central position in Nigeria’s struggle against counterfeit and substandard regulated products. Its responsibilities include regulating relevant foods, medicines, cosmetics and other products within its statutory mandate, conducting inspections, overseeing registration and quality requirements, and taking enforcement action against violators.
The agency has undertaken important regulatory and enforcement activities over the years. Its continued efforts to detect unsafe products, inspect facilities, seize illicit goods and educate the public deserve recognition.
However, the persistence of counterfeit products raises difficult questions about the reach, consistency and effectiveness of regulatory enforcement. When unsafe products continue to circulate despite repeated warnings, the country must examine whether existing interventions are sufficiently preventive, coordinated and sustained.
It would be simplistic to attribute the entire problem to NAFDAC. Counterfeit supply chains may involve international manufacturers, importers, smugglers, transporters, wholesalers, retailers and online sellers. Effective control therefore requires cooperation among multiple institutions.
These include the Nigeria Customs Service, the Nigeria Police Force, the Nigeria Security and Civil Defence Corps, relevant intelligence agencies, standards and consumer-protection institutions, state and local authorities, and judicial bodies. Their respective legal responsibilities must be clearly understood and effectively coordinated.
Customs enforcement is essential because counterfeit products may enter through formal ports, informal border crossings or concealed distribution channels. Police and other law-enforcement agencies must investigate organised criminal networks rather than limiting their activities to the seizure of isolated consignments. Courts must ensure that prosecutions are handled efficiently and that offenders face penalties proportionate to the seriousness of their crimes.
Regulatory responsibility must also extend beyond confiscating products after they have entered the market. Prevention is more effective than repeatedly responding to harm after it has occurred.
This requires risk-based inspections, intelligence-led investigations, credible supply-chain monitoring, effective product traceability and stronger surveillance of online marketplaces. Manufacturers and importers should be required to maintain reliable records that enable authorities to identify the origin and movement of products when safety concerns arise.
NAFDAC must also remain adequately funded, technically equipped and operationally independent. Laboratories require modern testing equipment, skilled personnel and timely access to appropriate analytical methods. Inspectors need the resources to conduct regular inspections across the country, including in remote communities where illegal manufacturing and distribution may escape routine attention.
At the same time, regulatory processes must be transparent and predictable. Genuine manufacturers should not be subjected to arbitrary delays or inconsistent requirements, while counterfeiters exploit gaps in enforcement. Efficient regulation should protect consumers without unnecessarily obstructing legitimate enterprise.
Technology, Accountability and the Fight Against Counterfeiting
Nigeria must strengthen the technological foundations of its regulatory system. Traditional inspection methods remain necessary, but they are increasingly inadequate against sophisticated counterfeit networks operating across borders and digital platforms.
Product authentication systems, secure QR codes, digital verification platforms, batch tracking and improved supply-chain records can help consumers and regulators establish whether products are genuine. Such systems must be difficult to manipulate, regularly updated and accessible to people with limited digital literacy.
For medicines and other high-risk products, stronger traceability can help investigators identify the source of suspicious consignments and remove affected batches from circulation more quickly. Digital reporting systems can also enable consumers, pharmacists, healthcare professionals and legitimate manufacturers to flag suspected counterfeits.
Artificial intelligence and data analytics may further assist regulators in identifying unusual sales patterns, detecting suspicious online advertisements and prioritising high-risk suppliers. However, technology is not a substitute for effective enforcement. A sophisticated verification platform is of limited value if reports are ignored or offenders face no meaningful consequences.
The fight against counterfeiting must also confront corruption. Where illegal operators can bribe their way past inspections, falsify documentation or secure protection from influential individuals, regulatory laws become little more than statements of good intentions.
Allegations of official complicity must be investigated impartially, and proven misconduct must attract appropriate sanctions. Enforcement records should be transparent enough to demonstrate that investigations lead to meaningful outcomes rather than publicity alone.
Penalties should reflect the harm caused, the scale of the operation, the offender’s culpability and any previous violations. Where the law permits, criminal proceeds should be traced and recovered, and organised networks should be dismantled. Merely seizing a consignment while allowing the financiers and principal distributors to continue operating does little to eliminate the underlying threat.
A National Campaign for Consumer Protection
Government action must be reinforced by a sustained national campaign involving manufacturers, healthcare professionals, consumer organisations, the media, professional associations and civil society.
Public education should move beyond occasional warnings. It should explain how consumers can verify regulated products, recognise suspicious packaging, report suspected counterfeits and avoid dangerous online purchases. Information should be communicated in accessible language and relevant local languages, using radio, television, community meetings, social media and healthcare facilities.
Pharmacists, doctors and other healthcare professionals should be encouraged to report suspected falsified medicines and unusual patterns of treatment failure through appropriate channels. Retailers and distributors should be educated about their obligations to verify suppliers, preserve documentation and report suspicious products.
Manufacturers must also assume greater responsibility for protecting their supply chains. They should invest in anti-counterfeiting measures, maintain reliable distribution records, monitor unauthorised channels and cooperate with regulators when imitation products are discovered.
International cooperation is equally important. Counterfeiting is not confined by national borders, and products manufactured elsewhere may enter Nigeria through complex international networks. Nigeria must strengthen information-sharing and joint enforcement with relevant foreign regulators, customs authorities and international organisations.
Ultimately, the objective should be to make Nigeria an increasingly hostile environment for the manufacture, importation, distribution and sale of counterfeit products.
Conclusion: Profit Must Never Be More Valuable Than Human Life
The proliferation of counterfeit foods, medicines and cosmetics is a disturbing indictment of a market in which the pursuit of profit can be detached from responsibility for human welfare. It threatens lives, weakens legitimate businesses, reduces public revenue and places additional burdens on an already stretched healthcare system.
NAFDAC’s warnings should therefore serve as a catalyst for decisive national action. The response must go beyond public announcements and occasional seizures. It must involve stronger preventive regulation, better-equipped laboratories, improved product traceability, coordinated border enforcement, transparent prosecutions and sustained public education.
The government must recognise that protecting consumers is not an obstacle to economic growth. It is one of its essential foundations. Businesses flourish when consumers trust the market, investors believe that the rules will be enforced and genuine manufacturers are protected against criminal competition.
The ultimate test of regulatory effectiveness is not the number of counterfeit products displayed at press conferences after seizure. It is whether fewer dangerous products reach consumers, whether criminal networks are dismantled, whether legitimate businesses can compete fairly and whether citizens can purchase essential goods without fearing that they may be poisoning themselves.
Nigeria must also recognize that no society can achieve sustainable development while tolerating the commercialization of preventable suffering. Every bottle of falsified medicine, every packet of adulterated food and every container of dangerous counterfeit cosmetics represents a potential human tragedy and a failure of the safeguards designed to prevent it.
Those who knowingly manufacture and distribute such products must understand that their profits cannot justify the destruction of human health. Equally, public officials entrusted with consumer protection must recognize that regulatory responsibility is not merely an administrative obligation; it is a public trust.
The message should be unmistakable: Nigeria must not allow the marketplace to become a battlefield in which unsuspecting citizens pay for the greed of counterfeiters with their health, their livelihoods and their lives.
Poison for profit must have no place in a country determined to protect its people and build a prosperous economy.
